REGULAR VILLAGE BOARD MEETING
August 13, 2019
1. CALL TO ORDER - 7:05 P.M.

4. MAYOR AND BOARD OF TRUSTEES' REPORT
Mayor Johnson -
Mid -Summer Classics Concert Series - The eleventh summer concert series finished up with Wynona and
the Big Noise followed by Night Ranger with a record number of attendees for the five concerts. Next
year, there will be four concerts starting with Saturday, July 4th, followed by the remaining Tuesdays on
July 14th, July 215t and July 28th. More information will follow. The outcome from the survey on the
website showed Bret Michaels was the most popular concert thus far.
Tree Lighting Ceremony - Trustee Franke announced that Jim Peterik will be performing at this year's
Tree Lighting Ceremony on the Friday after Thanksgiving. Jim Peterik is commonly known from the band
Survivor and the Ides of March and was a co -writer of the anthem "Eye of the Tiger" from the Rocky III
movie. Jim Peterik will perform at 4:30 p.m. that will include Christmas carols and the Tree Lighting will
be at 5:30 p.m. Thank you to everyone involved with the concerts this year. We had a great summer
without incident and every person played an important role in helping to keep the area safe.
Best Western/Midway Motor Lodge/Elk Grove Hotel - The hotel at Oakton and Busse has been torn down
and there will be an agreement on the agenda to approve two new hotels along with at least two more
restaurants. Country Inn and Suites and Tru Hotel by Hilton will be developed in that area. Construction
should be starting before winter and that corridor will now be opened up and have a fresh new look.
Motel 6 - The Motel 6 hotel that the Village bought will be torn down in October of this year and the
Village is working on a couple of options for development in that area.
Elk Grove Technology Park - The Technology Park is moving along well. There will be announcements
very soon about a few new companies that are coming into the Technology Park.
Water Meters - Over the next several months there will be new Smart water meters installed similar to
the Smart Grid electric meters that have an automatic continuous feed. This feature will not only save
the Village money but it will help determine sooner if there is a leak somewhere in the house. The
Smart Meter will have a system built in to notify the Village if a location is using more water than usual
and the Village will be able to contact the homeowner within a few days to reduce the cost for the
homeowner.
Elk Grove Cares Program - The heart and soul of any community is in the places of worship. Last
August, Mayor Johnson began speaking at all of the places of worship in Elk Grove Village finishing up
with St. Julian Eymard Church. We thank everyone for allowing us to get the word out and for the
support from the community. WGN radio did an interview a couple of weeks ago on a segment for their
MVPP (Most Valuable Person on the Planet) and Steve Cochran contacted the Mayor after reading an
article in the paper on the program. This program is successful because of the community of Elk Grove
coming together to ensure that it succeeds. The program has done so well that the Village received over

$100,000 in grant money to be used for this program. That grant money has been enough to cover the
cost of the patients going through the program. There are certain conditions with grant money that the
program must be non-discriminatory, which includes ethnicity, religion, race or where they live. There
are now 27 people that have come through the program - 14 men, 13 women. Twenty-three people are
still being monitored, in communication with representatives of the program, and are still clean and
sober. This is why the U. S. Department of Justice called our program revolutionary because it is
working and it is making a difference. At the July Coffee with the Board, a woman came in to tell the
Board that she spoke with a Police Sergeant in New York City that was familiar with Elk Grove Village.
The Sergeant was in Texas for a symposium on Addiction that was hosted by the U.S. Department of
Justice. The guest speaker that day was Deputy Chief Gaspari to talk about the Elk Grove Cares
Program. New York City is now modeling our program. Mayor Johnson read several complimentary
letters from parishioners, residents, and a Cook County Assistant Public Defender who is involved with
the courts in the Third District. A letter from a patient in the program was read that described how the
Elk Grove Cares Program has truly made a difference in his life. This patient is sober today and thankful
to have the Village's support to get him into the program. We do not care where an individual lives and
will continue to serve the community in the best way that we can to support these people through the
addiction of this disease.
Makers Wanted Bahamas Bowl - Mayor asked Chad Brunner to join him at the podium near the
Bahamas Bowl trophy and helmet. A year ago, we made an "out of the box" announcement with the
sponsorship of the Makers Wanted Bahamas Bowl. Most towns find ways to advertise for their
community to promote it but in our case, being the largest business park in North America, we were
trying to find ideas to keep the business park filled. The Business Park is an economic engine of the
northwest suburbs providing jobs, investment and income for the community, the schools, the park
district, the library and the county. It is a huge impact to the entire region. In the past, we advertised
during the Chicago Cubs games and luckily, it was the year when they won the World Series. We also
got started back on the news channels about four years ago with the Presidential election. We were
looking for a new way to advertise the business park, get our name out there and talk about what we
had to offer for manufacturing and for high tech. Last year we came up with the idea to sponsor a
college football bowl game and it spread like wildfire. It was on every news channel and was even in
three of the biggest newspapers in India. Mayor introduced Chad Brunner from Loves Fueling Stations.
Chad was looking to build a prototype in the business park, specifically at Busse & Pratt, and Loves
submitted a petition that will go before the Plan Commission for consideration. Mr. Brunner stated that
he is a college football fan and chose Elk Grove Village after watching the bowl game and hearing about
the sponsorship. Mr. Brunner Googled the story and found that Elk Grove Village is the business
friendly type of community that they were looking for. They are here today to take the next big step
and they will do a phenomenal job serving the industrial park. This is one of those win/win
partnerships where Loves will do phenomenally well and the Village will do extremely well collecting
millions of dollars in sales tax dollars. The Bahamas bowl was the contact to get them in Elk Grove
Village.
Trustee Schmidt - Attended the GOA summer barbecue event on August 2nd. The next Sister Cities
meeting will be on Monday at 6:30 p.m. in Room E. This will be our 10th Student Exchange Program
with Termini Imerese. There will be ten students coming over in November to stay with their student
counterparts from Elk Grove Village. There will be a big celebration for the 10th Anniversary.
Trustee Schmidt reminded everyone of the new law that was passed on July 1st where texting and
driving is now a moving violation. Please adhere to the law and put down your phones while driving
your vehicle.
Trustee Prochno - The summer Farmers Market is continuing every Saturday morning on the Village
Green from 8:00 a.m. to 1:00 p.m. Please come out to enjoy a wide variety of fresh produce that is
available.
Trustee Lissner - Represented the Village at a roundtable discussion in Schaumburg on July 191h with
Cook County President Toni Preckwinkle and Cook County Commissioner Kevin Morrison along with
representatives from surrounding towns. This was an informative meeting to discuss ideas for future
discussion.
Trustee Czarnik - The Frank J. Czarnik Scholarship Golf Outing took place on August 9th. It was very
well attended and thank you to all that participated to ensure that scholarships will be offered again
next year. Going forward, the scholarship program will also honor Jim Heffern. We lost Jim last year
and want to acknowledge what he has done and meant to the youth of Elk Grove Village. Next year the
golf outing will be entitled the Czarnik - Heffern Scholarship Golf Outing.
Trustee Feichter - The Friends of Cycling in Elk Grove is starting a new program. They have purchased
a Trishaw bicycle that has two seats in back for riders and one seat in front for pedaling. They are
hoping to organize a program where senior citizens in Elk Grove can take a free ride through Busse
Woods in the summertime. The program is still in the planning stages but they hope to have it
operational by next summer.

Trustee Franke - Oktoberfest is quickly approaching on Friday, September 20th and Saturday, September
21St. The hours are Friday from 6:00 p.m. to 11:00 p.m. and Saturday from 3:00 p.m. to 11:00 p.m. after the
parade. There will be a kids play area this year. Tasty Catering will provide the German food and our local
brewery, Mikerphone Brewery, will provide two beers for the Fest. Advanced tickets are available on the
website at a 20% discount.
Police Department Swearing Ins - Congratulations to McKenna Carbon, Brian Ahsell, Alejandro Estrada
and Scott Frank who were sworn in as Police Officers and Officer William Callaghan was sworn in as Police
Sergeant.

7. REGULAR AGENDA - No items under Regular Agenda.
8. PLAN COMMISSION - Village Manager Rummel -
a. PC Docket 19-8 - A Public Hearing was held on August 51h to consider a petition submitted for the
proposed annexation, resubdivision and rezoning to I-1 Restricted Industrial District for property located on
Roppolo Drive, Richard Lane and Landmeier Road for the construction of a Light Industrial Facility.
The Plan Commission allowed everyone to present testimony who wanted to do so at the hearing and issued a
Finding of Fact with certain recommendations to the Village Board, which were unanimous. The
recommendations were to annex the property at 751-815 Roppolo Drive, 801-906 Richard Lane and 2110
Landmeier Road. Resubdivide the property from 21 lots to one lot, rezone the property to I-1 Restricted

Industrial and grant a variation from Section 7-1 of the zoning code to increase the permitted building height
from thirty-five feet (35') to forty-two feet (42'). The petitioner was present to answer any questions. With
Village Board approval, the next step would be to authorize the Village Attorney to prepare the necessary
documents to move forward with the recommendation of the Plan Commission. Mayor Johnson reiterated that
the Village Board's action is to concur or not concur with the recommendation of the Plan Commission. If the
Board does not concur with the recommendation then the petition is done. If the Board does concur, then the
Board directs the staff to prepare a pre -annexation agreement to be ready for the September 1 Oth public hearing
to take place at 6:45 p.m. There will be a court reporter present and the public will have a chance to give
testimony or ask questions. After that hearing, it will go to the full Board for action to be taken at the 7:00 p.m.
Village Board Meeting. Tonight is just whether to recommend staff to move forward with the documentation.
Mayor Johnson asked the developer if the last two lots were purchased to consider the total twenty-three (23)
lots. The attorney for the developer stated that there will be twenty-three lots finalized as part of the Pre -
Annexation Agreement for consideration at the September loth public hearing. The Village Attorney stated the
Pre -Annexation Agreement can include the additional two lots for consideration at that meeting.
Public Comment for Roppolo Annexation- 8:07 p.m.
Margaret Hussein, 700 Roppolo - Expressed concerns for the safety of the children in the neighborhood with
extra traffic being rerouted onto Roppolo Drive after the buildings are constructed. There are two bus stops
located on the corners of where this facility will be built. The children from our subdivision and surrounding
areas are bused to five nearby schools. We would like the safety of all of these children guaranteed. Secondly,
my home value will decrease 30-40% when these buildings are constructed. The builder reached out with an
offer and we countered their offer and have not received an offer back. We are stressed on worrying whether
we will have to move or if we will have to live with an increased level of noise, traffic, pollution and the well-
being of myself, my children and the neighbors. Mayor Johnson stated that in the past 22 years since he has
been in office the Village receives inquiries at least 3-4 times a year from developers that want to redevelop the
Roppolo Subdivision. The Village's long-term plan for any unincorporated property in the industrial park is to
annex the property as industrial not residential. The Village has told developers that they have to buy a big
enough parcel to do any project. They cannot buy two home lots to build a little factory or buy a cut out
section and skip lots in between. The Village is not forcing this development to happen. Everything is
happening by a private developer that is acquiring land, in a significant enough size, to do a development that
we would be receptive to review. Your neighbors are selling. The Village cannot stop them because that
subdivision is not even in our community. They are the ones that have decided to sell which is the
homeowner's right. This is being presented to us and it will attach to the industrial park. Ms. Hussein stated
that her primary concern is the bus stops. Mayor stated that if you talk to the school district, they will relocate
the bus stops to keep the students safe. If that becomes a Village street, our Police Department can assist a
discussion with the school district.
Mohammed Hussein, 700 Roppolo - Concerned with the Board considering the recommendation of the Plan
Commission from the hearing. Mr. Hussein felt that questions were not addressed properly and that some
members did not understand what they were voting on. They also ignored the covenant that says it must
remain a residential subdivision. We have no problem with the neighbors selling their properties. They put a
note in our mailboxes and they have not responded to our counter offers. Mayor Johnson asked the developer
if the offers that were submitted were the same parameters offered for each homeowner. The developer stated
yes. Mayor stated that our Plan Commission has some of the finest people that have ever served in this
Village. The Chairman alone has been on the Commission for over forty years and does a phenomenal job. I
know for a fact that they all checked your property, they looked at your homes and they saw all the drawings.
A statement was made that there are no businesses in that subdivision. Mayor stated that he knows that Bud
Roback has had a business in that subdivision for decades. There are also two other businesses registered with
the State of Illinois in that subdivision so there are currently businesses there. As far as the covenants, they
don't apply to the Village. Your covenants were put in place prior to you coming into the Village and
therefore, we are not bound by any covenants that you had in existence beforehand. When they come in they
fall under our jurisdiction and there is no covenants put in place during our jurisdiction, therefore they have no
standing with the Village. Thank God because there is discriminative wording in that covenant that we do not
agree with. In fact, we would like to receive a copy of the revised covenant where that language was removed.
Tonight, we are concurring with the Plan Commission's recommendation only and no final decision will be
made until after the hearing on September 1 Oth at 6:45 p.m. in this Chamber. The Board Meeting will follow
and either accept or deny the annexation agreement. Mayor asked the developer to please be fair with the
homeowners and communicate with counter offers.
Motion to direct staff to prepare a Pre -annexation Agreement for the annexation of twenty-three lots
into the Village.

9. ZONING BOARD OF APPEALS - Village Manager Rummel - No Report.
10. YOUTH COMMITTEE - Trustee Franke - The final Splash Party was last Friday, August 9, at Rainbow

Falls with 235 students that participated. This summer, there was a record of over 500 students that
attended. Thank you to the Youth Committee and the Park District for their assistance with the events.
The next event scheduled is the Bon Fire on Saturday, October 5th at Lions Park.
11. BUSINESS LEADERS FORUM - Trustee Lissner - There were a couple of businesses in Elk Grove that
won the C-Suite Awards sponsored by the Daily Herald Business Ledger. The CEO of Tasty Catering,
Kornel Gryco, and the CEO of Edlong, Laurette Rondenet. Upcoming Ambassador visits are scheduled for
August 19 - Misumi, 2400 Lunt Avenue, August 23 - Bunting Magnetics, 1150 Howard, August 28 -
Schiele Group, 1880 Busse, and September 9 - Excel Color Corporation, 220 Bond Street.
Trustee Schmidt - Trustee Czarnik and I visited Blackout Transport that is actually in Bensenville on July
25th. The owner is a resident of Elk Grove and is working with staff to find a location to relocate his
business here in Elk Grove Village.
12. CABLE TELEVISION COMMITTEE - Trustee Lissner - The Cable Franchise Committee meeting is
cancelled for tomorrow. The next meeting will be on September 16th at 10:30 a.m. in Palatine.
13. HEALTH & COMMUNITY SERVICES - Trustee Czarnik - The Blood Drive on July 27th resulted in 28
units of blood being donated. One unit of blood can save up to three lives. When blood is donated,
someone else gets another chance at life. Thank you to all who donated.
14. INFORMATION COMMITTEE - Trustee Lissner - The next Neighborhood Watch meeting will be on
Wednesday, August 215t at 6:30 p.m. in Room E of the Village Hall. The Information Committee met on July
25th to discuss the new website redesign. Things are moving along well. Mayor Johnson said a suggestion

15. RECYCLING & WASTE COMMITTEE - Trustee Feichter - The Village recycled 16,500
pounds of documents that were shredded and 39,485 pounds of electronics at the last recycling
event.
16. PARADE COMMITTEE - Trustee Czarnik - The Hometown Parade is Saturday, September 21St, at 2:00
p.m. in conjunction with Elk Grove's Oktoberfest at 3:00 p.m. Applications are being reviewed for the
lineup. The Elk Grove Food Pantry will collect food items along the parade route. Grand Marshal, Kitty
Weiner, will lead the parade riding in the corvette that was raffled off in 2017 driven by the winner, Gary

19. CAPITAL IMPROVEMENTS COMMITTEE - Trustee Czarnik - The MFT residential street rehabilitation
is complete. The cleanup work will continue this week. There will be additional residential street
rehabilitation and saw cutting for concrete repairs. These additional streets will have deteriorated curb
and sidewalk replaced, pavement patching and a new asphalt surface completed by the end of October.

Heidi Graham, President of the local League of Women Voters - We are a non -partisan organization
dedicated to serving our community by engaging voters through a number of activities in the community.
It is our goal to encourage active participation in our community and educating eligible voters about how
to register to vote is one of our major objectives. An informed and engaged electorate will elect leaders
such as yourself who can develop and implement programs and policies to address community priorities
and voting is the first step. In 2019 the League delivered 3,500 birthday envelopes to students

encouraging eighteen -year olds to vote. The envelopes included information that they could take to
college with them so they are prepared and able to vote while away at school. The League is asking for a
$500 sponsorship to help advertise.
Trustee Franke confirmed that the Citizens Fire Academy runs September 5th through October 10th
on Thursday nights from 6:00 p.m. to 9:00 p.m. at the Fargo Fire Station.
Loretta Fitzgerald, 595 Northport Drive - The Homeowners Association for Circle Bay has had conflicts
with some residents and is wondering if the Village can add a note on the permit application to ask the
resident to check with their Homeowners Association Rules and Regulations prior to applying for the
permit. Mayor agreed that we could add something like "Please remember to check with your Homeowners
Association to make sure that all rules and regulations are followed." The Village cannot regulate but we
can add a statement to the permit application.
