Johnson, Trustees Nancy J. Czarnik, Patton L. Feichter, Jeffrey C. Franke, Sam L. Lissner, Christine K. Prochno and Stephen F. Schmidt ABSENT: None A Quorum was present. PLEDGE OF ALLEGIANCE INVOCATION - Pastor Manual Borg, St. Nicholas Episcopal Church 3. APPROVAL OF MINUTES OF DECEMBER 10, 2019 - Motion to approve the Minutes of the Regular Village Board Meeting held on December 10, 2019 as submitted and dispense with the reading. Moved by Trustee Czarnik Seconded by Trustee Franke VOICE VOTE MOTION CARRIED 4. MAYOR AND BOARD OF TRUSTEES' REPORT Mayor Johnson - Happy New Year everyone! We are looking forward to a very good year for the community. Mayor Johnson attended several meetings since the last board meeting and provided an update to the community. December 12 - Met with Joyce Drenth, Quilters Guild, who was the winner of the Mayor's Choice Award selected at the Quilters Convention in Elk Grove. December 20 - The second Makers Wanted Bahama's Bowl went well and 4-Front will provide the numbers regarding viewership and responses to the board at an upcoming meeting. January 9 - There was a great turnout at the DARE Graduation at Queen of the Rosary. January 10 - Announcer for the Wrestling meet between Buffalo Grove and Elk Grove High School. January 11 - Attended the Dedication at the VFW Hall for the newly constructed elevator built by Keeley Construction. Comcast gave a donation of $2,500 to assist with any cleanup efforts such as painting at the VFW. Mayor thanked Kitty Weiner for all her efforts in the project. Newsletter - The recent Villager newsletter showcases many exciting things that have happened in 2019 and what is planned for 2020. A copy is available at www.elkgrove.org. Busse Dam - 2019 was the 3rd wettest year in the area that goes back to about 1871. The Busse Dam is delivering as promised with virtually no flooding in the Village. Wellness Program - The Village health insurance program is a self -funded program and the taxpayers pay for the employees' medical bills. The Village offers the PUSH Wellness for Health Program to encourage the employees to live a healthier lifestyle to keep the costs down. They have access to fitness equipment and wellness activities to keep them healthy. Last year was the first decrease in the cost of medical insurance for the past 25 years. It makes us proud to improve the health of our employees to better serve the community. Holiday Click It or Ticket Traffic Safety Program - The Police Department published the numbers on the recent traffic safety campaign over the holidays. This information is available on the website. This program is funded by federal traffic safety funds administered from the Illinois Department of Transportation as part of the statewide Drive Sober. Referendum - Mayor Johnson spoke about the political events that are happening in Elk Grove Village and as a part of this community since 1960, he has never seen what has occurred in the past seven months. A status update was provided on the recent Electoral Board Hearings that Page 1 of 5 took place during the holidays regarding the two objections filed and the petition for referendum question on retroactive term limits that have now moved to the Circuit Court level. Trustee Prochno - Please remember to shovel your sidewalks and clear your driveways for those residents that are out walking during the winter months. Some of your neighbors may need assistance clearing their driveways so please check on your neighbors. Happy Birthday to Paul Petzold who celebrated his 901h birthday on January 3rd. Trustee Schmidt - Attended the VFW Dedication Ceremony for the elevator. It is well deserved by those as we remember the sacrifices that they made for our country. Attended two retirement parties in the Police Department for Officers Kevin Finnen and John Otzwirk and wish both of them very well in their retirement. Trustee Lissner - Attended the DARE Graduation at Queen of the Rosary that was very well attended by the parents of the students. The elevator ceremony was nice at the VFW. Trustee Czarnik - The Elk Grove Rotary Club is having a fundraiser at the Belvedere Banquets on Thursday, February 20. They are having a reverse raffle that will give you a chance to win $5,000 as the grand prize with twenty consolation prizes. There will only be 200 tickets sold and the ticket cost is $100 which includes dinner and two drink tickets. Please contact any Rotary member for a ticket. The Rotary Club gives so much of their time and the funds will go back to the Village and the community. The annual scholarship program is renamed as the Czarnik-Heffern Scholarship Memorial Fund. We are increasing the amount to eight $1,000 scholarship awards and the applications will be available by the end of this week. Trustee Feichter - The City of Pernik in Bulgaria came to the Village asking to set up a Friendship Agreement. Last year, Chief Walsh and Trustee Feichter visited Bulgaria for the Surva Festival. The Village was invited back this year to meet the new Mayor of Pernik and tour the City. Trustee Feichter volunteered to go back and will pay his own way. Trustee Franke - It was great to see the elevator up and running at the VFW Dedication on Saturday. One mention about the Rotary fundraiser is you can pay $100 for the ticket but also buy a ticket for dinner and two drinks for a second person at $40. Therefore, the cost for one couple is $140. S. ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as shown on the November 30, 2019 Accounts Payable Warrant in the amount of $2,018,769.50. Authorization to grant special permission authorizing outdoor seating at Jimmy Johns, 1428 Busse Road, in conjunction with the seating plan approved by the Community Development Department. b. Authorization of a request from School District 54 to waive permit fees for the installation of a monument sign at Margaret Mead Junior High School, 1765 Biesterfield Road, in the amount of $255. c. Authorization of a request from Elk Grove Park District to waive permit fees for the installation of an emergency backup generator at the Administration Building, 499 Biesterfield Road, in the amount of $280. d. Authorization of a request from Elk Grove Park District to waive permit fees for a parking lot Page 2 of 5 expansion project at Rainbow Falls Water Park, 200 Reverend Morrison Boulevard, in the amount of $2,770. e. Authorization to increase an existing professional services contract with GOVTEMPSUSA, LLC of Northbrook, IL for technical consulting and office support services for Tyler Munis HR modules along with additional responsibilities with Genetech, Laserfiche, and HR components of the Village website from January 20, 2020 to April 30, 2020 by $5,000, for a total contract in the amount of $43,000. f. Authorization to award a professional services contract with Mac Strategies Group, Inc. of Chicago, IL to provide strategic consulting and advocacy services to the Village in consulting with the State of Illinois and other local agencies for the 2020 calendar year in the amount of $36,000. g. Authorization to award a professional services contract to Storino Ramello & Durkin of Rosemont, IL to provide strategic consulting and advocacy services to the Village in consulting with Cook County and other local agencies for the 2020 calendar year in the amount of $48,000. h. Authorization to award a professional services contract to Cornerstone Government Affairs, Inc. of Washington DC to provide strategic consulting and advocacy services to the Village in consulting with the State of Illinois for the 2020 calendar year in the amount of $120,000. i. Authorization to award a professional services contract to Tyler Technologies of Yarmouth, ME for support and maintenance of our business software applications in the amount of $59,937.91. j. Authorization to award a professional services contract to Morrison Associates, Ltd. of Palatine, IL for leadership succession and training the trainer development with executive staff in an amount not to exceed $3,510 per training session, or a total amount not to exceed $52,650. k. Authorization to award a professional services contract to Advanced Automation and Control, Inc. of McHenry, IL to design and furnish a replacement SCADA control panel and Motor Control Center for Residential Lift Station in the amount of $102,510 from the Water & Sewer Fund. 1. Authorization to adopt Ordinance No. 3646 entitled, "AN ORDINANCE AMENDING SECTION 3-6: B AND SECTION 7B-3-2:C-1 OF THE ZONING ORDINANCE OF THE VILLAGE OF ELK GROVE VILLAGE PERTAINING TO PRINCIPAL BUILDINGS AND ACCESSORY STRUCTURES AND CONDITIONAL USES PERMITTED." m. Authorization to adopt Ordinance No. 3647 entitled, "AN ORDINANCE RENAMING KING STREET TO INNOVATION DRIVE AND BOND STREET TO BRENNAN BOULEVARD IN THE ELK GROVE TECHNOLOGY PARK LOCATED SOUTH OF HIGGINS ROAD AND NORTH OF OAKTON STREET, ELK GROVE VILLAGE." n. Authorization to adopt Resolution No. 1-20 entitled, "A RESOLUTION AUTHORIZING THE MAINTENANCE OF STREETS AND HIGHWAYS BY A MUNICIPALITY UNDER THE ILLINOIS HIGHWAY CODE AND APPROPRIATING $1,287,000 FROM THE MOTOR FUEL TAX FUNDS (MFT) FOR THE 2020 MFT STREET MAINTENANCE PROGRAM." o. Authorization to adopt Resolution No. 2-20 entitled, "A RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE A LETTER OF RECEIPT STIPULATING THE TERMS OF AN AGREEMENT FOR AN APPLICATION SEEKING A COOK COUNTY CLASS 6B PROPERTY TAX EXEMPTION STATUS PURSUANT TO THE COOK COUNTY REAL PROPERTY CLASSIFICATION ORDINANCE AS AMENDED JULY 27, 2018 FOR CERTAIN REAL ESTATE LOCATED AT 1180 PRATT BLVD." p. Moved by Trustee Franke Seconded by Trustee Feichter VOICE VOTE MOTION CARRIED 7. REGULAR AGENDA — No items under Regular Agenda. 8. PLAN COMMISSION - Village Manager Rummel — The Village Board received the Finding of Page 3 of 5 Fact from the Plan Commission for the property at 228 E. Devon Avenue. The property owner petitioned the Village to rezone the property from B-3 to I-1 for the purpose of resubdividing for a new industrial development. The Plan Commission held two public hearings on the issue and provided the Village Board their recommendations by a vote of 8-1 to recommend the regranting and resubdivision of the property for the purpose of construction of two industrial buildings totaling 162,000 square feet. The petitioner was present this evening to answer questions. Mayor spoke about the location for the construction and thanked the petitioner for working with the Village. Motion to direct the Village Attorney to prepare the necessary documents for 228 E. Devon Avenue. Moved by Trustee Czarnik Seconded by Trustee Lissner VOICE VOTE MOTION CARRIED 9. ZONING BOARD OF APPEALS - Village Manager Rummel - No Report. 10. YOUTH COMMITTEE - Trustee Franke - The 2020 Youth Scholarship forms are being sent to the three local high schools and are also available online on the Village website. There are seven $1,000 scholarship awards available this year. Applications are due by May 4, 2020. 11. BUSINESS LEADERS FORUM - Trustee Lissner - On December 12, there was an open house at Siemens for a presentation on Computer Numerical Control products and the software they developed to monitor this equipment. Siemens is the company that will be installing the new water meter program. In 2019, there were a total of 41 Ambassador Visits. On December 19, there was a presentation at Enclave promoting the Makers Wanted Workshops. There were 6-10 companies that have enrolled in the course for their employees to attend the workshops. The classes will be for approximately 10 months. Call 312-643-8000 for more information. The Tiesta Tea visit was cancelled but we hope to reschedule early this year. There is a Master Class tomorrow evening at Enclave with a presentation by John Blumberg entitled "Return on Integrity". On January 30, they will be attending a meeting at Harper College to discuss a workforce development program. 12. CABLE TELEVISION COMMITTEE - Trustee Lissner - The Christmas Classic movies that EGTV displayed during the holidays was a nice touch for everyone to enjoy. 13. HEALTH & COMMUNITY SERVICES - Trustee Czarnik - There were 31 blood donors for the blood drive on Saturday. We thank those that participated which included nine members of our Fire Department. 14. INFORMATION COMMITTEE - Trustee Lissner - The Citizens Police Academy begins February 6 and runs through March 26. The classes are on Thursday evenings from 6:30 p.m. to 8:30 p.m. Applications are available on the Village website. Siemens is handling the water meter upgrade program. They recently mailed out letters to the residents regarding the upgrade and the letter is also available on the Village website. This new program allows the residents to monitor their water usage online any time as opposed to waiting for their next water bill. This upgrade is very beneficial to catch water issues early. TaTa's Pierogi is having a ribbon cutting tomorrow at 4:00 p.m. at their new location at Devon and Tonne. 15. RECYCLING & WASTE COMMITTEE - Trustee Feichter - Gave a presentation to the Girl Scouts at the Living Hope Church just before Christmas to discuss the recycling program. In February, he is scheduled to meet with the Senior Center. 16. PARADE COMMITTEE - Trustee Czarnik - The Parade this year will be on Saturday, September 19, and the theme will be "My Favorite Things". On Tuesday, January 7, attended the Community Character Coalition meeting to announce that the Village would like to acknowledge the work they do for the community by having them as the 2020 Parade Grand Marshals. We are fortunate to have this organization working and representing the Village residents. The next parade meeting will be on Monday, February 3, 5:30 p.m. in Room E of the Zettek Municipal Building. 17. PERSONNEL COMMITTEE - Trustee Franke - No Report. 18. JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Prochno - No Report. 19. CAPITAL IMPROVEMENTS COMMITTEE - Trustee Czarnik - On December 12, the Capital Improvements Committee met to review and discuss the street maintenance program for this Page 4 of 5 year. This includes the resurfacing of 9.75 miles of streets and the rehabilitation of curb, sidewalks, and ADA compliant curb ramps. The MFT Program, that is 4.38 miles, has an estimated cost of $1,503,645.00. The Village has also reserved $185,000 of MFT funds for roadway patching and concrete work. The business park program, which is 2.94 miles, has an estimated cost of $1,239,120.00 and that will be funded from the Business Leaders Forum account. The intersection of Nerge Road and Rohlwing Road is scheduled to be resurfaced. In addition to the 2020 MFT Program, Vermont Drive and Gibson Drive are proposed to be rehabilitated using the full depth reclamation process. The Committee also discussed standing water on Village sidewalks. An engineering consultant with the Village for drainage will be making a presentation to the Board regarding this subject as well as the rear yard drainage in February. The Committee approved the proposed 2020 MFT Street Maintenance Program that was item n. on tonight's agenda. 20. AIRPORT UPDATE - Mayor Johnson - Mayor has been invited to speak at the ONCC Meeting on January 28 regarding the Fly Quiet Program. 21. MID -SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson ➢ July 4 - Chris Daughtry (Rotary Green) ➢ July 14 - KC and the Sunshine Band (Town Center) ➢ July 21- Bret Michaels (Town Center) ➢ July 28 - The Beach Boys (Town Center) 22. SPECIAL EVENTS - Mayor Johnson - The next event will be the Memorial Day Celebration. 23. LIQUOR COMMISSION - Mayor Johnson - No Report. 24. REPORT FROM VILLAGE MANAGER - No Report. 25. REPORT FROM VILLAGE CLERK - Early Voting will be at the Village Hall from March 2 through March 16. The hours are posted on the website. NEW BUSINESS - Sean Burke from Troop 96 attended the Village Board Meeting as part of his requirements for the Citizenship Badge. 28. PUBLIC COMMENT - 8:30 P.M. - Jane Gregga and Mary Arvidson thanked the Village for the support given to them for the Wreaths Across America event. Mayor and Board of Trustees thanked them for their research in the history behind the cemetery. It was truly a pleasure attending the event. 29.
