Plan Commission Minutes
October 30, 2017

Chairman Glass called the meeting to order at 7:00 p.m.
Item 1: October 16, 2017 Meeting Minutes
Minutes were not yet available for approval, and this item was deferred to the next scheduled
meeting on November 30, 2017.
Item 2: Text Amendments to Amend 7B-2B Permitted Uses in the B-5 Zoning
District
Chairman Glass read the legal notice into the record.
Chairman Glass asked if the proposal was spot zoning. M.Jablonski responded that the B-5
zoning district was created as a special and distinct zoning class due to its proximity to the
Municipal Complex and the desire to create a town center environment.
Commissioner Ayers asked why the addition of "Health and Fitness Centers" as an approved
used was necessary since the Village was also requesting, "Village -Board approved uses". M.
Jablonski explained that health and fitness centers was one known use for which there was
already demand. She further explained that the purpose of also adding the ability for the Village
Board to approve uses was to provide additional flexibility to respond quickly to any future users
who propose uses previously not contemplated that would be compatible to the zoning district.
Commissioner Ayers asked why the Village did not just change the zoning to B-2. J. Polony
explained that the B-5 zoning gave the Village the ability to limit uses permitted in B-2 that
might not be compatible with a town center environment.
Commissioner Geinosky noted that the Plan Commission had expressed concerns on a previous
matter before them as regarded massage therapists. He asked if there was a certification process
for employees of massage parlors through the Village.
Commissioner Ayers noted that hyrdomassage referred to a machine, so there would be massage
therapist. Commissioner Geinosky stated that the language led the public to believe it involved
massage therapists and noted that there could be massage therapists in this use in the future, as
there are at the Park District fitness center.
Chairman Glass stated that the Plan Commission cannot make decisions based on perceptions or
what might happen in the future.
Commissioner Ayers asked if certification was required.
J. Polony stated that the hydromassage is a machine, but stated that massage therapists are
licensed both with the Village and the State and are subject to a police background check.

Commissioner Geinosky moved to recommend approval of the Text Amendment to Amend 7B
2B Permitted Uses in the B-5 Zoning District by Adding "Health & Fitness Centers with ancillary
services including tanning and hydromassage"; and by deleting "and none other" from the first
sentence and adding "Village Board Approved Uses" to the list of permitted uses.
Commissioner Weiner seconded the motion. Upon voting (Ayers, Carlson, Geinosky, Glass,
Morrill, Schumni, Thompson, Weiner, AYES) the motion cared unanimously.
Item 3: Adjournment
Commissioner Geinosky motioned to adjourn the meeting and Commissioner Carlson seconded
the motion. Upon voting (Ayers, Carlson, Geinosky, Glass, Morrill, Schumm, Thompson,
Weiner, AYES) the motion carried.
The meeting adjourned at 7:19 p.m.
