REGULAR VILLAGE BOARD MEETING
MARCH 10, 2020
1. CALL TO ORDER - 7:05 P.M.
PRESENT: Mayor Craig B. Johnson, Trustees Nancy J. Czarnik, Patton L. Feichter,
Sam L. Lissner, Christine K. Prochno and Stephen F. Schmidt
ABSENT: Jeffrey C. Franke
A Quorum was present.
Also Present: Village Manager Raymond R. Rummel, Village Attorney George B.
Knickerbocker, Village Clerk Loretta M. Murphy
2. PLEDGE OF ALLEGIANCE
INVOCATION - Pastor Stefan Potuznik, Christus Victor Lutheran Church
3. APPROVAL OF MINUTES OF FEBRUARY 25, 2020 - Motion to approve the Minutes
of the Regular Village Board Meeting held on February 25, 2020 as submitted and
dispense with the reading.

With concurrence of the Village Board, the Consent Agenda and Plan Commission items
were moved before the Mayor and Board of Trustees' Report due to the presentations
tonight.
CONSENT AGENDA - Mayor asked if there were any questions, comments or concerns from the
Village Board on the Consent Agenda items.

PLAN COMMISSION - The Village Board received a Finding of Fact from the Plan
Commission pertaining to a petition submitted by Elk Grove Automotive for a special use
permit at 2382 United Lane. The Plan Commission unanimously recommended Village
Board approval with one subject condition that a fence be installed on the rear of the
property. The petitioner is in agreement of the requested condition.
Motion to direct the Village Attorney to prepare the necessary documents for 2382
United Lane.

4. MAYOR AND BOARD OF TRUSTEES' REPORT
Mayor Johnson - Mayor attended the following meetings:
February 26 - Informational Town Hall meeting;
February 27 - State of the Village Address for the Elk Grove Rotary Club;
March S - Volunteer Appreciation Dinner to thank those volunteering their service to the
community throughout the year.
Coronavirus - The Village is in communication with representatives from the county, state
and surrounding municipalities to stay on top of the coronavirus pandemic. This is a new

strain of a respiratory illness that presents symptoms of fever, cough and shortness of
breath. The CDC recommends washing hands frequently, use alcohol -based hand sanitizer,
limit the amount of exposure to the public, and self -quarantine if you feel ill to avoid
spreading the virus. The Illinois Department of Public Health has a hotline at 1-800-889-
3931 or you can email them at dph.sic@illinois.gov. You can also go to the Federal Center
for Disease Control at www.cdc.gov coronavirus for updates. The Village will keep the
website and social media updated regularly.
Makers Wanted Bahamas Bowl - The Village did not renew the Makers Wanted Bahamas
Bowl contract for a third year. We are proud of the out of the box marketing idea that
worked well but it is time to look for another way to promote the community.
Electoral Board Ruling - After the ruling of the Electoral Board, the petitioner for the
Retroactive Term Limits question decided to appeal which ended up going to the Illinois
Supreme Court. The question was on the ballot but on February 26th the Illinois Supreme
Court ruled unanimously that the question was in violation of State Law and struck it from
the ballot. The Illinois Supreme Court ruled in favor of the Electoral Board. The question
may appear on the ballot but any votes will not be tallied. Mayor thanked everyone for
rallying together to prove that Elk Grove is truly a unique and exceptional community.
Special Leaf Pickup - There will be a special spring leaf pickup during the week of April 6-
April 10. Residents must place leaves by the curb by 7:00 a.m. on Monday, April 6th.
PRESENTATIONS
Fire Department - Chief Mikel spoke about the Fire Accreditation process and the steps
taken to achieve the status of an Accredited agency. The Accreditation is a continuous self -
assessment and self-improvement model that will lead to better operations, better
administrative practices and better financial planning for the future. Elk Grove is the 16th
Fire Department to be Accredited in the State of Illinois with 270 across the country and
internationally. Chief Mikel presented the Accredited Agency Award to Mayor Johnson on
behalf of the Fire Department.
Youth Celebration Awards - Betsy Boswell and Birdie Bisceglie presented certificates to the
students of Elk Grove Village for participating in the Youth Recognition Celebration for the
following volunteer service projects:

Free Dental Day - Dr. Homan announced that he will be hosting a Free Dental Day on
Friday, August 28th.
Trustee Feichter - The Consul General of the Republic of Bulgaria in Chicago invited
Trustee Feichter to attend an event at the Union League Club downtown in Chicago to
celebrate Bulgarian Liberation Day.
Real Time Sports, Tapalpa and Sweet Baby Rays will be participating in the Meet Chicago
Northwest Restaurant Week.
Trustee Czarnik - The Frank J. Czarnik / Jim M. Heffern Memorial Scholarship Applications
are available online at Czarnikgolf.com and the Village website. There are eight (8) $1,000
scholarship awards available. Applications are due by May 4.
Trustee Lissner - Attended the GOA Business Expo on March 5 and also the Volunteer

Appreciation Dinner.
Trustee Prochno - The winter Farmers Market continues at the Christus Victor Church on
the 1st and 3rd Saturday of the month through mid -May 8:00 a.m. to 1:00 p.m.
Trustee Schmidt - The Elk Grove Italian Sister Cities met last night to discuss the 2nd phase
of the Italian student exchange. In light of the Coronavirus Pandemic, a decision was made
to postpone the trip and reschedule hopefully for this summer so the students can
experience the 2nd half of the exchange program when it is safe to travel.
Congratulations to the Fire Department on their Accreditation.
5. ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as
shown on the February 29, 2020 Accounts Payable Warrant in the amount of
$1,725,879.67.

6. CONSENT AGENDA - A vote was taken on the Consent Agenda before the Mayor & Board
of Trustees' Report tonight.
a. Authorization to reschedule the Tuesday, July 14, 2020 regular Village Board Meeting at
5:00 p.m. to Tuesday, July 7, 2020 at 7:00 p.m.
b. Authorization of a request from Crosspoint Bible Church (10 King Street) to waive permit
fees for fence repairs in the amount of $53.
c. Authorization to authorize a contract with Simple Recycling LLC of Solon, OH to establish
a curbside residential collection program for soft recyclables.
d. Authorization of a request to renew a maintenance contract to TNT Landscape
Construction, Inc. of Elgin, IL for the 2020 Parkway Restoration - Sod contract in the
amount of $44,124.85 from the General and Water & Sewer Funds.
e. Authorization to award a professional service contract to Ayers Associates Inc. of
Madison, WI for aerial orthophotography and planimetric mapping updates as part of the
GIS Consortium purchasing agreement in the amount of $49,922 from the Water/Sewer
Fund.
f. Authorization to adopt Resolution No. 15-20 entitled, "A RESOLUTION AUTHORIZING
THE MAYOR AND VILLAGE CLERK TO EXECUTE AN AGREEMENT FOR THE VILLAGE OF
ELK GROVE VILLAGE TO ENTER INTO A MUTUAL AID AGREEMENT WITH THE ILLINOIS
PUBLIC WORKS MUTUAL AID NETWORK (IPWMAN)."
g. Authorization to adopt Resolution No. 16-20 entitled, "A RESOLUTION AUTHORIZING
EXECUTION OF A LETTER OF COMMITMENT WITH THE NORTHWEST COMMUNITY EMS
SYSTEM CONFIRMING THE ELK GROVE VILLAGE FIRE DEPARTMENT AS A
PARTICIPATING EMS TRANSPORT VEHICLE PROVIDER IN THE NORTHWEST
COMMUNITY EMS SYSTEM."
h. Authorization to adopt Resolution No.17-20 entitled, "A RESOLUTION AUTHORIZING
THE MAYOR AND VILLAGE CLERK TO EXECUTE A DEVELOPMENT AND OPERATING
AGREEMENT FOR A CRAFT GROW FACILITY BETWEEN THE VILLAGE OF ELK GROVE

i. Authorization to adopt Resolution No. 18-20 entitled, "A RESOLUTION AUTHORIZING AN
ADVISORY REFERENDUM REGARDING VIDEO GAMING LOCATIONS IN THE VILLAGE OF

j. Authorization to adopt Resolution No. 19-20 entitled, "A RESOLUTION AUTHORIZING AN
ADVISORY REFERENDUM REGARDING THE SALE OF ADULT USE "RECREATIONAL
CANNABIS" (MARIJUANA) WITHIN GUIDELINES ESTABLISHED BY THE STATE OF

k. Authorization to adopt Resolution No. 20-20 entitled, "A RESOLUTION AUTHORIZING AN

8. PLAN COMMISSION - Village Manager Rummel - A vote was taken on the Plan
Commission item before the Mayor & Board of Trustees' Report tonight.
a. PC Docket 20-1- A Public Hearing for a Special Use Permit to operate an Automobile
Repair Garage in an I-2 Industrial Zoning District at property located at 2382 United
Lane. (PH 02-24-2020)
9. ZONING BOARD OF APPEALS - Village Manager Rummel - No Report.
10. YOUTH COMMITTEE - Trustee Prochno - The Youth Committee is offering seven (7)
$1,000 scholarship awards to Elk Grove senior students in high school. Applications are
available on the Village website at elkgrove.org. The deadline to apply is May 4th. The
scholarship awards are offered in conjunction with the Park District and the Village.
11. BUSINESS LEADERS FORUM - Trustee Lissner - The Business Leaders Forum had the
following visits scheduled: February 25 - Jeet Inc.,1251 Pagni Drive; March 2 - Tapecase,
150 Gaylord Street, March 3 - Van Doorn Roofing, 2082 Estes Avenue, and March 4 - Arden
Courts,1940 Nerge Road. Upcoming meetings are scheduled for March 12 - Kemco
Trucking Inc., 1810 Estes Avenue and March 25 - Amici,1522 Jarvis Avenue.
Class Number 3 of the Makers Wanted Workshop was held at Enclave today. Several
people at the GOA Expo commented about the classes being challenging and very useful.
The next Master Class at Enclave will be on March 18 with a presentation given by David
Bardos, President and CEO of FPE Automation.
12. CABLE TELEVISION COMMITTEE - Trustee Lissner - Marquee Network is continuing
to work with Comcast on some pricing issues.
13. HEALTH & COMMUNITY SERVICES - Trustee Czarnik - The next Blood Drive is April
11 from 8:00 a.m. to 12:00 p.m. on the lower level of the Zettek Municipal Building.
14. INFORMATION COMMITTEE - Trustee Lissner - The next Neighborhood Watch
meeting is on March 11 at 6:30 p.m. in Room E.
The Public Works Department is accepting applications for the Citizens Public Works
Academy on Wednesday evenings from 6:00 p.m. to 8:30 p.m. beginning April 22 through
May 13. Applications are available on the website or call 847-734-8067.
15. RECYCLING & WASTE COMMITTEE - Trustee Feichter - Information on the Textile
Recycling Program will be sent home to the residents soon. This program will provide a
special bag to place items at the curb and Waste Management will notify the company to
pick up.
16. PARADE COMMITTEE - Trustee Czarnik - The Hometown Parade will take place on
Saturday, September 19, at 2:00 p.m. The theme is "My Favorite Things". The Community
Character Coalition is the Grand Marshal for the parade. The next meeting is on Monday,
April 6, at 5:30 p.m. in Room E of the Charles J. Zettek Municipal Building.
17. PERSONNEL COMMITTEE - Trustee Franke - No Report.
18. JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Prochno - No Report.
19. CAPITAL IMPROVEMENTS COMMITTEE - Trustee Czarnik - As of March 6,120 of the
residential water meter exchanges have been completed of the 12,307 exchanges
underway. There were 9 meters that were not able to be exchanged due to inoperable shut
off valves in the home and a small number determined to be difficult due to conflicts with
water heaters or furnaces being too close to the water meter.

25. REPORT FROM VILLAGE CLERK - Early Voting continues this week with the hours
from 9:00 a.m. to 7:00 p.m., Saturday 9:00 a.m. to 5:00 p.m., Sunday 10:00 a.m. to 4:00 p.m.
and Monday 9:00 a.m. to 5:00 p.m. at Village Hall. The polling places will be open on
Election Day from 6:00 a.m. to 7:00 p.m.
