Also Present: Village Manager Raymond R. Rummel, Village Attorney George B. Knickerbocker, and Village Clerk Loretta M. Murphy 2. PLEDGE OF ALLEGIANCE 3. APPROVAL OF MINUTES OF JUNE 18, 2019 – Motion to approve the Minutes of the Regular Village Board Meeting held on June 18, 2019 as submitted and dispense with the reading. MAYOR AND BOARD OF TRUSTEES’ REPORT Mayor Johnson – Attended the following: June 24 – Groundbreaking Ceremony at Yamazen, 121 Northwest Point; July 4 – Independence Day Celebration with Melissa Etheridge Concert followed by fireworks; July 6 – Bike with the Mayor Event sponsored by Friends of Cycling in Elk Grove; July 8 – Toured the new Orange Crush asphalt plant in Elk Grove; July 9 – Dennis DeYoung Concert on the Village Green; and July 13 & 14 – Spoke at the Queen of the Rosary masses about the Elk Grove Cares Program. Elk Grove Cares Program Update – There are 18 participants in the Program since it was launched in August 2018. The Police Department received a $76,000 grant from the State last year and received another $76,000 grant this year to be used for this program. Mayor will speak at St. Julian Eymard Catholic Church on July 27 and July 28 and will have spoken at every place of worship in Elk Grove. Mid-Summer Classics Concert Series – Tonight’s concert is The Commodores, then Wynonna and The Big Noise on July 23 and the final concert is Night Ranger on July 30. Referendum - Last week a referendum question for the March 17, 2020 Primary Election was filed with the Village Clerk. The question presented was limited to the Village Board and is for a term limit of two terms or eight years. The uniqueness of this one is that it would be retroactive which means that I, as Mayor, and all of the Trustees except Trustee Schmidt could not run again for office. In effect, if this passes, six of seven board members would be precluded from running for office again. In about a year from now, four of the seven Board members would be done. Then Trustees Czarnik and Lissner would be two years after that. Normally term limits would go forward and not be retroactive. The vast majority of petitions that were turned in, 77% to be exact were circulated by outsiders or people that do not live in the Village. Many of those circulators came from the City of Chicago and the few that were residents of Elk Grove did not turn in enough petitions to place the question on the ballot. Hence the need for outsiders, who were paid professionals, to circulate petitions to get enough petitions on the ballot. The Village Clerk, Elected Officials and Village staff have heard from numerous residents that these outsiders were saying misleading and outright falsehoods about what was on the actual petitions they were circulating. These are the facts that we know today and over the next few months a lot more things may come up on this subject. Trustee Schmidt – No Report. Trustee Prochno – The Elk Grove Farmers Market is every Saturday on the Village Green from 8:00 a.m. to 1:00 p.m. The annual Play, Picnic, Party sponsored in conjunction with the Elk Grove Park District and the Elk Grove Public Library was on Sunday, July 14. Trustee Lissner – Commended Mayor Johnson on the Elk Grove Cares Program speeches at Queen of the Rosary. There were many positive comments about the program. Page 2 of 5 Trustee Czarnik – The Frank J. Czarnik Golf Outing is on Friday, August 9 at 1:00 p.m. at Fox Run Golf Links. Registration is $90, which includes golfing, a cart and dinner. This is the only way that funds are raised for the scholarship program. Call 847-228-3544 to register for this event. Trustee Feichter – The Bulgarian photo exhibit is open at the library. The masks on display represent what Bulgarians wear during the Surva Festival held in January to chase away the evil spirits. 5. ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as shown on the June 30, 2019 Accounts Payable Warrant in the amount of $5,704,585.45. Authorization of a request from the Prairie Lake School, located at 404 E. Devon Ave., to waive FY 2019-20 business license fees in the amount of $100. b. Authorization of a request from the Prince of Peace United Methodist Church, located at 1400 Arlington Heights Road to waive business license fees for the annual Pumpkin Patch and PumpkinFest in the amount of $300. c. Authorization of a request from St. Julian Eymard Catholic Church, 601 Biesterfield Road, to waive permit fees for the replacement of a HVAC rooftop unit in the amount of $340. d. Authorization of a request from Sterling Education DBA Prairie Lake School, 408 E Devon Avenue to waive permit fees for site work in the amount of $1,317. e. Authorization of a request from AMITA Health Alexian Brothers Medical Center to waive permit fees in the amount of $12,255 for the following:  Parking lot resurfacing at 800 Biesterfield Road in the amount of $5,577; and  Parking lot resurfacing at 935 Beisner Road in the amount of $6,678. f. Authorization of a request from School District 54 to waive permit fees for site work at Adolph Link Elementary School, 900 W. Glenn Trail in the amount of $13,573. g. Authorization to award a two-year, professional services contract to Altura Communication Solutions of Downers Grove, IL for support of the Village’s Avaya phone system and ancillary programs at an annual cost not to exceed $27,434. h. Authorization to waive the formal bidding requirements and concur with emergency authorization by the Village Manager to award a professional services contract to John Neri Construction Co, Inc. of Addison, IL to provide an emergency pipe and valve repair on Busse Road in the amount of $65,750 from the Water & Sewer Fund. i. Authorization to award a purchase through the HP NASPO Value Point contract to Heartland Business Systems of Little Chute, WI for the purchase of fifteen (15) Getac Fully Rugged Tablets and related accessories for the Fire Department vehicles in an amount not to exceed $70,393.76. j. Authorization to concur with prior Village Board authorization and award a professional services contract to HR Green of McHenry, IL for engineering/bidding services, construction observation and project management services related to the demolition and restoration of the former Motel 6 located at 1601 Oakton Street in an amount not to exceed $78,820 from the Busse/Elmhurst TIF. k. Authorization to increase a professional services contract to Patrick Engineering Inc. of Lisle, IL for design engineering of a multi-user path and sidewalk widening project along Biesterfield Road from David Lane to Michigan Lane in the amount of $91,842 for a total contract amount of $229,878 from the Capital Projects Fund. l. Authorization of a request from Meet Chicago Northwest Convention Bureau for payment of annual dues for FY 2019-20 in the amount of $107,999.75. m. Authorization to award a professional services contract to the lowest responsive and responsible bidder Water Well Solutions, of Elburn, IL for the Well House Number 8 Rehabilitation project in the amount of $194,956 from the Water & Sewer Fund. n. Authorization to award a purchase contract through the Suburban Purchasing Cooperative (SPC) Joint Purchasing Contract to Standard Equipment Company of Chicago, IL for the purchase of a Vactor 2100i combination sewer cleaning truck in an amount not to exceed $400,000 from the Water & Sewer Fund. Authorization to increase a professional service contract with Civiltech Engineering, Inc. for the I-290/IL Route 53 & Biesterfield Interchange Improvement Phase I Engineering Tier Two by $603,929 for a total contract amount of $780,148 from the Capital Projects Fund. p. Authorization to award a contract to the lowest responsive and responsible bidder, Arrow Road Construction of Elk Grove Village, IL for the 2019 Residential Street Rehabilitation Project in the amount of $615,788.97 from the General Fund. q. Authorization of the following items related to the closing of the Fiscal Year 2019 Budget and amendments to the adopted Fiscal Year 2020 Budget:  Amend the Fiscal Year 2020 Budget for the carryover of bond proceeds and outstanding encumbrances from the Fiscal Year 2019 Budget for a total amount of $25,247,252;  Increase the Fiscal Year 2019 Devon-Rohlwing TIF Fund budget in the amount of $56,000 to cover costs associated with the expense of a higher than expected developer note payout;  Increase the Fiscal Year 2019 Busse-Elmhurst TIF Fund budget in the amount of $2,366,800 to cover costs associated with the expense of TIF eligible capital projects; and  Increase the Fiscal Year 2019 Higgins Road TIF Fund budget in the amount of $12,561,000 to cover costs associated with the expense of TIF eligible capital projects. r. Authorization to adopt Ordinance No. 3618 entitled, “AN ORDINANCE AMENDING TITLE 3, CHAPTER 2, SECTION 6 OF THE ELK GROVE VILLAGE MUNICIPAL CODE TO INCLUDE THE BUSINESS OF ONLINE TRAVEL COMPANIES.” u. Authorization to adopt Ordinance No. 3619 entitled, “AN ORDINANCE AMENDING SECTIONS 3-3-6 AND 3-1-6 OF TITLE 3, LIQUOR CONTROL BY ADDING A CLASS WBM WINE AND BEER KIT MAKING LICENSE.” v. REGULAR AGENDA – Authorization to approve sign variations at Lou Malnati's, 1050 E. Higgins Road to update their signage. A representative was present to answer questions. Motion to approve Regular Agenda item a. Moved by Trustee Czarnik Seconded by Trustee Lissner VOICE VOTE MOTION CARRIED a. PC Docket 19-6 - A Public Hearing for a petition submitted to resubdivide and rezone from R-3 to I-1 on property located at 202-224 E. Devon Avenue for the construction of a light industrial building. This item refers to the five (5) unincorporated lots on Devon Avenue near the 7-Eleven that the Village recently annexed. The petitioner is requesting to convert those properties from residential to light industrial. The Plan Commission had a public hearing and unanimously recommended Village Board approval to grant the resubdivision, variations and rezoning for this development. A representative was present to answer questions. Mayor asked if there were any residents present to address the Board on this petition. Mayor commended the Plan Commission for evaluating concerns from the residents and gathering facts before making any decision. ZONING BOARD OF APPEALS - Village Manager Rummel – No Report. 10. YOUTH COMMITTEE – Trustee Prochno – The first Summer Splash Party was Friday, July 12, with 284 students in attendance. The next Splash Party is scheduled for Friday, August 9, at Rainbow Falls from 8:15 p.m. to 10:15 p.m. This event is free of charge for students in grades 6 through 11. 11. BUSINESS LEADERS FORUM – Trustee Schmidt – Toured Acme Finishing at 1595 Oakton Street on June 19 with Trustee Czarnik. This company makes powder and liquid coating for metal parts. Trustee Lissner – The Business Leaders Forum will visit the following companies in the next few weeks: July 22 - Chem-Plate Industries, 1250 Morse Avenue; July 26 – America Hears, 61 Martin Lane; and August 19 – Misumi, 2400 Lunt Avenue. 12. CABLE TELEVISION COMMITTEE - Trustee Lissner – The Cable Franchise Committee met briefly and discussed the previous Harper College educational channel 18. Since the schools are out for the summer they will hold off further discussion until August. 13. HEALTH & COMMUNITY SERVICES - Trustee Czarnik – The next blood drive is on Saturday, July 27, from 8:00 a.m. to 12:00 p.m. on the lower level of the Zettek Municipal Building. 14. INFORMATION COMMITTEE - Trustee Lissner – The Information Committee will meet on Thursday, July 25, to discuss a new Village website design. Residents can provide input through a survey on the website. The Youth Police Academy that begins on August 5 still has a few openings. The Academy is from 9:00 a.m. to 1:30 p.m. and participants must be Elk Grove residents between the ages of 13 and 17. Please contact Police Investigator Veronica Rohman at 847-357-4172 for more information. The next Neighborhood Watch meeting is scheduled for August 21 in Room E at 6:30 p.m. 15. RECYCLING & WASTE COMMITTEE – Trustee Feichter – No Report. 16. PARADE COMMITTEE - Trustee Czarnik – The Hometown Parade is Saturday, September 21, in conjunction with Elk Grove’s Oktoberfest. The Elk Grove Food Pantry will collect food items along the parade route. The Grand Marshal, Kitty Weiner, will lead the parade riding in the corvette that was raffled off in 2017 driven by the winner, Gary Spragg. Thank you to all of our sponsors. The next meeting is Monday, August 5, at 5:30 p.m. in Room E of the Zettek Municipal Building. 17. PERSONNEL COMMITTEE – Trustee Franke – No Report. 18. JUDICIARY, PLANNING AND ZONING COMMITTEE – Trustee Prochno – No Report. 19. CAPITAL IMPROVEMENTS COMMITTEE - Trustee Czarnik – The MFT residential street rehabilitation is progressing. After concrete work is complete on the streets, the roadway patching and resurfacing will begin. The 2019 asphalt rejuvenation performed on various roadways is now complete. Over the next few weeks, the surface of the rejuvenated roads will begin to fade back to the normal pavement color. This coating provides an extra five years of life. Page 5 of 5 20. AIRPORT UPDATE – Mayor Johnson – There will be two Fly Quiet programs: one this winter, another next winter, and then a rotation plan should be in place when the full build-out is complete. 21. MID-SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson – No Report. 22. SPECIAL EVENTS – Mayor Johnson – The next event is Oktoberfest and the Hometown Parade. 23. LIQUOR COMMISSION - Mayor Johnson – No Report. 24. REPORT FROM VILLAGE MANAGER – No Report. 25. REPORT FROM VILLAGE CLERK – No Report. 26. UNFINISHED BUSINESS – There were no items under Unfinished Business. 27. NEW BUSINESS – There were no items under New Business. 28. PUBLIC COMMENT – 5:45 P.M. James Jablonski, 720 Roppolo Drive – Spoke on behalf of the residents of the Roppolo Subdivision, aka Landmeier-Roppolo Subdivision, to inform the Board that a document was recently uncovered that is a restrictive land covenant stating that “All lots in the subdivision shall be known and described as residential lots, structures in the subdivision shall be created for and exclusively as single-family dwellings.” There were concerns about racist language that was in the original document but Mr. Jablonski stated that a revision took place on February 8, 1957 taking the language out and allows it to stay legal. Residents are concerned that the proposed development would upset the water table with everyone being on well and septic. They plan to bring these concerns to the Plan Commission. Mayor asked if the developers were to make a fair deal with all the homeowners would everything be fine. Mr. Jablonski stated that it is going to be up to the individual landowners to determine what a fair price is. Mayor Johnson thanked the residents from Roppolo for attending the meeting and reminded them that the Village is not initiating this subdivision and that the developer submitted a petition to the Village. Mohammed Hussein, 700 Roppolo Drive – Expressed his concerns about the document and wants the racist language to be stricken out. Mayor Johnson stated that Mr. Jablonski mentioned earlier that the document submitted to the Village has been revised and no longer includes the inappropriate language. Roger Dober, 1668 Biesterfield – Concerns of the proposed eight-foot (8') sidewalk to be placed in front of his house for the bike path/multi-use path and the possibility of trees being removed. Mayor Johnson stated that the bike committee recommended years ago to connect biking from the other side of Meacham Road onto Biesterfield Road. Home Depot agreed to install the bike/pedestrian path by adding three feet (3') towards the parkway. Village staff will go out and assess the area prior to the Village Board making any decisions. Dr. Brian Homann, 580 Montego – Offering a free Dental Day to patients 18 years of age or older on Friday, September 6, from 8:00 a.m. to 5:00 p.m. for those that may not have access to dental insurance. An Oral Surgeon (Dr. Mark Spinazze) and Periodontist (Dr. Jennifer Silc) will be on site to assist. The services will be first come, first served offering basic care, extractions, cleanings, and fillings. Mayor Johnson thanked Dr. Homann for his efforts to help the community. Dr. Homann agreed that if things go well they would offer this event again next year. Dr. Homann’s office is located at the corner of Devon and Arlington Heights Road. 29.
