PLEDGE OF ALLEGIANCE INVOCATION - Pastor Mike Gates, Living Hope Church 3. APPROVAL OF MINUTES OF NOVEMBER 19, 2019 - Motion to approve the Minutes of the Regular Village Board Meeting held on November 19, 2019 as submitted and dispense with the reading. MAYOR AND BOARD OF TRUSTEES' REPORT Mayor Johnson - Attended the following meetings: November 21- Village Point Church regarding more involvement in the community; November 21- US Postal Service to discuss ongoing mail delivery issues; November 29 - Tree Lighting Ceremony featuring Jim Peterik and the Ides of March; December 5 - Comcast meeting with Chris Nelson for an update on the services provided. Highlights of2019- Mayor Johnson highlighted some of the events that occurred in 2019: • Ribbon Cutting at the James P. Petri Public Works facility on Devon Avenue; • Ribbon Cuttings for two new Fire Stations on Fargo Avenue and Meacham Road, one winning a national award; • Elk Grove was named the 3rd Safest City in Illinois; • Governor's Hometown Award for the Elk Grove Cares Program being one of four finalists for the prestigious Governor's Cup; • $100,000 in grant money was awarded to assist with medical needs for those in the Elk Grove Cares Program. (The Federal Government has committed $400,000 in grant money over the next four years and there are currently 44 people that have gone through the Elk Grove Cares Program as of today); • Elk Grove Hotel was demolished and the Plan Commission approved two new hotels and a restaurant to be built in the area - Comfort Inn & Suites and a Tru by Hilton; • Love's Fueling Station will begin construction this spring after learning about Elk Grove Village while watching the Bahama's Bowl game. They estimate generating close to $1,000,000 a year for approximately twenty years; • The Technology Park had their first tenant move in this year and we hope to announce another large tenant very soon; • Cost of living and fees are down with Elk Grove having the lowest property tax rate in the northwest suburbs; • The Village continues to partner with the business community to award a $100,000 grant to Elk Grove High School to train students in the manufacturing area for the future; • Elk Grove's Industrial Park is the largest in North America. The vacancy rate has been down at 3% for almost three years in a row. Mayor Johnson read a comparison of vacancy rates in the surrounding communities. Page 1 of 6 Special LeafPickup- Public Works did a great job with the extra leaf pickup. The voice message that went out to inform the residents about the extra leaf pickup was well received. Police Department - The Police Department issued the following citations during the nationwide enforcement efforts from the "C1ickltorTicket"and 'Drive Sober or Get Pulled Over"campaigns from November 22 through December 2. The following data is a result from the two campaigns: 308 seat belt & child safety seat violations, 1 suspended/revoked license, 1 unlicensed driver, 7 uninsured motorists, 21 speeding citations, 6 hazardous moving violations, 28 distracted driving citations, 3 drug arrests, and 105 various equipment/registration violations. Bahama's Bowl Update- December 20, 2019 is the Makers Wanted Bahama's Bowl game that is the first Bowl game of the season and kicks off at 1:00 PM on ESPN. Real Time Sports will host a viewing party on Friday at 12:30 PM offering a $6.95 lunch buffet for those that would like to watch the game. The teams this year are the Buffalo Bulls from the MAC v. Charlotte from Conference USA. We are proud to announce that seven businesses donated approximately $50,000 in materials to assist in repairs at the Ranfurly Home for Kids in the Bahamas. Thank you to Ashland Door Solutions (85 Martin Lane), Anderson Lock (1590 Touhy Avenue), E-M Metal Fabricator (1673 Tonne Road), MG Bros Construction, Inc. (1295 Jarvis Avenue), The Middleby Corporation (2567 Greenleaf Avenue), Miller Industrial (621 E. Devon Avenue), MS International (1441 Jarvis Avenue) and ESPN for shipping the materials down to the Bahamas for us. Elk Grove is truly making a difference. Itasca recently had an article in a newsletter stating that cities and towns are constantly facing competition for businesses, residents and visitors and many are looking at the private sector for ideas to better define their brand identities. Itasca complimented Elk Grove in thinking "outside the box" with the sponsorship of the Bahamas Bowl in 2018 to promote the Makers Wantedbrand. It is a compliment to have a neighboring community recognize our efforts and realize that they too need to update their brand identity to better communicate Itasca's strengths. Concert Date Change- The concert lineup was revised slightly due to a schedule conflict with one of the bands as follows: July 4 - Chris Daughtry, July 14 - KC and the Sunshine Band, July 21 - Bret Michaels, and July 28 - The Beach Boys. Mayor Johnson asked to move the Public Comment up to the beginning this evening. PUBLIC COMMENT - 7:38 P.M. Jane Gregga, Daughters of American Revolution, gave an update on the National Wreaths Across America event scheduled for Saturday, December 14, 2019 at 12:00 PM at the Elk Grove Cemetery to remember our heroes and to honor them. The Police Department will assist with traffic control and a shuttle bus will be in the Chase Bank parking lot to take visitors to and from the cemetery. Mary Arvidson stated there are 2 Revolutionary War Veterans - the only two that are in Cook County, 24 Veterans buried in the cemetery and 7 first responders that go back to the first constables in Elk Grove Township and Arlington Heights. There is also a Son and Daughter of a soldier that was in the American Revolution and there are many soldiers from World War I, World War II and the Korean War buried in the cemetery. Trustee Prochno - The Winter Farmers Market is on the first and third Saturday of the month from 8:00 AM to 1:00 PM at the Christus Victor Lutheran Church on Arlington Heights Road. Trustee Feichter - Merry Christmas, Happy Hanukah and Happy New Year. Trustee Lissner - Happy Kwanzaa and Happy Festivus. Trustee Czarnik - Lutheran Church of the Holy Spirit will be presenting their living Nativity on Saturday, December 14, at 4:00 PM and 5:30 PM. Merry Christmas and a Happy New Year. Trustee Schmidt - The Elk Grove Sister Cities Organization completed their 10th annual Student Exchange Program. Happy Holidays to everyone. Trustee Franke - Happy Holidays! S. Authorization of a request from Alexian Brothers Medical Center (800 Biesterfield Road) to waive permit fees to upgrade all exterior lighting fixtures to LED technology in the amount of $3,644. C. Authorization to award a professional service contract to HR Green of McHenry, IL, for design engineering services for Residential Lift Station Structural Rehabilitation in the amount of $39,130 from the Water and Sewer Fund. d. Authorization to award a professional service contract to Engineering Enterprises, Inc. of Sugar Grove, IL, for design engineering services for the 2020 Sanitary Manhole Rehabilitation project for the amount of $58,694 from the Water & Sewer Fund. e. Authorization to adopt Ordinance No. 3645 entitled, "AN ORDINANCE APPROVING THE EXECUTION OF A CABLE FRANCHISE AGREEMENT RENEWAL WITH COMCAST OF ILLINOIS, VI, LLC AND THE VILLAGE OF ELK GROVE VILLAGE". S. Authorization to adopt Resolution No. 75-19 entitled, "A RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE AN INTERGOVERNMENTAL AGREEMENT BETWEEN THE VILLAGE OF SCHAUMBURG AND OTHER MUTUAL AID AGENCIES AND THE VILLAGE OF ELK GROVE VILLAGE TO STANDARDIZE THE APPLICATION OF BILLING RATES FOR MUTUAL AID EMERGENCY MEDICAL SERVICES". t. Authorization to adopt Resolution No. 76-19 entitled, "A RESOLUTION REPEALING RESOLUTION NO. 42-19 AND RESOLUTION NO.44-19 REGARDING GENERAL ADVISORY REFERENDA". U. Authorization to adopt Resolution No. 77-19 entitled, "A RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE A LETTER OF RECEIPT STIPULATING THE TERMS OF AN AGREEMENT FOR AN APPLICATION SEEKING A COOK COUNTY CLASS 6B PROPERTY TAX EXEMPTION STATUS PURSUANT TO THE COOK COUNTY REAL PROPERTY CLASSIFICATION ORDINANCE AS AMENDED JULY 27, 2018 FOR CERTAIN REAL ESTATE LOCATED AT 200 MARTIN LANE". Mayor asked if there were any questions or comments from the Village Board or audience on the Consent Agenda items. Scott Saxe stepped up to the podium to thank the Mayor and Board of Trustees for considering item p. on the Consent Agenda pertaining to the Complete Streets Program. The Friends of Cycling in Elk Grove would like to express their excitement about the policy being implemented and hope that it allows more of the bike plan that was asked to be part of it. Motion to approve Consent Agenda items a. through u. Moved by Trustee Lissner Seconded by Trustee Franke VOICE VOTE MOTION CARRIED 7. REGULAR AGENDA — No items under Regular Agenda. 8. PLAN COMMISSION - Village Manager Rummel — There are two items for discussion under the Plan Commission. PC Docket 19-12 - Public Hearing to consider a petition to resubdivide and rezone the property from I- 1 Restricted Industrial District to B-2 Business District (General Business) for a mixed -use development consisting of two hotels and one retail/restaurant on the property located at 1600 E. Oakton Street. The Village Board received a Finding of Fact from the Plan Commission regarding the redevelopment of the blighted former Elk Grove Motel site of approximately 7'V2 acres at Oakton and Busse. The Plan Commission held a public hearing and heard testimony regarding the redevelopment of the property into two hotels and a restaurant. The hotels would include a three-story Country Inn & Suites with 98 rooms and a four-story Tru by Hilton with 108 rooms. The Village entered into a redevelopment agreement last August and the Plan Commission held the necessary hearings and gave the Village Board a recommendation to proceed with the redevelopment project subject to certain conditions. The developers were present for questions. Mayor Johnson stated that the Village is excited for the Page 4 of 6 development of this project that will be a good gateway into the community and the Technology Park. Thank you to the developers for coming forward with this development. Motion to direct the Village Attorney to prepare the necessary documents. Moved by Trustee Franke Seconded by Trustee Czarnik VOICE VOTE MOTION CARRIED PC Docket 19-14 - Public Hearing to consider text amendments pertaining to principal buildings and accessory structures; and conditional uses in the B-3 (Automotive) Zoning District. The Plan Commission unanimously voted to approve the text amendment. The Village is updating the zoning ordinance to require that each lot have a permanent structure before a parking lot is allowed. We have been asked about tearing down buildings for the purpose of installing parking lots in our industrial park and we just need clarification in our zoning code that it is not the type of use that we want or need. We want to have a tax base that provides funding for the Village, the schools, the libraries and all the other taxing bodies such as the Park District, the Township, and the County. The Plan Commission heard the request from Village staff and voted to unanimously recommend approval to the Village Board. Motion to direct the Village Attorney to prepare the necessary documents. Moved by Trustee Lissner Seconded by Trustee Czarnik VOICE VOTE MOTION CARRIED 9. ZONING BOARD OF APPEALS - Village Manager Rummel - No Report. 10. YOUTH COMMITTEE - Trustee Franke - The 2020 Scholarship information will be announced at the first meeting in January. 11. BUSINESS LEADERS FORUM - Trustee Lissner - There were three visits since the last meeting at the following locations: DMS Packing Services, 1201 Mark Street; Ark Glass of Chicago, 800 Lee Street; and Graphic Innovators, 855 Morse Street. Some upcoming meetings scheduled are January 7 at Tiesta Tea, 1844 Brummel Avenue, and January 30 at Harper College to discuss workforce development. 12. CABLE TELEVISION COMMITTEE - Trustee Lissner - The Cable Franchise Agreement is on tonight's agenda to extend for another ten years. Channel 6 will continue as well as the utilization of Channel 18, which was the former educational channel. 13. HEALTH & COMMUNITY SERVICES - Trustee Czarnik - A Caring Place is a respite program available from 9:30 a.m. to 3:00 p.m. on Mondays, Wednesdays and Thursdays at the Christus Victor Lutheran Church. This is a socialization program for adults. A Caring Place has partnered with Intouch Home Care to offer services at an affordable daily rate. Please call 847-437-2666 x24 for more information. 14. INFORMATION COMMITTEE - Trustee Lissner - The Citizens Police Academy will begin on February 6 from 6:30 p.m. to 8:30 p.m. for a total of 8 weeks. The overnight parking restrictions will be waived from December 21 through January 5 for the upcoming holidays. If there is a 2" snowfall, the parking restrictions will remain in place to allow the snow plows to clear the roads. 15. RECYCLING & WASTE COMMITTEE - Trustee Feichter - The Committee of the Whole Meeting tonight discussed a Textile Recycling Program called Simple Recycling. The Village is considering this option for the residents to dispose of shoes, purses and clothing items at no cost. The items are placed in a special bag next to the recycling bin at the street. More details will be forthcoming. Trustee Feichter will meet with the Girl Scouts at Living Hope Church on Thursday regarding recycling program in the Village and in February, we will meet with the Senior Center. 16. PARADE COMMITTEE - Trustee Czarnik - The Parade date is set for Saturday, September 19, 2020. The next parade meeting will be on Monday, February 3, 5:30 p.m. in Room E of the Zettek Municipal Building. 17. PERSONNEL COMMITTEE - Trustee Franke - No Report. 18. JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Prochno No Report. 19. CAPITAL IMPROVEMENTS COMMITTEE - Trustee Czarnik - The Fall Leaf Collection Program is over but residents can still dispose of leaves in dumpsters that are placed at both Public Facilities, 450 E. Devon Avenue and 1635 Biesterfield Road. There is a meeting scheduled for Thursday, Page 5 of 6 December 12 at 9:00 a.m. at the James P. Petri Public Works Facility to review next year's street maintenance program. 20. AIRPORT UPDATE - Mayor Johnson - The Suburban O'Hare Commission continues to work with the Fly Quiet Program. Mayor was asked to speak at the January 28, 2020 ONCC Meeting. 21. MID -SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson ➢ July 4 - Chris Daughtry (Rotary Green) ➢ July 14 - KC and the Sunshine Band (Town Center) ➢ July 21 - Bret Michaels (Town Center) ➢ July 28 - The Beach Boys (Town Center) 22. SPECIAL EVENTS - Mayor Johnson - Wreaths Across America on December 14 at the Elk Grove Cemetery then the Mikerphone Brewery fundraiser Smells Like a Beer Fest in early May. 23. LIQUOR COMMISSION - Mayor Johnson - No Report. 24. REPORT FROM VILLAGE MANAGER - Happy Holidays and Happy New Year. 25. REPORT FROM VILLAGE CLERK - Elk Grove will continue to be an Early Voting site and the hours are posted on the website. The mail in ballot applications will be available on December 18 through the Cook County website and we will offer a link to redirect to the county for the paperwork. Since this is a Primary election, if any resident does not want to declare a political party, they can select Non -Partisan on the application and the ballot they receive will only have the referendum question and no candidates will be listed. 26. UNFINISHED BUSINESS - No Report. 27. NEW BUSINESS - Trustee Prochno asked Jane Gregga if they are still looking for volunteers for the Wreaths Across America event on Saturday. Ms. Gregga stated that they no longer need volunteers. Mayor Johnson spoke about Captain Al Mergens who recently passed away. Al at one time was a volunteer Fire Chief back in the 60's then became Captain for the Elk Grove Fire Department from 1967-1999. We appreciate everything that Al has done for this community and send our deepest sympathy to his family during this difficult time. 28. PUBLIC COMMENT - 8:11 P.M. - Mayor asked if anyone else wanted to address the Village Board this evening. Merry Christmas and a very Happy and Healthy New Year! 29.
