Chairman Glass called the meeting to order at 7:00 p.m.
Item 1: August 5, 2019 Meeting Minutes
Commissioner Weiner moved to approve the meeting minutes of July 8, 2019. Commissioner
Rettberg seconded the motion. Upon voting (Geinosky, Rettberg, Weiner, Morrill, Thompson,
Carlson, Glass AYES), the motion carried.
Item 2: PC Docket # 19-9: Petition for Special Use for the property at 630 Meacham
Road.
Chairman Glass read the legal notice into the record and asked the Petitioner to explain her purpose
before the Plan Commission.
T. Willie explained the changes to the existing building proposed as part of the renovation and
additional of a new drive-thru lane. She stated they will be removing the existing mansard roof
on all three sides of the building, and the existing cedar siding at the east elevation and wall
signage. T. Willie stated the existing brick will be painted with new Burger King colors and all

windows will be staying as -is, except for the old drive-thru windows. T. Willie stated that when
the mansard roof is taken down, there will be parapet walls framed upward with new finishes.
T. Willie stated the entry/exit and drive-thru window will consist of a stone tower element with
new metal canopies over storefront windows, drive-thru windows and entry doors. There will be
matte red ceramic tile at the new corner tower. T. Willie showed photos of a similarly updated
Burger King restaurant with the new building brand style, which has been done in other areas
throughout Illinois.
T. Willie stated the existing site plan has a single drive-thru lane. She explained that they are
proposing to install a double drive-thru lane for the restaurant. T. Willie stated the current ADA
parking stalls are not in compliance, so they will be updated. T. Willie stated there will be an ADA
path of ingress and egress going to Meacham Road to connect to the sidewalk.
T. Willie stated the turning radius was updated to allow easy access to each drive-thru lane per
staff comments. T. Willie stated there will be a new monument sign to replace the old one. T.
Willie stated the drive-thru lanes will consist of black concrete as opposed to asphalt to combat
wear and tear, which will also blend in well with the asphalt.
1'. Willie stated they met all requirements for the landscaping plan, except for trees along Meacham
due to overhead power lines. T. Willie stated they will add shrubs and perennials along Biesterfield
Road. There will be landscaping around the ADA path and major drive-thru lanes. T. Willie
showed photos of proposed landscaping for the area. T. Willie stated the updated monument sign
will consist of brick at the base to match the stone towers. It will have a reader board.
J. Morrill asked if the drive-thru lane will accommodate larger vehicles, such as trucks, so that
these vehicles do not have to back up and turn around to access the drive-thru. T. Willie stated a
civil engineer used a software to determine the best turning radius. Whey also narrowed the menu
board island between the two drive-thru lanes to accommodate the proper turning radius for the
double drive thru. J. Morrill asked if the right -in and right -out off of Meacham would interfere
with the traffic pattern. T. Willie stated it will not affect anything in the area, according to the civil
engineer.
P. Rettberg asked if there would be enough room to enter the drive-thru lanes and if the lot will be
expanded to accommodate the double drive thru. T. Willie stated they are staying within their
parcel and have plenty of room to enter the drive-thru. T. Willie stated they used the Plat of Survey
that was done this year.

island will be staying there, as it provides the location for the menu board. T. Willie stated the
island is very narrow, and the menu board is seven feet long.

P. Rettberg asked if there will be issues with the merger from the two lanes becoming one. T.
Willie stated that the layout is similar to double drive-thrus at many McDonalds restaurants and
that drivers should move cautiously through the lanes.
K. Weiner asked if the stalls located in Home Depot next to the Burger King property will have
enough room to reverse out without affecting the drive-thru. T. Willie stated there is more than
enough room to safely reverse out within the required 24 foot drive aisle, as the stalls themselves
are 18 feet deep. K. Weiner asked if there will be interior improvements to the Burger King. T.
Willie stated that all customer focused areas will be remodeled to corporate Burger King standards,
such as the front counter, dining areas, bathrooms and the drive-thru area. T. Willie stated there
will be a thorough clean done for the interior of the building and throughout the rest of the
restaurant.
F. Geinosky asked what exactly was going on in the ADA spaces. T. Willie stated the ADA stalls
that are currently there are not sloped properly, so the ADA spaces will be regraded with a new
landing and ramp added on each side. T. Willie stated it will be re -striped with a path of egress to
connect the sidewalks with handrails to the existing sidewalk on Meacham Road.
F. Geinosky asked where most of the drive-thru traffic will flow from. T. Willie stated that most
of the traffic will be coming from Biesterfield, however traffic will be able to enter from either
Biesterfield or Meacham.
F. Geinosky asked if the Petitioner had agreed to grant a 10' easement along Biesterfield Road to
facilitate a future 8' wide bicycle/pedestrian path by the Village, and whether this should be
considered a condition. T. Willie stated the owner has agreed and is willing to do whatever is
necessary to make it work. K. Weiner stated there was a similar condition with the Home Depot
hearing and that this condition could be duplicated.
J. Glass inquired on how long Burger King will be closed during construction. T. Willie stated the
interior will be closed 4-6 weeks for the remodel and the drive-thru will be closed for one week.
T. Willie stated they will keep the drive-thru open for as long as possible.
Chairman Glass invited the public to provide comment.
Michael Starostka a resident at 487 Franklin Lane, expressed concern over the width of the drive-
thru and whether it can accommodate a larger vehicle. T. Willie re -iterated that they had an analysis
done using a software to ensure the lanes will he large enough to handle a larger vehicle.
RECOMMENDATION
Commissioner Carlson moved to recommend approval of the Special Use Petition for Tri City
Foods to add an additional drive-thru lane to the existing Burger King restaurant at 630 Meacham
Road with the following condition:

• The Petitioner is granting a 10' easement along Biesterfield Road to facilitate a future 8'
wide bicycle/pedestrian path by the Village.
Commissioner Rettberg seconded the motion. Upon voting (Carlson, Geinosky, Glass, Morrill,
Weiner, Rettberg, Thompson AYES) the motion carried unanimously.
Item 3: Adjournment
Commissioner Weiner moved to adjourn the meeting, Commissioner Rettberg seconded the
motion. Upon voting (Carlson, Geinosky, Rettberg, Morrill, Glass, Thompson, Weiner AYES),
the motion carried unanimously.
