Johnson, Trustees Nancy J. Czarnik, Patton L. Feichter, Jeffrey C. Franke, Sam L. Lissner, Christine K. Prochno and Stephen F. Schmidt ABSENT: None. A Quorum was present. Also Present: Village Manager Raymond R. Rummel, Village Attorney George B. Knickerbocker, Village Clerk Loretta M. Murphy 2. PLEDGE OF ALLEGIANCE 3. APPROVAL OF MINUTES OF APRIL 14, 2020 — Motion to approve the Minutes of the Regular Village Board Meeting held on April 14, 2020 as submitted and dispense with the reading. Moved by Trustee Czarnik Seconded by Trustee Lissner VOICE VOTE MOTION CARRIED 4. MAYOR AND BOARD OF TRUSTEES' REPORT Mayor Johnson — Special Event Cancellations — The Midsummer Classics Concert Series along with the 4th of July fireworks have been cancelled this year to prevent the spread of the Coronavirus. The bands scheduled to perform in 2020 have agreed to perform in 2021 for the exact same price. Mayor thanked Entertainment Management Group for all their efforts. The Rotary Club announced that they are cancelling the RotaryFest in June and the Play, Party, Picnic event in July will also be cancelled. As of today, Oktoberfest and the Hometown Parade have not been cancelled yet since that event is in September. If we are able to have the Oktoberfest, the Board wants to have fireworks on the Saturday night at Rotary Green. Busse Woods - The Village has been in contact with Arnold Randall and President Preckwinkle to work through some parking issues on residential streets near Busse Woods. The Forest Preserve District has closed the parking lots on the weekends during the pandemic and modifications had to be made to handle the thousands of people parking on residential streets. The Park and Shop Shopping Center at Arlington Heights Road and Higgins is open for parking but it is also open for the businesses. There were safety concerns with families crossing in the middle of Arlington Heights Road instead of safely at a light with a crosswalk. Snow fencing has been placed to close the entryway in front of the bowling alley and the only entrance open is between the bank and the Shell gas station. A police officer or county sheriff will be present to help direct people to cross at the traffic signal. Another hazardous area is Elk Grove High School where families were parking in the back lot and crossing Arlington Heights Road in the middle instead of safely at the light. Elk Grove High School has agreed with the Village to close the back parking lot to force people to park in front and cross at the traffic signal. With the closure of the Forest Preserve parking lots, the Village created a No Parking Zone Area and a Tow Away Zone Area for vehicles parked on residential streets near Busse Woods that do not have a permit. Residents can obtain a permit at www.elkgrove.org. If the permit does not match the address that the car is registered, the vehicle can be ticketed and towed. May 26 Board Meeting Cancelled - Following the Governor's Executive Order, the board meeting on May 26 will be cancelled. The schedule will continue with only one meeting in June, July and August as previously posted. Pagel of 6 Coronavirus Update - The Village placed a Shop Elk Grove link on the website to support our local businesses. Elk Gove Village has been doing well during this pandemic and all of the services have continued to run smoothly. No Village employees have come down with the Coronavirus. Alexian Brothers is doing well and currently has the capacity to help out surrounding hospitals if needed. Please remember to wear a face covering when shopping at the stores. ManorCare is a hotspot with 40 patients and 12 staff members that tested positive for Coronavirus. Thank you to the community for participating in the green ribbon campaign. Many first responders have expressed their gratitude and appreciate all the support. Census - Please remember to fill out your Census form. It is important to fill out the Census which helps to determine funding for our community. Village Green - There will be a new addition to the Village Greenway this summer with the construction of a heart shaped swing as a symbol of the unity within the community. Artist Antonius Roberts built a swing in the Bahamas and stated that he is honored and appreciates that his heart swing inspired us to replicate the spirit of his work in Elk Grove Village. Busse Dam - The Busse Dam worked perfectly with all the recent rain. The Dam was built through a partnership with Cook County President Preckwinkle and the Metropolitan Water Reclamation District. Railroad Crossings on Busse Road - The railroad company will be fixing the railroad crossings the week of May 11th through May 251h. Please watch for detours in the area during construction. The Village has been receiving a lot of letters and emails and we do appreciate everyone reaching out with ideas but Mayor asked to please be patient while we research the ideas. Please remember not to believe everything you read on Facebook. False information is posted daily on social media. Trustee Franke - Thank you to everyone who is volunteering and doing their job working on the front line to keep everything running smoothly. Thank you also to those who are delivering groceries, driving the trucks to restock the stores with essential items, the Public Works crews, the first responders from Police and Fire, and all the employees that have had to make adjustments to continue providing the necessary services. Happy Birthday to Vi Hedman on her 100th birthday. She unfortunately cannot celebrate with a proper birthday party this year due to the COVID-19. Trustee Feichter - No Report. Trustee Czarnik - Applications for the Frank J. Czarnik / Jim M. Heffern Memorial Scholarships have been received and the committee will determine the 8 recipients. Announcements will be made soon. We are at a difficult time right now but are weathering through this pandemic. Trustee Lissner - No Report. Trustee Prochno - The Memorial Day Observation has been a tradition since 1998. Due to the Coronavirus, the Village is putting together a special video Observation with EGTV- Channel 6. The cable channel will be showing some video clips from past and present and will provide a fresh new Observation on Monday, May 25th at 10:45 a.m. Farmers Market - The spring/summer Farmers Market will begin on Saturday, June 6th, and the hours are from 8:00 a.m. to 1:00 p.m. through mid -October. To ensure the health and safety of the community, ILFMA guidelines will be followed. The Market this spring will be an In and Out Market as opposed to a gathering place. Everyone will be required to wear a mask, practice 6`social distancing, and hand sanitizer and hand washing stations will be available. Only one customer per booth. We look forward to seeing everyone on June 6th. Public Works has done a great job on the sidewalk replacement program. Trustee Prochno reminded residents that disposable face masks and gloves need to be disposed of properly and not thrown on the ground. Trustee Schmidt - Attended a virtual meeting with the parole board along with Chief Walsh and Retired Chief Rose to testify against Patty Columbo on April 151h. Thank you to the people that are working in the private sector and everyone that is Page 2 of 6 working to keep the essential services working. Elk Grove is truly the Exceptional Community with everyone working together to beat this pandemic. PC Docket 20-3 - A petition submitted by the Elk Grove Park District for a Special Use Permit to reconstruct the clubhouse and maintenance buildings at Fox Run Golf Links located at 333 Plum Grove Road. (PH 05-11-2020) A public hearing was held on May 11, 2020 for the construction of a new clubhouse. The Plan Commission unanimously recommends approval by the Village Board. Mayor asked how long until it will be completed. Tom Klaas stated next spring. Trustee Czarnik asked when they will start the remodel. Mr. Klaas stated sometime in August. Motion to direct the Village Attorney to prepare the necessary documents for 333 Plum Grove Road. Moved by Trustee Czarnik Seconded by Trustee Feichter VOICE VOTE NAYS: None MOTION CARRIED b. A request for a Public Hearing for the petition submitted by Welbiz IV Elk Grove 1463 LLC for a Special Use Permit for the operation of a truck and trailer repair shop at 1463 Lunt Avenue. (The Public Hearing date has not yet been established.) c. Petition submitted by the Park District of Elk Grove for approval of a Plat of Subdivision identified as Udall Park North Plat of Subdivision and the granting of administrative variations with respect to minimum lot square footage and minimum front yard frontage and width for the property of 811 Willow Lane. ZBA Docket 20-1 - A Public Hearing via teleconference for variations of the Elk Grove Zoning Ordinance No. 2410 as it pertains to detached accessory structures in residential zoning districts for property located at 500 Elk Grove Boulevard. (PH 05-21-20) b. ZBA Docket 20-2 - A Public Hearing via teleconference for a variation from the Elk Grove Village Zoning Ordinance as it pertains to permitted locations of fences in residential zoning districts for property located at 298 Brantwood Avenue (PH 05-21-20). 10. YOUTH COMMITTEE - Trustee Franke - There were twenty-three scholarship applications submitted. The Committee will meet to determine the recipients of the seven $1,000 scholarship awards and the students will be notified by mid -June. The goal is to announce the recipients of the awards in June followed by recognition at a board meeting later in the summer. Page 5 of 6 11. BUSINESS LEADERS FORUM - Trustee Lissner - The Business Leaders Forum Makers Wanted workshop was today sponsored by the Village and Enclave with a Zoom meeting. On May 26th from 9-10:30 a.m. is the next Zoom meeting. Please contact Josh Grodzin for details. There will be another Master Class on May 20th via Zoom meeting with Eric Boughton that will be interviewing Tom Kastner, President of GP Ventures in Schaumburg. CABLE TELEVISION COMMITTEE - Trustee Lissner - Trustee Feichter asked about Peacock Service at the last meeting. Peacock is a streaming service that is a product put out by NBC that is offered through a subscription on Xfinity. 13. HEALTH & COMMUNITY SERVICES - Trustee Czarnik - The Village has a website page that residents can visit to learn more about the Coronavirus and how to practice healthy habits. www.elkg_rove.org/COVID19 14. INFORMATION COMMITTEE - Trustee Lissner - The Village website has a lot of valuable information on it with links to the business sites as well as the Coronavirus. This week is National Police Week that was started in 1952. 15. RECYCLING & WASTE COMMITTEE - Trustee Feichter - The Electronics Recycling and Document Destruction Event has been rescheduled to August 29th. If residents need to recycle electronics before that date, SWANCC has reopened their free Saturday electronics drop off location at the Glenview Transfer Station in Des Plaines from 9-11:30 a.m. Waste Management has resumed their bulk items collection allowing one cubic yard or one bulk item per week. 16. PARADE COMMITTEE - Trustee Czarnik - The theme is "My Favorite Things" for the hometown parade on Saturday, September 19th. Community Character Coalition are the Grand Marshals for the parade. We hope to have a meeting on Monday, June 15Y, at 5:30 p.m. in Room E of the Zettek Municipal Building. 17. PERSONNEL COMMITTEE - Trustee Franke - No Report. 18. JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Prochno - No Report. 19. CAPITAL IMPROVEMENTS COMMITTEE - Trustee Czarnik - No Report. 20. AIRPORT UPDATE - Mayor Johnson - No Report. 21. MID -SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson - We will have the same lineup for 2021: July 4 - Chris Daughtry (Rotary Green); July 13 - KC and the Sunshine Band (Town Center); July 20 - Bret Michaels (Town Center); and July 27 - The Beach Boys (Town Center). 22. SPECIAL EVENTS - Mayor Johnson - The next event will hopefully be Oktoberfest. 23. LIQUOR COMMISSION - Mayor Johnson - No Report. 24. REPORT FROM VILLAGE MANAGER - No Report. 25. Feichter -The Community Character Coalition Fallen Soldier Memorial Scholarship Award winners will be announced at the next board meeting. Mayor stated the $200 water bill credits should show up in the water bills this month. The Village Board will return to Executive Session following tonight's board meeting. 28.
