REGULAR VILLAGE BOARD MEETING
September 10, 2019
1. CALL TO ORDER - 7:54 P.M.
PRESENT: Mayor Craig B. Johnson, Trustees Nancy J. Czarnik, Patton L. Feichter, Sam L. Lissner,
Christine K. Prochno and Stephen F. Schmidt
ABSENT: Trustee Jeffrey C. Franke
A Quorum was present.

2. PLEDGE OF ALLEGIANCE

3. APPROVAL OF MINUTES OF AUGUST 13, 2019 - Motion to approve the Minutes of the Regular
Village Board Meeting held on August 13, 2019 as submitted and dispense with the reading.

4. MAYOR AND BOARD OF TRUSTEES' REPORT
Mayor Johnson - Mary Francl joined the Village Board Meeting this evening as Assistant Mayor. Mary
is in the 6th grade at Queen of the Rosary.
Attended a Tollway meeting in Hanover Park with surrounding communities to discuss the Western
Access and the work being done on I-490 and IL 390. The Northern connection of I-490, which is the
Western Bypass road, is being worked on first. This will allow better access to the business park since
we move 90,000 tons of freight a day in and out of Elk Grove every day.
Mayor met with Marianne from Shinnyo-en Temple regarding a celebration they are planning in
October. They are expecting approximately 1,000 people at the event.
On September 3rd, the Community Character Coalition presented an award to the Village recognizing
the Elk Grove Cares Program.
Click It or Ticket Program - The Police Department receives a grant annually from a State program
called Click It or Ticket. Over the Labor Day weekend, there were 352 traffic seat violations, 4 child seat
violations, 3 suspended licenses, 4 drug arrests, 1 arrest on warrant,1 alcohol citation, 2 unlicensed
driver arrests, 3 no insurance citations, 33 speeding violations, 7 hazardous moving violations, 15 cell
phone violations,1 overweight vehicle, 1 obstructing justice and 90 various equipment citations. Mayor
thanked the Police Department for making Elk Grove Village a safer community. Elk Grove Village was
recently ranked the 3rd safest community in the state of Illinois.
Hurricane Dorian - Elk Grove Village has developed a connection with the Bahamas in the past year
through the sponsorship of the Makers Wanted Bahamas Bowl. Our hearts go out to the people in the
Bahamas that have suffered from the impacts of Hurricane Dorian. Nassau was approximately 103
miles away from the storm and heavy rains did affect Nassau but as far as we know there was no
damage to the stadium or the Atlantis Hotel. Our prayers and best wishes go out to the people in the
Bahamas. We invite members of our community to share their support for the Bahamian people by
contributing to disaster relief organizations to help fund the recovery efforts. A link is on the website
that can direct you to the Bahamas online resource center. The main economy for the Bahamas is
tourism and that country truly needs every dollar it can get. If everything works out well and we have
the opportunity to still have the Bahamas Bowl, we are going to do it because it will help the Bahamian
people and the government to rebuild and recover. We will respect whatever decision the Bahamian
government feels is best.
Robo Calls and Mailings - There have been a lot of residents calling the elected officials and staff asking
questions about certain political flyers in the mail. Much of the information on those flyers are lies and
those people hiding in the shadows are just trying to throw mud against the wall to see if it sticks. Elk
Grove Village works with the public in a professional manner and does not hide information from the

public. In fact, the Village has been recognized by many organizations on their efforts including the
U.S. Department of Justice. New York City is modeling their opioid program after the Elk Grove Cares
Program. We are proud to have this recognition as this program is revolutionary and game changing
to make a difference. The Village has received two grants totaling almost $80,000 and to date have
spent less than $50,000 to get people the help that they need. The program has 32 people in it right
now and the Village is committed to make a difference. The flyer that those people put out on the Elk
Grove Cares Program is not only degrading but racist and full of lies. It is horrible that someone could
write lies about a program that is doing so much good.
Mayor spoke about Itasca having to face a tough decision at an upcoming meeting with the company
Haymarket that is trying to open a facility for drug addicts. The community is going to make that
decision and we respect that. Now there are robocalls in Elk Grove Village saying that Haymarket is
talking with Elk Grove officials to move into our community. Haymarket has never reached out or
discussed the possibility of having a facility in Elk Grove. Elk Grove already has a 29-bed facility at
the former Brothers house on Gloucester which is a rehabilitation and addiction facility. A public
meeting was held at that time to have an open discussion before any decisions were made and not
one person came to speak and there have been no issues or complaints.
These people keep hiding in the shadows and that is not right. There are outsiders that are trying to
influence this Village. They tried during the last election and were unsuccessful and now they are
trying other means with the term limits, etc. The bottom line is racism and lies do not belong in our
community. The Mayor apologized to the community for having to put up with this and stated if
anyone has questions on anything to please feel free to reach out to any of us. Elk Grove is doing
phenomenal and will continue to provide the community events and concerts that the residents
enjoy.
Presentations
Free Dental Day - Dr. Brian Homann provided a recap of the Free Dental Day held on September 6th
that provided $28,000 worth of free dental care to the community.
Mikerphone Brewery Fundraiser - Trustee Feichter, Mike Pallen (Mikerphone Brewery), Assistant
Mayor Mary Francl, and Karen Osmanski (Community Character Coalition) joined Mayor Johnson
at the podium. Mike Pallen spoke about the third annual Craft Beer Festival with $26,000
collected this year for the two charities. A portion went to ChildServe, a charity that helps
children in need, and the remaining funds went to the Community Character Coalition. A check in
the amount of $18,500 was presented to the CCC. The Fest has been growing each year and next
year's fundraiser will be held at Rotary Green on May 2, 2020 with hopes to double the proceeds.
Karen Osmanski, President of the CCC, asked the members of the CCC to join her in presenting a
plaque to Mike Pallen for his continued contributions and support to the community.
Trustee Feichter - Congratulations to Dave Simmons, President of Friends of Cycling in Elk Grove, on
becoming the Executive Director for Ride Illinois, a major lobbying organization for bikers throughout
Illinois.
Trustee Czarnik - On September 14th the Elk Grove Garden Club will be at the Farmers Market with
materials to build scarecrows. The African Children's Choir is coming to Elk Grove on Friday,
September 27, at 7:30 p.m. They will perform a free concert at Lutheran Church of the Holy Spirit, 150
Lions Drive.
Last Sunday, Trustee Czarnik presented a proclamation on behalf of the Mayor to honor Pastor Cerna on
her accomplishments as she enters into her ninth year at Prince of Peace United Methodist Church.
Trustee Lissner - Attended a birthday celebration on August 15th at the Fox Run Golf Course for James
DiLeonardo, an employee of the Park District that was celebrating his 951h Birthday. Jimmy is a World
War II Veteran and has worked for Fox Run for over 21 years.
Trustee Prochno - The Farmers Market is continuing every Saturday from 8:00 a.m. to 1:00 p.m.
through mid -October. There is still a wide variety of fresh produce and seasonal favorites available.
Trustee Schmidt - Attended the Library Community Leaders Luncheon on August 27th. Last Friday
evening, Trustee Schmidt represented the Mayor at the Conant vs. Elk Grove High School football game.
Trustee Schmidt participated in the coin toss and presented the Mayor's Trophy to Conant who won the
game. Over fifty percent of the student population at Conant High School are Elk Grove residents.
Attended the O'Hare Local Advisory Committee meeting last night and the Tollway Authority provided
an update. On the Jane Addams Tollway, east of Elmhurst Road, they have the two overpasses
completed for the northern section of I-490. The entire project should be completed by 2025 which
covers the entire Bypass that goes from Jane Addams around to the 390 then South and hook up with
I-294. The next Sister Cities meeting is scheduled for Monday, September 16th at 6:30 p.m.

6. CONSENT AGENDA
a. Authorization of a request from Bethlehem Temple Missionary Baptist Church (1030 Nerge Road) to
waive permit fees for parking lot improvements in the amount of $99.
b. Authorization of a request from Sarang Church (301 Ridge Avenue) to waive permit fees for parking lot
improvements in the amount of $150.
c. Authorization of a request from the Elk Grove High School Band Association to waive permit fees for a
holiday tree and wreath sale commencing on November 29, 2019 at Elk Grove High School (500 W. Elk
Grove Boulevard) in the amount of $200.
d. Authorization of a request from Elk Grove Park District to waive permit fees for a fence replacement
project at Fox Run Golf Link (333 Plum Grove Road) in the amount of $228.
e. Authorization of a request from Elk Grove Park District to waive permit fees for sidewalk improvements
at Udall Park (811 Willow Lane) in the amount of $329.
f. Authorization of a request from Grove Junior High School (777 Elk Grove Blvd.) to waive the FY 2019-

Libertyville, IL to waive FY 2019-20 business license fees for the placement of a collection box at Queen
of the Rosary Church (750 W Elk Grove Blvd) in the amount of $450.
h. Authorization of a request from the Rotary Club of Elk Grove Village to waive the fee for a temporary
Class D liquor license for the Village's Oktoberfest on September 20 and 21, 2019 in the amount of
$2,100.
i. Authorization to award a construction contract to the lowest responsive and responsible bidder Prime
Construction, Inc. of Hampshire, IL for the 2019 Residential Rear Yard Drainage Improvements project in
the amount of $394,240.00 from the Capital Projects Fund.
j. Authorization to concur with prior Village Board authorization and award a construction contract to the
lowest responsive and responsible bidder Suburban General Construction of LaGrange, IL for the Water
Main Improvements - Tangleweed Clearmont Drive project in the amount of $776,675.95 from the Water
& Sewer Fund.
k. Authorization to waive the formal bidding procedures and award a purchase contract to Core & Main of
Carol Stream, IL to furnish and deliver water meters and associated components necessary for an
automated metering infrastructure in the amount of $3,164,054 from the Water & Sewer Fund.
Authorization of the following:
• To award a professional service contract to Siemens Industry, Inc. of Mount Prospect, IL
for replacement of water meters, advanced metering infrastructure upgrades and other project
management services as required in the amount of $3,502,944 from the Water & Sewer Fund; and
• To increase the Water & Sewer Fund in the amount of $3,500,000.
m. Authorization of a balancing change order in the amount of $311,721 for the following items related to
budgeted fire station and training tower construction projects within the Capital Projects Fund as follows:
• To increase a contract with DuPage Topsoil of Wheaton, IL in the amount of $39,303 for
additional undercuts required due to soil conditions and the installation of a protective steel plate
over a Nicor gas main at Fire Station 10;
• To increase a contract with Great Lakes Landscaping of Elk Grove Village, IL in the amount of
$26,942 for additional irrigation work and soil delivery at Fire Station 10;
• To increase a contract with Abbey Paving of Aurora, IL in the amount of $49,234 for additional
costs related to the use of winter concrete and high early strength concrete mix at Fire Station 8;
• To increase a contract with Bernardoni Electric of Elgin, IL for electrical services at Fire Station 8
in the amount of $134,086, primarily for the installation of underground conduit from Station 8 to
the communications monopole, which was not in the original scope of work, as well as the change
from Cat 6 cable to Cat 6A, which supports twice the bandwidth and frequency range; and
• To increase a contract with Builders Concrete of Hillside, IL in the amount of $62,156 for the
reconstruction of three (3) manholes within the training tower, this expense is being offset by a
credit from Jensen Plumbing & Heating.

n. Concur with prior authorization to grant permission for Mikerphone Brewing, 121 Garlisch Drive, to
operate their tasting room with extended holiday hours on September 2, 2019 due to the Labor Day
holiday.
o. Authorization to adopt Ordinance No. 3625 entitled, "AN ORDINANCE AUTHORIZING THE
VILLAGE OF ELK GROVE TO ACCEPT THE CONVEYANCE OF CERTAIN PROPERTY TO
PROVIDE FOR THE RELOCATION OF A CELL TOWER CURRENTLY LOCATED ON THE
OAKTON STREET FIRE STATION PROPERTY."
p. Authorization to adopt Ordinance No. 3626 entitled, "AN ORDINANCE AMENDING POSITION
CLASSIFICATION AND SALARY PLAN OF THE VILLAGE OF ELK GROVE VILLAGE (POLICE
OFFICER IN THE POLICE DEPARTMENT)."
q. Authorization to adopt Resolution No. 50-19 entitled, "A RESOLUTION AUTHORIZING THE MAYOR
TO EXECUTE A LETTER OF AGREEMENT BETWEEN ELK GROVE VILLAGE AND THE
VILLAGE OF ITASCA FOR PROVIDING FOR A CONTRIBUTION AMOUNT OF $210,000 BY THE
VILLAGE OF ITASCA AS AN OFFSET TO IMPACTS ON NERGE ROAD IN RELATION TO THEIR

Mayor noted that item w. on the Consent Agenda is for the Village Board to vote on accepting the Annexation
Agreement. Village Manager Rummel stated that there is a correction on item j. that is incorrectly referencing
Tanglewood Drive but should be Clearmont Drive. The correction was noted and amended. Mayor asked if any
Trustees, staff or audience members had any questions on the Consent Agenda items.

7. REGULAR AGENDA - No items under Regular Agenda.
8. PLAN COMMISSION - Village Manager Rummel - The Plan Commission had a public hearing for PC
Docket 19-9 on August 19th to consider the petition submitted by Tri City Foods - Burger King for a Special
Use permit to allow an additional drive-thru lane at the restaurant located at 630 Meacham Road. Seventy
percent of their sales is through the drive-thru lanes and they would like to have a double drive-thru lane
just to facilitate their customer use. The Plan Commission unanimously recommended the Village Board to
grant the Special Use permit for the double drive-thru with a vote of 7-0.
The petitioner was not present. Mayor asked if any of the Board Members or staff had questions about this
petition.
Motion to direct the Village Attorney to prepare the necessary documents for a Special Use permit at
630 Meacham Road.

9. ZONING BOARD OF APPEALS - Village Manager Rummel - The Zoning Board of Appeals had a public
hearing for ZBA Docket 19-4 on August 22nd to consider a petition submitted for a variation to allow a
twenty-four foot (24') pool in the rear yard with an associated six foot (6') high fence within three feet (3')
from the property line at 1101 Leicester Road. The Zoning Board of Appeals unanimously recommended
the Village Board to grant the variation with a vote of 8-0. The petitioners are present this evening if
anyone has questions.
Motion to direct the Village Attorney to prepare the necessary documents for variations at 1101
Leicester Road.

Mayor thanked the petitioners for working with the Village and stated they can go ahead and apply for permits.
10. YOUTH COMMITTEE - Trustee Prochno - The two Splash Parties were very successful this past
summer. The next event is a Teen Bon Fire on Saturday, October 5th at Lions Park from 7:00 p.m. to
9:00 p.m. for students from 6th Grade through high school.
11. BUSINESS LEADERS FORUM - Trustee Lissner - The following Ambassador visits recently took place:
Misumi, 2400 Lunt Avenue; Bunting Magnetics, 1150 Howard; Schiele Group, 1880 Busse Road; and Excel
Color Corporation, 220 Bond Street. The following meetings are scheduled: September 11th at D/C Group,
1300 E. Devon Avenue; September 13th at GRNE Solar,1215 Howard Street; September 20th at Nordson
Sonoscan, 249 E. Pratt Boulevard; September 24th at National Material, 1965 Pratt Boulevard; September
27th at Perfection Machinery, 2550 Arthur Avenue; October 15th at Wittek Golf Supply, 300 Bond Street;
October 18th at Edlong, 225 Scott Street; and a date yet to be determined for Carroll Seating, 2105 Lunt
Avenue.
12. CABLE TELEVISION COMMITTEE - Trustee Lissner - The next Cable Franchise Committee meetings
are scheduled for September 16th and October 2nd in Palatine.
13. HEALTH & COMMUNITY SERVICES - Trustee Czarnik - A Caring Place is a respite program available
from 9:30 a.m. to 3:00 p.m. on Mondays, Wednesdays and Thursdays at Christus Victor Church. This is a
socialization program for adults. It has partnered with Intouch Home Care to offer services at an
affordable daily rate. For more information, please call 847-437-2666 x24. This program is organized and
supervised by trained and caring staff.
14. INFORMATION COMMITTEE - Trustee Lissner - The Information Committee is working on a new
design for the website that should be ready in early Spring. Nicor is sending out letters regarding the
installation of a Smart Reader that will allow them to read the meter remotely.
15. RECYCLING & WASTE COMMITTEE - Trustee Feichter - Please remember to place your garbage out
the evening before your regular pick up date. Some residents are placing the garbage out 1-2 days earlier

than their regular pick up date. Please remember that plastic bags are not accepted in the recycle bins.
They can be recycled at local grocery stores.
16. PARADE COMMITTEE - Trustee Czarnik - The Hometown Parade is Saturday, September 21St, at 2:00
p.m. in conjunction with Elk Grove's Oktoberfest at 3:00 p.m. Posters have been placed in local windows to
remind you of the date, time and route. The Elk Grove Food Pantry will be collecting food items along the
parade route. The Grand Marshal, Kitty Weiner, will lead the parade riding in the corvette that was raffled
off in 2017 driven by the winner, Gary Spragg. Thank you to our sponsors: A & H Plumbing & Heating

18. JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Prochno - No Report.
19. CAPITAL IMPROVEMENTS COMMITTEE - Trustee Czarnik - Additional residential street
rehabilitation has begun with the completed concrete removal and replacement work on the first half of
Easton Lane and Normandy Court. Concrete work will continue on all streets in this year's program over
the next few weeks. This project is scheduled to be completed by the end of October. The Clearmont Drive
Water Main Improvement will repair the deteriorated water main on Clearmont Drive from Hemlock Drive
to Tonne Road. It will be completed by Mid -November. The Village's street light painting contractor has
sandblasted and painted 440 residential streetlights in 2019. Since 2018, 978 of the Village's 1,173
residential street lights have been completed.
20. AIRPORT UPDATE - Mayor Johnson - No Report.

22. SPECIAL EVENTS - Mayor Johnson - The next special event is Oktoberfest and the Hometown Parade.
Tickets are available online through September 17th -10 tickets for $8. The hours are Friday from
6:00 p.m. to 11:00 p.m. and Saturday from 3:00 p.m. to 11:00 p.m. There will also be a kid section this year
to coincide with the parade activities from 3:00 p.m. to 7:00 p.m.

27. NEW BUSINESS - Trustee Czarnik announced that Doumak was one of the hosts for an Ambassador
visit and has graciously donated 1 oz. packages of marshmallows to be thrown out to the spectators at the
Parade.
