Johnson, Trustees Nancy J. Czarnik, Patton L. Feichter, Jeffrey C. Franke, Sam L. Lissner, Christine K. Prochno and Stephen F. Schmidt ABSENT: None. A Quorum was present. Also Present: Village Manager Raymond R. Rummel, Attorney William J. Payne, Village Clerk Loretta M. Murphy 2. PLEDGE OF ALLEGIANCE INVOCATION - Pastor Leandro Nogueira, Village Point Church 3. APPROVAL OF MINUTES OF FEBRUARY 11, 2020 - Motion to approve the Minutes of the Regular Village Board Meeting held on February 11, 2020 as submitted and dispense with the reading. Moved by Trustee Czarnik Seconded by Trustee Lissner VOICE VOTE MOTION CARRIED 4. MAYOR AND BOARD OF TRUSTEES' REPORT Mayor Johnson - On February 13, 2020 the Village hosted a tour for International Trade Representatives from consulates and foreign investment organizations representing China, Japan, Germany, Israel, Ecuador, Poland and Greece seeking to locate in the United States. The discussion entailed Elk Grove's business friendly approach offering a robust transportation infrastructure, continuous public works improvements and initiatives pursuing 5G connectivity throughout the industrial park. Village representatives went to Elk Grove High School to speak with a person on the Golden Apple Award panel. Principal Paul Kelly is a candidate for consideration of the Excellence in Leadership Award. Paul Kelly previously won the 2018 State Principal of the Year Award and was one of three finalists for the 2019 National Principal of the Year Award. The school system is very impressive because James Arey, a teacher at Elk Grove High School, won the Golden Apple Award back in 2001. Town Hall - Mayor Johnson will host a Town Hall informational meeting on February 26 at 7:00 p.m. to answer questions from residents regarding recent anonymous mailings and robocalls. Solicitors - Individuals knocking on doors for political or religious reasons do not need a permit from the Village. Trustee Franke - Applications are available on the Village website for college students to work part-time over the summer in the Public Works Department. The positions are 40 hours a week for 10 weeks. Trustee Feichter - Trustee Lissner and Trustee Feichter met with two Boy Scouts and their parents on President's Day at the Village Hall to answer questions about the U.S. Constitution and our Rights. Trustee Czarnik - The Frank J. Czarnik / Jim M. Heffern Memorial Scholarship Applications are available at Czarnikgolf.com and the Village website. There are eight (8) $1,000 scholarship awards available to students of Elk Grove Village that are continuing their education. Applications are due May 4. Trustee Lissner - Enjoyed the meeting with the Boy Scouts and complimented Trustee Feichter as an expert when it comes to questions on the U.S. Constitution and the environment. Trustee Feichter did a great job speaking about recycling in Elk Grove Village and what the Scouts can do Page 1 of 4 to help. The Scouts were out of St. Peters in Schaumburg and are well on their way to earning their Eagle Scout award. Thank you to the students at Queen of the Rosary for sending the greeting cards to the Village Board. It was a pleasure to read them and very much appreciated. Trustee Prochno - Thank you also to the students at Queen of the Rosary for sending the personalized greeting cards to the Board. Trustee Prochno received a thank you note from Girl Scout Troop 45544 that participated in a walking tour of the patriotic statues in the Village Green, Park District Pavilion and Veterans Memorial Park. The Scouts were working on their Citizenship Badges and were interested in learning about how the statues represent the people in our community that have served our country and the village. The Girl Scouts annual cookie fundraiser is going on right now. The local Boy Scouts and Girl Scouts are fine organizations that help build the character of our children so anything we can do to support them is appreciated. There is a new option to purchase cookies and have them sent to our troops overseas. The winter Farmers Market will continue indoors through mid -May and is held the 1st and 3ra Saturday of the month at the Christus Victor Church on Arlington Heights Road from 8:00 AM to 1:00 PM. Please remember to shovel the sidewalks and driveways to make a clear path for pedestrian traffic in your neighborhood. Trustee Schmidt - Thank you to the students at Queen of the Rosary for the nice letters. They were very much appreciated. On Thursday, February 13, Chief Walsh, retired Deputy Chief Ray Rose, and Trustee Schmidt traveled to the Dixon Correctional Center to provide testimony for a parole hearing for Frank DeLuca. Frank DeLuca and his girlfriend Patty Columbo brutally murdered Patty's parents and her brother in 1976. The people killed were Frank Columbo, Mary Columbo and 13-year-old brother Michael Columbo. We provided testimony and we understand that Patty's parole hearing will be announced shortly and plan to again provide testimony. 5. ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as shown on the February 25, 2020 Accounts Payable Warrant in the amount of $401,032.84. Moved by Trustee Czarnik Seconded by Trustee Lissner AYES: Trustees Feichter, Franke, Lissner, Prochno, Schmidt, Czarnik NAYS: None MOTION CARRIED 6. CONSENT AGENDA a. Authorization to renew a professional service contract to Lauterbach & Amen, LLP of Naperville, IL to perform the Village's annual audit in an amount not to exceed $36,050. b. Authorization to award a professional services contract to Gallagher Bassett of Rolling Meadows, IL to administer the workers' compensation claims in the amount of $40,295. c. Authorization of a request to extend a landscape services contract to Fleck's Landscaping of Wheeling, IL for one additional year for the 2020 Turf and Landscape Bed Maintenance - Business Park contract in the amount of $126,102.91 from the Business Leaders Fund. d. Authorization of a request to extend a landscape services contract with Sebert Landscaping of Elk Grove Village, IL for one additional year for the 2020 Turf and Landscape Bed Maintenance - Residential contract in the amount of $180,863.90. e. Authorization to concur with prior authorization of a request to hold a Public Hearing before the Plan Commission to consider the petition submitted by Shapra Group II, LLC for a variation from the required parking in the B-2 Business District at 25 Innovation Drive. f. Authorization of a request from the Rotary Club of Elk Grove Village for the following: • To authorize a $22,000 contribution to the 2020 RotaryFest event that takes place from June 17, 2020 through June 21, 2020; • To authorize the Rotary Club to host a fireworks display on Saturday, June 20, 2020; • To waive the fee for a temporary Class A liquor license ($2,900), a carnival license ($500), and a food caterer's license fee ($100) for a total amount of $3,500; and • To waive the permit fee for the use of a fire hydrant for non -firefighting purposes in the amount of $75. g. Authorization to adopt Ordinance No. 3652 entitled, "AN ORDINANCE AMENDING SECTION 7-2-10 OF THE VILLAGE CODE REGARDING BACKFLOW PREVENTION." Page 2 of 4 h. Authorization to adopt Resolution No. 12-20 entitled, "A RESOLUTION AUTHORIZING THE CONTINUED PARTICIPATION IN THE NORTHERN ILLINOIS MUNICIPAL ELECTRIC COOPERATIVE (NIMEC) AND AUTHORIZING THE VILLAGE MANAGER TO APPROVE A CONTRACT WITH THE LOWEST COST ELECTRICITY PROVIDER." i. Authorization to concur with prior Village Board authorization to adopt Resolution No. 13-20 entitled, "A RESOLUTION PROVIDING FOR DIRECTION TO THE COOK COUNTY ZONING BOARD OF APPEALS OPPOSING VARIATION REQUESTS FOR PROPERTY LOCATED AT 2545 LANDMEIER ROAD, ELK GROVE VILLAGE, ILLINOIS 60007.: j. Authorization to adopt Ordinance No. 3653 entitled, "AN ORDINANCE AMENDING SECTION 3-3-7, NUMBER OF LICENSES OF THE VILLAGE CODE BY INCREASING THE NUMBER OF CLASS "A" LIQUOR LICENSES." k. Authorization to adopt Resolution No. 14-20 entitled, "A RESOLUTION AUTHORIZING THE MAYOR AND VILLAGE CLERK TO EXECUTE A SECOND EXTENDED, AMENDED AND RESTATED WATER SUPPLY AGREEMENT BETWEEN THE NORTHWEST SUBURBAN MUNICIPAL JOINT ACTION WATER AGENCY (NSMJAWA) AND THE VILLAGE OF ELK GROVE VILLAGE." Authorization of a request from Brixmor Property Group of Chicago, IL to install a temporary leasing sign at the Elk Grove Town Center. PLAN COMMISSION - Village Manager Rummel - No Report. 9. ZONING BOARD OF APPEALS - Village Manager Rummel - No Report. 10. YOUTH COMMITTEE - Trustee Franke - The Youth Committee Scholarship applications are available on the Village website and in the local high school counselor offices. There are seven (7) $1,000 scholarship awards available this year. Applications are due May 4. 11. BUSINESS LEADERS FORUM - Trustee Lissner - After the presentation to the Select Chicago Group of International Trade Representatives, the group toured MC Machinery and the Elk Grove Technology Park then finished up at Enclave for a luncheon and presentation by John Dallas. On February 20th, Trustee Lissner attended an impromptu Grand Opening Celebration and Ribbon Cutting at FPE Automation, 80 Gordon Street. The CEO spoke very highly of the Village for the help that staff provided to them to meet their deadlines. There are three upcoming visits at the following locations: March 2 - Tapecase, 150 Gaylord Street, March 3 - Van Doorn Roofing, 2082 Estes Avenue, and March 12 - Kemco Trucking Inc., 1810 Estes Avenue. On February 19, attended the Master Class at Enclave with a presentation by Eric Broughton, General Manager, Multifamily at Expedia Group. 12. CABLE TELEVISION COMMITTEE - Trustee Lissner - Since the Cubs have started spring training games, information has not yet been released between Marquee Network and Comcast as to when they may be showing the games on Comcast and what the cost will be to the subscribers. 13. HEALTH & COMMUNITY SERVICES - Trustee Czarnik - A Caring Place is a respite program available from 9:30 a.m. to 3:00 p.m. on Mondays, Wednesdays and Thursdays at the Christus Victor Church. This is a socialization program for adults. Please call Christus Victor or stop by for more information. Page 3 of 4 14. INFORMATION COMMITTEE - Trustee Lissner - Thank you to Village Manager Ray Rummel and staff for obtaining Federal, State and local grants in the calendar year 2019. Village departments were successful in obtaining a total of $2,980,746.00 in grant money. The Village also secured grant funding in 2019 for future projects in the amount of $2,945,250. Residential Water Meter Upgrade - One hundred twenty-nine appointments have been scheduled thus far. Public Works will have an informational table set up at the Pavilion on February 29 from 10:00 a.m. to 2:00 p.m. and at the Library on March 14ffi and March 281h from 10:00 a.m. to 2:00 p.m. The website has a special Water Meter Upgrade link on the right side of the home page for updates on the project. Neighborhood Watch Program - The next meeting will be on March 111h at 6:30 p.m. in Room E. Citizens Public Works Academy - The Public Works Department will offer a Citizens Public Works Academy from April 22 through May 13. Applications are available on the website. 15. RECYCLING & WASTE COMMITTEE - Trustee Feichter - A recycling video was shown at the Hattendorf Center to the Seniors this morning. An overview of the upcoming Textile Recycling Program was discussed and information will be going home to the residents soon with more details for this program. 16. PARADE COMMITTEE - Trustee Czarnik - The Hometown Parade will take place on Saturday, September 19 at 2:00 p.m. The theme is "My Favorite Things". The Community Character Coalition are the Grand Marshals for the parade. The next meeting is on Monday, March 2, at 5:30 p.m. in Room E of the Charles J. Zettek Municipal Building. 17. PERSONNEL COMMITTEE - Trustee Franke - No Report. 18. JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Prochno - No Report. 19. CAPITAL IMPROVEMENTS COMMITTEE - Trustee Czarnik - No Report. 20. AIRPORT UPDATE - Mayor Johnson - No Report. 21. MID -SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson ➢ July 4 - Chris Daughtry (Rotary Green) ➢ July 14 - KC and the Sunshine Band (Town Center) ➢ July 21- Bret Michaels (Town Center) ➢ July 28 - The Beach Boys (Town Center) 22. SPECIAL EVENTS - Mayor Johnson - The next event is the Memorial Day Celebration. 23. LIQUOR COMMISSION - Mayor Johnson - No Report. 24. REPORT FROM VILLAGE MANAGER - No Report. 25. REPORT FROM VILLAGE CLERK - Early Voting for the March 17, 2020 Primary Election begins on March 2 through March 16. The hours are 9:00 a.m. - 5:00 p.m. for Monday through Saturday, and 10:00 a.m. - 4:00 p.m. on Sunday. All of the hours are posted on the website but feel free to contact the Village Clerk's Office with any questions. 26. UNFINISHED BUSINESS - No Report. 27. NEW BUSINESS - Trustee Feichter - The Carnival of Exceptional Character will be on Saturday, February 29, at the Park District Pavilion from 5:00 p.m. to 7:30 p.m. 28.
