Johnson, Trustees Patton L. Feichter, Sam L. Lissner, Christine K. Prochno and Stephen F. Schmidt ABSENT: Trustees Nancy J. Czarnik, Jeffrey C. Franke A Quorum was present. Also Present: Village Manager Raymond R. Rummel, Village Attorney George B. Knickerbocker, Village Clerk Loretta M. Murphy 2. PLEDGE OF ALLEGIANCE 3. APPROVAL OF MINUTES OF JANUARY 14, 2020 - Motion to approve the Minutes of the Regular Village Board Meeting held on January 14, 2020 as submitted and dispense with the reading. Moved by Trustee Lissner Seconded by Trustee Feichter VOICE VOTE MOTION CARRIED 4. MAYOR AND BOARD OF TRUSTEES' REPORT Mayor Johnson - Mayor Johnson attended the following meetings and events: January 15 - Ribbon Cutting and Grand Reopening at Tata's Pierogi, 570 E. Devon; January 16 - DARE Graduation at Stevenson Elementary School; January 16 - Announcer for the wrestling meet; January 23 - Created a podcast on EGTV with a year-end report on what's going on in the business park; and January 28 - Spoke at the ONCC Fly Quiet Meeting. Airport Update - In 2021, the last northern runway will open,and have high impact on Elk Grove Village. The runway is anticipated to be lined up with Devon Avenue. As SOC Chairman, we have been working with the JDA consultants and ONCC on the Fly Quiet Program to provide relief efforts for Elk Grove Village and the surrounding communities. Elk Grove Technology Park - T5 is a data driven company that bought the first building built by the Brennan Group that is approximately 165,000 square feet for $28 million. Microsoft just bought 37 acres in the Technology Park and will be making a significant investment for that property. Mayor Johnson read a quote from Pete Marin, the CEO of T5, "We are excited to grow in the Chicago Data Center market where we continue to have tremendous success. Elk Grove Village has become the focal point for Chicago data center activity with outstanding village support with reliable low cost power, robust network infrastructure and it will make an ideal location for both enterprise and hyperscale cloud companies in need of additional capacity." Elk Grove is very close to becoming the data center capital of the nation. ComEd is building the new substation on Midway Court and an additional support substation at the former Oakton fire station property. Robocalls and Mailings - An update was provided on political pieces that an "unknown group" has been mailing to the residents to discredit this community. The mailings are now targeting individuals, not just elected officials, and businesses making false statements or twisting the truth to confuse the residents. Mayor gave examples of items that were misrepresented in recent mail pieces and provided clarification. The Mayor thanked those individuals that have volunteered their time and effort to the community throughout the years. This behavior is wrong and this is not representative of our community. This Village will survive and stand up to the nonsense that these people are trying to do to this community. Mayor restated that he does not hide anything from this community and has always been upfront with the residents. Page 1 of 4 Presentations - Mayor Johnson asked Village Manager Rummel, Chief Mikel, Battalion Chief Sharp and Michael Fleming to join him at the podium. Mick Fleming is the Joint Emergency Management Coordinator for a collective of communities that is shared with Northwest Central Dispatch. The goal is a standardized approach to emergency management through common planning, training and exercising to increase our overall preparedness for our citizens. Chief Mikel introduced Mick Fleming to present the award from the National Weather Service recognizing Elk Grove Village as a Storm Ready Community. Michael Fleming was sworn in and appointed as Emergency Management Agency Deputy Coordinator of the Village of Elk Grove Village as required by Section 20 of the Illinois Emergency Management Agency Act. Ray Szull, Alva Kreutzer and Beth Kaim from the Lions Club along with Samantha Szull from the Leos Club presented the 2019 Holiday House Decorating awards: - Tom & Raydell Parla, 711 Schooner Lane for "Outstanding Use of Multi -Media"; - The Polich Family, 779 Schooner Lane for "Overall Outstanding Holiday Display"; - Mike Koszewski, 1234 Dover Lane "The Electric Company Loves This Home"; and - Russ Gotha, 111 Wildwood Road "Outstanding Traditional Holiday Display'. Trustee Feichter - Just returned from Bulgaria after meeting the new Mayor of Pernik as part of the Friendship Agreement with the Village. Although there is an extreme drought right now, the trip was enjoyable and the tours of the city were fabulous. The same group would like to visit Elk Grove Village this summer. Trustee Lissner - Attended the DARE Graduation at Stevenson School. This was the first graduation where the graduates shook hands with everyone that attended the ceremony. Trustee Prochno - Happy Birthday to Trustee Lissner. The winter Farmers Market is still going on and takes place at the Christus Victor Church on the 1st and 3rd Saturday of the month from 8:00 AM to 1:00 PM. The WINGS Organization stands for Women in Need Growing Stronger to assist with domestic violence and abuse and is the largest provider of domestic violence services in Illinois. They oversee safe homes, shared homes and transitional housing in and around the Chicagoland area to help end the cycle of violence. The profits collected in their three resale shops support their programs. They have two emergency domestic violence shelters - each shelter can take care of 45 people. The Logistics Center in Elk Grove Village sorts and prepares the items for the retail shops. They are in desperate need of volunteer services located at the 1265 Oakton Street. ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as shown on the January 28, 2020 Accounts Payable Warrant in the amount of $1,016,347.60. Consideration of a request from Community Consolidated School District 59 to waive 2019 and 2020 Alarm License Fees in the amount of $50. b. Consideration of a request from the Prairie Lake School, located at 404 E. Devon Avenue, to waive 2020 alarm license fees in the amount of $25. c. Consideration to award a professional service contract to the lowest responsive and responsible bidder Tiles in Style, LLC of Naperville, IL for the Carpet Replacement - Public Safety Building & Fire Administration Project in the amount of $85,258.75 from the Capital Fund. d. Consideration to award a professional service contract to Civiltech Engineering, Inc. of Itasca, IL for Phase II Engineering Services for the roadway improvements to Arlington Heights Road from Newport Avenue to Brantwood Avenue in the amount of $379,799.80 from the Capital Project Fund. e. Consideration to award a purchase contract to Vehicle Service Group, LLC of Madison, IN for the purchase of a set of mobile column truck lifts in the amount of $70,055.18. f. YOUTH COMMITTEE - Trustee Prochno - The Youth Committee Scholarship applications are now available on the Village website and at the local high school counselor offices. There are seven $1,000 scholarship awards available this year. Applications are due by May 4, 2020. 11. BUSINESS LEADERS FORUM - Trustee Lissner - The BLF visited Pacific Granite today. Businesses can now pick the date and time that they would like to schedule a visit through a calendar system. There are six or seven dates scheduled for 2020. 12. CABLE TELEVISION COMMITTEE - Trustee Lissner - Comcast has old movies available on Channel 363 or 1181. 13. HEALTH & COMMUNITY SERVICES - Trustee Czarnik - No Report. 14. INFORMATION COMMITTEE - Trustee Lissner - The Census was discussed at tonight's Committee of the Whole meeting and more details will be announced in the future. The "Welcome" letters for the new water meters have gone out and a post card will follow-up soon. 15. RECYCLING & WASTE COMMITTEE - Trustee Feichter - No Report. 16. REPORT FROM VILLAGE CLERK - The mail in ballot applications are now available on the Cook County Clerk's website for anyone that may be out of town during the March 17, 2020 election. 26. UNFINISHED BUSINESS - No Report. 27. NEW BUSINESS - No Report. 28. PUBLIC COMMENT - 8:27 P.M. - Kitty Weiner, 1064 Cheltenham. Spoke about the recent political mailer that targeted EMG, which is her husband's company. She referenced that the Mayor and Village Board trusts EMG to provide services that are also paid through some taxpayers' money. This has been eluded to on several areas of a website that the unknown group has created and has mentioned in mailers and robocalls. Kitty clarified that Entertainment Management Group is a sole proprietorship that is owned by Murray Weiner. She absolutely has no stake in the company at all. Everything is done by Professional Service Agreement and not by contract. Professional Service Agreements are usually a niche market that is limited time, limited scope. It is exactly what is provided to Elk Grove Village as well as every other community and non-profit organization. That's what makes EMG so unique. There is nobody in this business that can say 95-98% of their clientele is municipal and non-profit work. Kitty explained their process and the reason for the liability insurance forms required at each of the concerts is to protect everyone in case of injury on the site. Kitty explained her dedication to the community and if these lies and attacks continue on the Weiner family she will not stand and take it. She will be back at more Village Board Meetings as necessary to tell the truth. 8:29 PM - Trustee Lissner left the meeting. Mayor asked her to keep the faith. 8:36 PM - The owner of McDonald's at Higgins and Oakton asked the Village Board when his McDonald's will finally be annexed into Elk Grove Village. The Village Attorney stated that the Village is working with McDonald's Corporate to finalize the annexation but if he is in agreement it should be quick. 29.
