Petri Public Works Facility December 12, 2019 9:00 AM Present: Trustee Czarnik, Chairman Trustee Franke Trustee Schmidt Staff: Matt Roan, Deputy Village Manager Colby Basham, Director of Public Works Brian Lovering, P.E., Chief Engineer Jeff Maczko, P.E., Senior Engineer Chairman Czarnik called the meeting to order at 9:05am The Committee reviewed the proposed street maintenance program, which includes the resurfacing of 9.75 miles of streets and the rehabilitation of curb, sidewalk and ADA compliant curb ramps. The proposed 2020 MFT program (4.38 Miles) has an estimated construction cost of $1,503,645. The Village has also reserved $185,000 of MFT funds for roadway patching and concrete work at various locations throughout the Village. The proposed 2020 Business Park program (2.94 Miles), which has an estimated construction cost of $1,239,120 will be funded utilizing funds from the Business Leaders Forum account. Also in the upcoming year, the intersection of Nerge Road and Rohlwing Road scheduled to be resurfaced. Project limits for this improvement include Nerge Road from Mitchell Trail to Devon Avenue, and Rohlwing Road from Devon Avenue to Huntington Drive. Village staff has secured Federal Surface Transportation Program (STP) funding (80% of the construction cost), and remainder of the construction will be funded by local funds. This project is set to begin in April when weather allows. In addition to the 2020 MFT program, Vermont Drive (Plum Grove Road to Gibson Drive) and Gibson Drive (Biesterfield Road to Julie Drive) is proposed to be rehabilitated using a process called Full Depth Reclamation (FDR). These existing roads have sections of pozzalonic base, which has reached the end of its life cycle resulting in severe cracking and base failure. Full reconstruction of these sections of the roadway will be challenging due the amount of driveway aprons and lack of on street parking. Full Depth Reclamation will allow the existing pavement and base course to be ground in place, recycled, and reused as a new, stronger base course. Residents will have access to their driveways at the end of each day during the FDR process. The proposed Vermont Drive / Gibson Drive Rehabilitation will be completed utilizing funds from Capital Project Fund. The Committee also discussed continuing pavement rejuvenation as a new part of the overall street maintenance program. The proposed streets to be rejuvenated in 2020 are all streets that were resurfaced or rehabilitated in 2019. The proposed 2020 Pavement Rejuvenation Program includes a total of 9.44 miles of Business Park and residential streets, and will be completed utilizing funds from the General Fund (Streets) and BLF accounts. Lastly, the Committee discussed standing water on Village sidewalks. Staff informed the Committee that the engineering consultant under contract with the Village for drainage will be making a presentation to the Board regarding this subject, as well as rear yard drainage, in February 2020. The Committee approved the proposed 2020 MFT Street Maintenance Program as present by Staff. Chairman Czarnick adjourned the meeting at 10:43am.
