Chairman Glass called the meeting to order at 7:04 p.m.
Item 1: December 16, 2019 Meeting Minutes
Commissioner Weiner moved to approve the meeting minutes of December 16, 2019.
Commissioner DeFrenza seconded the motion. Upon voting (Carlson, Geinosky, Weiner,
DeFrenza, Bacigalupo, Glass) AYES, the motion carried unanimously.
Item 2: PC Docket # 20-1: Special Use Permit for the operation of an automotive
repair center in an I-2 Industrial Zoning District at 2382 United Lane.
Chairman Glass read the legal notice into the record and asked the Petitioner to explain their
purpose before the Plan Commission.
The Petitioner, Wojciech Szczyrek, stated he is the owner of Elk Grove Automotive Inc. W.
Szczyrek stated he established his business in 2011, where he has rented a building in Schiller Park
since. W. Szczyrek stated the building he has been renting for the last nine years is closing down,
so he has to move. W. Szczyrek stated his business is a repair and body shop, but most of the work

is focused on newer cars. W. Szczyrek stated they do not sell cars and focus mostly on commercial
accounts. W. Szczyrek stated he had 2 months to find the perfect location, and had found that 2382
United Lane would be the perfect location to run his business.
M. Buczek stated this is a good location because it is in the I-2 district, mostly surrounded by
manufacturing use and is far away from residential. M. Buczek stated it is beneficial for their
clients as a lot of the clients work in the Business Park. M. Buczek stated they are not seeking to
make any major changes to the property.
A. Jarog stated the property consists of a one story, masonry building in which the garage will
have ten working bays with an additional five storage spaces in the back parking lot, with seven
parking spaces for their employees. A. Jarog stated they will be filling in the existing drive-in dock
with concrete so that it is level with the street. A. Jarog stated they will raise the garage door so
that it is possible to drive-in to the facility. A. Jarog stated they will also put a monument sign in
front of the facility.
M. Buczek stated the proposed automotive repair facility would operate Monday through Friday,
8:00 am to 6:00 pm, and Saturday, 8:00 am to 3:00 pm. M. Buczek stated the interior will get a
fresh coat of paint, the floors will be cleaned, and they will make the restroom handicap accessible.
M. Buczek stated the repair facility will have seven employees and ten working bays for repairs.
M. Buczek stated the first seven working bays will be dedicated for mechanical repairs and the
back area will be used for body repairs. M. Buczek stated the back will have a paint mixing area
and a spray booth. M. Buczek stated all debris will be properly recycled and disposed of according
to EPA regulations.
S. Carlson asked if the back will have a chain link fence around the whole back area. M. Buczek
stated only the storage spaces will have a wooden fence around them.
K. Weiner asked if there will be tow trucks entering and leaving during non -business hours. W.
Szczyrek stated there could be drop offs after hours, but the tow truck driver they use will have
access to the building for drop offs and pickups.
F. Geinosky asked if the current location in Schiller Park will be closed down. W. Szczyrek stated
he has no choice as the building in Schiller Park is being demolished. F. Geinosky asked if this
facility is bigger than his current facility. W. Szczyrek stated right now his current shop is a bit
larger, but he considers it is too big and this is the right size for his operations. W. Szczyrek stated
he will have 5 mechanics, each of which will be able to use 2 working stations, this allows for the
mechanics to work on one car each while he writes up estimates and orders parts. W. Szczyrek
stated this setup will make things very efficient and help take care of his employees and make it a
nice place to work.
F. Geinosky stated he drove by the building the other day and noticed the air conditioning unit was
being taken out and now it is just a concrete slab. M. Buczek stated they removed the air
conditioning unit and cleaned up the area. M. Buczek stated there will not be air conditioning in
the shop area and they will remove the bollards that were surrounding the air conditioning unit.
F. Geinosky stated he noticed the site appears to have 22 parking spaces and asked if employees
will park on the south side of the building, adjacent to the drive aisle. M. Buczek stated the existing
parking stalls are partially located on the neighboring property, so in order to use these stalls, they
would have to rent that area from the neighbor. F. Geinosky asked if the Petitioner plans to do
anything on the south side of the building. M. Buczek stated they will be using it as egress and
ingress and they may ask the neighbor in the future to implement an easement for parking. F.
Geinosky asked what happens if a tow truck drops off a vehicle, which is not drivable. M. Buczek
stated the tow truck can use the south driveway to drop a vehicle off or it can enter straight through
the building using the front garage door.
F. Geinosky asked if they can use the area to the west as another entrance or exit to the site. M.
Buczek stated they do not intend to use it as it is private property, but they may look into it in the
future.
L. Bacigalupo asked if the outside storage spaces are just for vehicles waiting for repairs. M.
Buczek stated those storage spaces are for vehicles waiting a longer period of time and they would
be closed off. L. Bacigalupo stated he believes the parking is potentially a problem as if a car
comes in, there needs to be an estimate and ordering of parts, and that takes time. M. Buczek stated
with five employees and ten lifts, that the lifts can be used as a storage space where one worker
has two lifts to work on.
L. Bacigalupo asked if the business is open to residents or just commercial customers. W. Szczyrek
stated it is open to residents, but is targeted to commercial users. W. Szczyrek stated the location
is great as those working in the business park can drop off their vehicles and pick-up later that day.
W. Szczyrek stated to address a previous question, he has a forklift to maneuver vehicles that are
un-drivable. L. Bacigalupo asked where the forklift will be stored and if it is propane or electric.
W. Szczyrek stated it is propane and will be stored inside.
L. Bacigalupo stated he has concerns about parking. W. Szczyrek stated a customer has 48 hours
to pick-up their vehicle when it is done or else he charges for storage. W. Szczyrek stated the
business only works through appointments unless it is an oil change or lightbulb change. W.
Szczyrek stated they also make sure they do not over schedule, which will keep the parking lot
fairly empty.
L. Bacigalupo asked if the Petitioner would consider putting parallel parking on the south side of
the building. W. Szczyrek stated he has spoken with the neighbors, and they said they would not
mind as long as he plows snow for them.
L. Bacigalupo asked if it would be better to have a fence around the whole back lot and not just
the five storage spaces. F. Geinosky stated he thinks it would be better for security reasons. W.
Szczyrek stated he does not see a problem with adjusting his plans to install this type of fencing.
J. Glass stated the Petitioner could consider having a gate on the west side to use as an emergency
exit.
RECOMMENDATION
Commissioner Carlson moved to recommend approval of the Special Use Permit to operate an
automotive repair center in an I-2 Industrial Zoning District at 2382 United Lane subject to the
following condition:
• The Petitioner must provide a fence around the back lot for employee, customer,
and stored vehicles.
Commissioner Weiner seconded the motion. Upon voting (Glass, Carlson, Geinosky, DeFrenza,
Weiner, Bacigalupo, AYES) the motion carried unanimously.
Item 3: Adjournment
Commissioner Geinosky moved to adjourn the meeting. Commissioner Weiner seconded the
motion. Upon voting (Carlson, Geinosky, Weiner, DeFrenza, Bacigalupo, Glass, AYES) the
motion carried unanimously.
