HomeMy WebLinkAboutFIRE PENSION - 01/04/2019 - Fire Pension MinutesMINUTES OF BOARD MEETING ELK GROVE FIREFIGHTERS PENSION FUND February 4, 2019 CALL TO ORDER A meeting of the Elk Grove Firefighters Pension Fund was held on November 26, 2018 in Conference room "A" at Village Hall located at 901 Wellington Ave. Mike Belpedio called the meeting to order at 1:31 PM. ROLL CALL The following board members attended the meeting: Mike Belpedio, Joe Hamilton, Bernard Goss, Tim Sexton and Richard Mikel. Also in attendance were Brian Koehler, Kyle Pochat and Doug Oest. Absent from the meeting was Treasurer Christine Tromp. MINUTES Minutes were submitted to and reviewed by the board from the general Board meeting dated November 26th, 2018. A motion was made by Belpedio to accept the minutes from the November 26th, 2018 Pension Board Meeting. Goss seconded the motion. The motion passed unanimously. REPORT OF INVESTMENTS Doug Oest of Marquette Associates submitted to the board copies of the Elk Grove Village Firefighters Pension Fund Executive Summary dated January 31st, 2019 for explanation and review. In summary, the Total Fund had a return of -7.2% (net) for the quarter, underperforming the policy benchmark return of -6.7%. The Total Fund had a return of -3.5% (net) for the trailing 12 months, underperforming the policy benchmark return of -2.9%. The Total Fund market value as of December 31, 2018 was $72,611,752. No rebalancing recommended. McDonnell Investment Management is in the process of merging with Loomis Sales. The Elk Grove Village Firefighters' Fund has retained Marquette Associates to conduct an investment manager search to manage a fixed income intermediate government/credit portfolio. The search emphasized a complementary investment style to the existing manger roster and to further diversify the portfolio to improve the overall efficiency of the investment program. Marquette Associates prepared a search utilizing data form various source. Funds currently managed by McDonnell must be transferred to Loomis Sales by June 30, 2019. The Board deferred any action until next board in order for Marquette to furnish additional information. No actions were recommended or taken at the time. TREASURER'S REPORT Brian Koehler submitted a balance sheet, open investment listing and distribution register to the board dated December 31, 2018. Koehler reviewed and explained contents to the board. The fund total cash and investment balance as of December 31, 2018 was $73,489,840. No new benefit requests or recipients were added since the last board meeting. Beneficiaries received January 1st increases. A motion was made by Goss to accept the Treasurer's report. Hamilton seconded the motion. The motion passed unanimously. None.. Updated Rules and Regulations from Reimer and Dobrovolny Law PC were received by the Board. This version would update current version of Rules and Regulations. No action taken at meeting in order for board to review document. The Board received an application for admission to the fund from George Trunek. George Trunek attended Western Illinois University and obtained a Bachelors of Business with a major in marking and minor in psychology. Prior to his employment with the Village, George was a part- time firefighter/paramedic at Hanover Park Fire Department and York Center Fire Department. Trunek began his career with the Village on January 21, 2019. Trunek is married and has two children. All completed paperwork and supported documentation were received by the Board. Blepedio made a motion to accept George Trunek's application for admission to the Fund. Sexton seconded the motion. The motion passed unanimously. The Board received an application for admission to the fund from Wojceich "Max" Simik. Simik attended Moraine Valley Community College and completed the Paramedic Certificate Program. Prior to his employment with the Village, Simik was a full-time firefighter/paramedic at Robert Park Fire Protection District. Simik began his career with the Village on January 21, 2019. Simik is not married and does not have any children. All completed paperwork and supported documentation were received by the Board. Blepedio made a motion to accept George Trunek's application for admission to the Fund. Sexton seconded the motion. The motion passed unanimously. None. ADJOURNMENT Beepedio made a motion to adjourn the meeting. Goss seconded the motion. The motion passed unanimously. The meeting was adjourned at 2:38 PM. The next regular meeting date will be April 22, 2019 at 1:30 PM in conference room "A" at Charles J. Zettek Municipal Center.
