6. CONSENT AGENDA
a. Consideration of a request from the Elk Grove Park District (1000 Wellington Avenue) to
waive permit fees for parking lot improvements in the amount of $545.
(It has been past practice of the Village Board to grant fee waivers for governmental and
non-profit organizations.
(The Director of Community Development recommends approval.)
b. Consideration of a request from the Kenneth Young Center (1001 Rohlwing Road) to
waive permit fees for the build out of an in-house pharmacy in the amount of $750.
(It has been past practice of the Village Board to grant fee waivers for governmental and
non-profit organizations.
(The Director of Community Development recommends approval.)
c. Consideration to approve the fourth quarter financial report ending April 30, 2019.
(As part of the new financial software system, staff has created quarterly financial reports
comparing year to date numbers to the prior year.
(The Director of Finance recommends approval.)
d. Consideration to award a professional service contract to Engineering Enterprises, Inc. of
Sugar Grove, IL for Phase II Engineering Services for the Vermont Drive and Gibson
Drive Roadway Improvements project in the amount of $120,149 from the Capital Project

Fund.;
(The Village requested a proposal from Engineering Enterprises, Inc. to provide Phase 1I
Engineering Services for the Vermont Drive and Gibson Drive Roadway Improvements
project.
(Engineering Enterprises, Inc. submitted a proposal in the amount of $120,149.
(Engineering Enterprises, Inc. has successfully completed design for numerous
surrounding Municipalities on similar projects.
(Adequate funds are available in the Capital Projects Funds.
(The Director of Public Works recommends approval.)
e. Consideration to award a construction contract to the lowest responsive and responsible
bidder Martam Construction, Inc., of Elgin, IL for the Median Enhancement - Rohlwing
Road (IL Rte 53) project in the amount of $1,159,623 from the Capital Project Fund.
(On Thursday, September 26, 2019, the Village opened sealed bids for the Median
Enhancement - Rohlwing Road project.
(The project will include removal of the brickpaver crosswalks and installation of decorative
thermoplastic crosswalks, ADA ramps and sidewalk improvements, landscaping of
medians and parkways, and irrigation work along Rohlwing Road from Devon Avenue to
White Trial.
(The lowest responsive and responsible bid was received from Martam Construction, Inc.,
of Elgin, Illinois in the amount of $1,159,263.
(The Director of Public Works recommends approval.)
f. Consideration to award funding for workforce and business development support consistent
with the Village's Economic Development Vision for Business Excellence as presented to
the Village Board of Trustees for the Golden Corridor Advanced Manufacturing
Partnership, Next Level Northwest, and ENCLAVE for Entrepreneurs not to exceed total
collective amount of $102,000 funded through the Busse Elmhurst TIF.
(An important component of the Village's Vision for Business Excellence is supporting
workforce development and entrepreneurship education.
(Feedback from the Village's Business Ambassador Program indicates that the biggest
hurdle companies face is recruiting skilled employees and having the tools and knowledge
to grow their businesses.
(The Village endeavors to be a public sector leader in this arena by underwriting a full suite
of business development tools to address this current need. They include:
(Next Level Northwest (NLNW) NLNW is not for profit 501c3. NLNW provides free
coaching to regional business to help better understand their business operations. NLNW is
partnership with four other communities including Schaumburg, Hoffman Estates, Rolling
Meadows, and Hanover Park. Currently NLNW has coached six companies. The annual
sponsorship cost is $15,000.
(Golden Corridor Advanced Manufacturing Partnership (GCAMP). GCAMP is a not for
profit 501c3. GCAMP strives to educate high school students on careers opportunities in
manufacturing. GCAMP is a public private partnership. Public sector support comes from
Elk Grove Village, Hoffman Estates and Schaumburg. The annual sponsorship cost is
$15,000.

(ENCLAVE for Entrepreneurs (ENCLAVE) ENCLAVE runs the Founders IStTM Academy.
The Founders stTm Academy is a highly immersive workshop on business competency
planning. The program is open to between fourteen and twenty four business leaders. The
ten month program costs $300 per person a month.
(The Director of Business Development and Marketing recommends approval of funding
for the aforementioned initiatives.)
g. Consideration to adopt Ordinance No. 3632 amending Ordinance 3616 by correcting two
sections regarding the regulations for development in special flood hazard areas.
(This ordinance amends Section 8-11-2 of the Regulations by changing the last sentence of
said definition of Development to replace the word "more" with the word "less" than 10
days in a calendar year instead.
(This ordinance amends Section 8-11-6-C-8 of the Regulations to insert the word "feet
(5')" before the word below.
(The Director of Community Development recommends approval.)
h. Consideration to adopt Ordinance No. 3633 amending the hours of operation for Class MB
licensee by extending the hours to conduct business for holidays.
(This Ordinance will allow to permanently extend the hours to conduct business for
holidays.)
i. Consideration to adopt Ordinance No. 3634 amending Section X-C-ii-a of the Design
Guidelines of the Elk Grove Technology Park by permitting two (2) wall mount signs on a
building for corner tenants.
(Due to the size of the buildings in the Elk Grove Technology Park and the expected traffic
flow, the developer has requested permission for two (2) wall mount signs be allowed for
corner tenants of a building.
(Staff finds and believes it is in the best interest of the Village to amend the design
guidelines as requested.
(This Ordinance amends Section X-C-ii-a of the design guidelines to allow corner
businesses to have two (2) wall mount signs, one on each corner side of the building.)
j. Consideration to adopt Ordinance No. 3635 granting a Special Use permit to 1400 Busse,
LLC to construct and operate a Jimmy John's drive-thru restaurant as part of a multi -tenant
retail building in the B-2 General Business District for property located at 1420-1428 Busse
Road, Elk Grove Village.
(At the request of the Mayor, the consensus of the Board of Trustees was to direct the
Village Attorney to prepare the paperwork for this item to appear on the next Village Board
Agenda for a vote.
(This item was discussed at the September 24, 2019 Village Board Meeting and currently
appears under Unfinished Business.)
k. Consideration to adopt Resolution No. 60-19 authorizing the Mayor and Village Clerk to
execute a Comprehensive Tree Planting Agreement between the Village of Elk Grove
Village and St. Aubin Nursery and Landscaping, Inc.

(St. Aubin has previously entered into Agreements with respect to planting of trees for the
years 2021, 2022 and 2023.
(The Village shall have the right to extend this Agreement for an additional two years at
the 2023 price of $170.00 per tree.)
I. Consideration to adopt Resolution No. 61-19 authorizing the Mayor and Village Clerk to
execute a Comprehensive Tree Harvesting Agreement between the Village of Elk Grove
Village and Eugene A. de St. Aubin & Bros., Inc.
(St. Aubin has previously entered into Agreements with respect to planting of trees for
prior and future years.
(The Village is desirous of establishing one uniform tree planting cost for the years of 2021
through 2023, including the right to extend this agreement for an additional two years.)

b. Request granted for a Public Hearing to consider Text Amendments to Section 2-2 and 3-
6:B of the Elk Grove Zoning Ordinance regarding principal structures. (Public Hearing
date has not yet been established.)

a. ZBA Docket 19-5 - A Public Hearing for a variation from the Elk Grove Village Zoning
