Chairman Glass called the meeting to order at 7:05 p.m.
Item 1: June 24, 2019 Meeting Minutes
Commissioner Geinosky moved to approve the meeting minutes of June 24, 2019. Commissioner
Weiner seconded the motion. Upon voting (Schumm, Geinosky, Rettberg, Weiner, Morrill,
Carlson, DeFrenza, Glass AYES), the motion carried.
Item 2: PC Docket # 19-6: Petition for Resubdivision, Rezoning and Variations for
202-224 E. Devon Avenue
Chairman Glass read the legal notice into the record and asked the Petitioner to explain his purpose
before the Plan Commission.
Doug Heuser of Seefried Properties stated the subject property contains five parcels, which they
would like to resubdivide into 2 lots for the purpose of constructing two light industrial buildings.
Seefried has been in the Chicagoland area for many years and has completed six projects in Elk

Grove Village. The last project Seefried completed is located at 2001 Arthur, which is a speculative
building that was leased 3 months after the completion of building.
D. Heuser stated that in regards to the variances, the first request is for the ten foot screen wall on
the north end. D. Heuser stated that they are requesting this to mask some of the truck traffic. The
second variance was to construct the building less than 50 feet from the rear property line. D.
Heuser stated that the rear property line of this parcel is at the north end, which is abutting a 210
foot easement for ComEd. The west side of the property is adjacent to a flood plain. The third
variance request is to exceed the 35 foot maximum building height. Seefried is requesting a 42
foot building height. The requested height of 42 feet will allow for an interior clear height of 32
feet, which is standard for modern industrial facilities, and will also allow for varying architectural
panel heights to improve aesthetics and partially screen roof top mechanical equipment.
Chairman Glass asked what the Petitioner plans on building. D. Heuser stated they plan on building
two light industrial buildings, a 77,316 square foot industrial building on Lot 1 and a 61,836 square
foot facility on Lot 2. The two proposed buildings would have a shared truck court and shared
stormwater detention.
Chairman Glass asked if any of the property would be constructed in the flood plain. D. Heuser
stated there will be no building constructed on the property located in the flood plain, but the west
section of the flood plain will be detention.
P. Rettberg asked how many employees will work there, what the hours of operation are going to
be, and the type of tenants. D. Heuser stated that the buildings are being built speculatively with
no confirmed tenant but they estimated there will be 100-140 employees between the two
buildings. They noted operating hours would vary based on the tenant, and it is possible, but not
likely, that a tenant would want to operate 24 hours. D. Heuser stated the tenants that are typically
attracted to this type of building include logistics, distribution, and e-commerce companies.
P. Rettberg asked if there will be an increase in truck traffic due to the type of businesses being
attracted. D. Heuser stated that there are 18 truck docks, but they do not expect a significant
increase to the existing traffic on Devon Avenue. D. Heuser also noted that they are working with
Cook County to put in a left turn lane for entry into the site to ease traffic congestion.
P. Rettberg inquired on what type of lighting will be used for the exterior of the building and if
light will be shining into drivers eyes. D. Heuser stated they will be using LED lighting on the
exterior of the building at 1/2 foot candle of the property line. D. Heuser also stated that the light
would be shielded and pointed down, so that the lights are not shining on neighboring properties.

S. Carlson expressed concerns about flooding issues in the area and asked if this development
would exacerbate the existing issues. R. Raphael stated part of the property toward the west is in
the flood plain, but explained that the Petitioner would need to provide 1.5 times compensatory
storage for any portion of property in the flood plain that it is built on.
K. Weiner asked if the Petitioner will be using underground storage or above ground storage. D.
Heuser explained there will be stormwater detention provided both underground and above ground
to meet the MWRD requirements for stormwater runoff and detention.
F. Geinosky asked if the variation to allow a structure within an easement is included in the legal
notice. M. Jablonski stated that this variation is from the municipal code, so it is not required to be
included in the notice. She noted that it is a variation that Village Board will have to approve upon
adoption.
F. Geinosky asked if the Petitioner had a problem with the requirement to construct a private lift
station in agreement with the neighboring property. D. Heuser stated it would not be a problem.
F. Geinosky asked if the Petitoner had a problem with the recapture of costs for a 12 inch water
main of $46,000. D. Heuser stated it would not be a problem.
F. Geinosky asked if the Petitioner had contacted Cook County regarding the driveways and drive
aprons. D. Heuser stated that they have.
F. Geinosky asked how will drivers make a left hand turn with the traffic heading east on Devon.
D. Heuser stated that they will be widening Devon back to the bridge and plan to construct a 100'
turn lane with 130' taper.
F. Geinosky asked if the Petitioner will comply with the stormwater management setback
requirements. D. Heuser stated it would not be a problem.
F. Geinosky asked if the Petioner plans on complying with the removal of junipers in the landscape
plan. D. Heuser stated they will make the requested change.
F. Geinosky asked if given approval, when the Petitioner would begin construction. D. Heuser
stated they would begin construction as soon as possible and hope to complete the project within
6 months. F. Geinosky asked if the Petitioner has contract agreements with the five different
owners. D. Heuser stated that they do.
J. Morrill asked if there was any berm or landscaping provided on the west side to screen vehicle
lights from residential properties to the northwest. D. Heuser stated that there is no berm planned

for the west side of the property, as that is the location of the aboveground stormwater detention.
D. Heuser noted that the residential properties to the northwest are several hundred feet away, and
that there are wooded areas on either side of the creek which would provide screening for issues
such as headlights in the parking lot. D. Heuser also noted that truck traffic would be contained
within the interior truck court, so only vehicular traffic would be using the parking lot on the west
side of the site plan.
G. Schumm asked if some of those parcels zoned residential are occupied and if they have agreed
to be vacated. D. Heuser stated they have signed contracts which are contingent of the approval of
zoning.
Chairman Glass invited the public to provide comment.
Joyce Spinner, the resident located at 231 Walnut Lane, expressed concerns on where the water
will go with the proposed building going in, the possible increase in truck traffic, and the view of
the building from her living room in the rear of the house. Chairman Glass stated the law requires
that no more water leaves the property at a rate any faster than it presently does, so that it won't
cure any problems, but it will not make it any worse. He also noted that the petitioner would be
building a 10' screen wall on the north side of the property to provide visual and noise screening.
RECOMMENDATION
Commissioner Geinosky moved to recommend approval for the following:
• To rezone the properties at 202-224 E Devon from R-3 to I-1.
• To resubdivide the properties at 202-224 E. Devon Avenue from five (5) lots to two (2)
lots.
• Variation from Section 7-1 of the Zoning Code to reduce the required rear -yard setback
from fifty feet (50') to thirty-seven feet (37').
• Variation from Section 7E-9A of the Zoning Code to increase the permitted height of the
screen wall from six feet (6) to ten feet (10') along the north property line.
• Variation from Section 7-1 of the zoning code to increase the permitted building height
from thirty-five feet (35') to forty-two feet (42').
Commissioner Weiner seconded the motion. Upon voting (Carlson, Geinosky, Glass, Morrill,
Weiner, Rettberg, Schumm, DeFrenza AYES) the motion carries unanimously.

Commissioner Carlson moved to adjourn the meeting, Commissioner Weiner seconded the
motion. Upon voting (Carlson, Geinosky, Schumm, Rettberg, Morrill, Glass, Weiner, DeFrenza
AYES), the motion carried unanimously.
