Johnson, Trustees Patton L. Feichter, Jeffrey C. Franke, Sam L. Lissner, Christine K. Prochno, Stephen F. Schmidt and Nancy J. Czarnik ABSENT: None. A Quorum was present. Also Present: Village Manager Raymond R. Rummel, Village Attorney George B. Knickerbocker, Village Clerk Loretta M. Murphy Mayor announced that Pastor Cerna Rand from Prince of Peace Church is leaving to preside at another church. She has been very active with the Community Character Coalition and the Rotary Club and will be missed in Elk Grove Village. We thank her for her services to the community and wish her the very best. 2. PLEDGE OF ALLEGIANCE 3. APPROVAL OF MINUTES OF MAY 12, 2020 - Motion to approve the Minutes of the Regular Village Board Meeting held on May 12, 2020 as submitted and dispense with the reading. MAYOR AND BOARD OF TRUSTEES' REPORT Mayor Johnson - There was a virtual Memorial Day Observation this year due to the Coronavirus pandemic that can be viewed on EGTV. The summer meeting schedule is in place with one meeting on Tuesday, July 7 and one meeting on Tuesday, August 11. Elk Grove Village was recognized as the "Best Hometown" selected and voted by the readers of the Daily Herald for the Readers' Choice Award. The Governor's Restore Illinois Plan was discussed on how the Village is moving out of Phase 3 and ready to enter Phase 4. The Village Hall is open to the public with mandatory face coverings and 6' distancing must be maintained. Plexiglass dividers are at all counters to protect everyone. Busse Woods parking lots will be closed again this weekend and hopefully will reopen when we enter Phase 4. The July 11 Bike with the Mayor event at the Park District has been cancelled. Mayor spoke of the passing of Jack Claas and how his visionary for the Park District can be seen all over the Village. Our deepest sympathy goes out to his family and the Park District. Construction projects are continuing in the Village with the Rohlwing Road middle island landscaping, improvements on Nerge Road, the Vermont & Gibson rebuild, Ridgewood & Crest watermain replacements, and the Rotary Green parking lot to help with parking for patrons of Rainbow Falls and the Village's special events. The Village continues to work on a Master Plan to address drainage issues. Many of the roadways are being resealed both on the east and west side of town. Fresh oil signs will be displayed to show when the sealant is applied, a limestone base will be put down to seal everything, and the remaining residue will be cleaned up a few days later. This process gives the roads an additional 5-6 years of life. Page 1 of 7 The Bahama's Bowl sponsorship drew a direct connection to Love's Fueling Station. There were some delays with the coronavirus taking place but the plans are in place and they are waiting for IDOT and MWRD to approve some documents. The $200 water bill credit from the coronavirus relief package passed by the Village Board should be arriving to the residents by now. If you don't pay a water bill, the homeowners associations should be passing the credit on to the homeowner. Mayor commented about the recent protests stating that what happened to George Floyd was horrific and should have never happened. Elk Grove is a very diverse community and we are always looking for ways to improve. The Elk Grove Police Department is CALEA certified. Less than 5% of the Police Departments in the country are CALEA certified. Many have asked if our Police Department has gone through de- escalation training and our Police Department has had de-escalation training for years. Every officer spends at least 2 weeks a year in training. We have had cameras in our squad cars since 2005 and when the camera is activated the audio is on. There was a murder in our Industrial Park that is extremely unusual. A letter was read from the business owner where the gentleman worked. Due to the civil unrest and negativity against the Police, the owner felt the need to share his experience from the Elk Grove Police Department. A chain of events took place where many individuals from the company dealt with a huge Police presence to interview over 100 employees. Every member of the Police force treated each individual with professionalism, patience, sympathy, and respect. This man took the time to write the Village even with all the stress of a murder of one of his employees along with the coronavirus pandemic. Another letter thanked the Police Department for their continued efforts to keep our community safe in light of the recent tragic and unexpectedly violent events that have taken place. The letter stated that the overall sentiment of the media saddens the community and the resident recognize and are grateful for the valiant effort that is put forth every day on behalf of the community. The Village Board stands unanimous and the Elk Grove Police Department will not be disbanded or defunded. We are constantly learning to do better and will reform as needed. There were two peaceful demonstrations that took place in Elk Grove Village. The first was organized by two local students, Maeve Terranova and Kaylyn Ahn. These students did a first class, positive protest. They got the word out that changes need to come and they did it the right way by reacting in a positive way to get their message across. A second demonstration was organized by Nikki Pasterski who also did another first-class rally. A man by the name of Zafar Kahn posted information on Facebook that he was looking to hold a demonstration on the Sunday of Father's Day weekend. This man is not a resident of Elk Grove but posted negative comments and false information about the Police Department regarding an arrest that took place many years ago. Mayor read the actual police report from the traffic stop to show the actual events that took place. There will be a Special Board Meeting on Monday, June 22, at 9:30 a.m. in Council Chambers. Trustee Schmidt - No report. Trustee Prochno - The Elk Grove Farmers Market is every Saturday outside on the Village Green from 8:00 a.m. to 1:00 p.m. All patrons attending the market must wear a facemask to comply with the coronavirus requirements. There are directional arrows to keep traffic flowing in one direction with an entrance and exit to ensure the health and safety of the community. There are mostly produce vendors right now but once we enter into Phase 4 of the Governor's Order, more vendors will be added. Thank you to EGTV for their efforts on creating the virtual Memorial Day show. They did a great job. Trustee Lissner - No report. Trustee Czarnik - The eight (8) recipients of the Frank J. Czarnik / Jim M. Heffern Memorial Scholarships are: Sarah McNamara, Noah Morton, Ryan Steffens, Thomas Youhn who attended Elk Grove High School. Sydney Arnold, Aliya Blackburn, Abigail Hanley, and Robert Stanislowski who attended Conant High School. Congratulations. Page 2 of 7 Funds are raised for this program through a golf outing but this year it will be different. The golf outing will take place on Friday, August 7 at Fox Run Golf Links. Preregistration is required and there will be assigned tee times with staggered starts. It will be a scramble and will start at 8:00 a.m. until all tee times are accommodated. The price is $90 that will include golfing, a cart, a box lunch, and the games. Please come and support this fundraiser so we can continue the 13-year tradition of giving a start to our graduates for their future. Please call Fox Run to sign up. Mayor stated that a formal request will be drawn up to reflect the item on the Consent Agenda designating a Deputy Mayor position. This position is appointed by the Mayor should the Mayor be incapacitated and cannot perform the duties of Mayor or should they be out of town and unable to fulfill the duties as Mayor, the Deputy Mayor would fill in as Mayor Pro Tem. If the Mayor is incapacitated, they would be Acting Mayor until the Mayor is deemed able to return to full duties. Mayor Johnson announced that Trustee Nancy Czarnik will be the designated Deputy Mayor. Trustee Feichter - On June 6 the Rotary Club, Lions Club and the Elk Grove Chamber held a food drive comprised of 80 volunteers (both children and adults) at the Berkshire Hathaway location on Rohlwing Road and the Elk Grove Public Library to collect donations for the food pantries. Over three (3) tons of food and dry goods were collected and distributed to 5 different food pantries in Elk Grove Village. A collection of $500 in cash was also contributed to the pantries. The Friends of Cycling in Elk Grove also collected donations and doubled the contributions to raise $2,500 for a total amount of $5,000 to help several businesses and purchased gift cards to give to those working on the front lines of the pandemic - Amita staff, Police, Fire, Elk Grove Township Food Pantry, Elk Grove Food Pantry, and the employees at our Jewel store. ZONING BOARD OF APPEALS - Mayor Johnson - Teleconference hearings were held on May 21, 2020 for the following variations: Page 5 of 7 ZBA Docket 20-2 - Petition for a fence variation for the property at 298 Brantwood Avenue where the homeowner is looking to move the fence 6' into the side yard. The petitioner was not required to attend the meeting to comply with social distancing since the Zoning Board of Appeals gave a unanimous recommendation for approval of the fence variation. Mayor asked if there were any questions or comments. Motion to direct the Village Attorney to prepare the necessary documents for the fence variation at 298 Brantwood Avenue. Moved by Trustee Czarnik Seconded by Trustee Lissner VOICE VOTE MOTION CARRIED ZBA Docket 20-3 - Petition for a fence variation for the property at 632 Dupont Court. The petitioner was not required to attend the meeting to comply with social distancing since the Zoning Board of Appeals gave a unanimous recommendation for approval of the fence variation. Mayor asked if there were any questions. Motion to direct the Village Attorney to prepare the necessary documents for the fence variation at 632 Dupont Court. Moved by Trustee Feichter Seconded by Trustee Czarnik VOICE VOTE MOTION CARRIED ZBA Docket 20-1 - Petition for a height variation for a detached garage at 500 Elk Grove Boulevard. The Code allows up to 15' for height and the petitioner is requesting a 20' height variation for the garage. The footprint of the garage would be 24' x 24', which is within the Code. The Zoning Board of Appeals had a split vote with 4 votes yes, 3 votes no, 1 vote abstained. With a split vote, the Village Board had additional questions for the petitioner who was present at the meeting. After further discussion, the Petitioner agreed with the Village Board on the suggested footprint of 26' x 24' with a 15' height for the garage. Motion to direct the Village Attorney to prepare the necessary documents for the variation at 500 Elk Grove Boulevard. YOUTH COMMITTEE - Trustee Franke - The Youth Committee met to determine the scholarship winners. Due to COVID-19 the winners are not able to attend a board meeting but they have been notified. The Village of Elk Grove awarded five (5) scholarships to Kaeyn Rittle (EGHS), Robert Stanislowski (Conant HS), Ryan Steffens (EGHS), John Waity (Conant HS), and Thomas Youhn (EGHS). The Elk Grove Park District awarded two (2) scholarships to David Gora (EGHS) and Sarah McNamara (EGHS). Congratulations. 11. BUSINESS LEADERS FORUM - Trustee Lissner - Virtual meetings took place on May 22nd with Express Employment Professionals and June 4th with Frank Cooney. Enclave has their Masterclass tomorrow night at 6:00 p.m. featuring Jeff Taylor, CEO and Jeff Roberts, VP of Crafts Technologies. The topic of discussion is "Shifting Thinking to Respond to Needs of COVID-19 Pandemic." 12. CABLE TELEVISION COMMITTEE - Trustee Lissner - No report. 13. HEALTH & COMMUNITY SERVICES - Trustee Czarnik - There will be a Community Blood Drive on Saturday, July 11 from 8:00 a.m. to noon on the lower level of the Charles J. Zettek Municipal Building. 14. INFORMATION COMMITTEE - Trustee Lissner - The Village launched a new website on June 4 featuring a modernized format with user friendly navigation menus, a calendar section, tools and an easy to use search engine. www.elk rove.or . 15. RECYCLING & WASTE COMMITTEE - Trustee Feichter - No report. 16. PARADE COMMITTEE - Trustee Czarnik - A decision was made to cancel the 2020 Hometown Parade and continue with the same theme for next year. With social distancing requirements, we feel it is best to wait until next year. The Oktoberfest is still planning to go on with plans in place to provide social distancing as needed. 17. PERSONNEL COMMITTEE - Trustee Franke - Thank you to the employees for working so hard Page 6 of 7 during the coronavirus pandemic to continue operations at the Village. 18. JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Prochno - No Report. 19. CAPITAL IMPROVEMENTS COMMITTEE - Trustee Czarnik - No Report. Mayor announced that Walmart has awarded the EG Cares Program with a $3,000 grant. We thank Walmart for stepping up to assist the Village as needed. 20. AIRPORT UPDATE - Mayor Johnson - No Report. 21. MID -SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson - The same lineup originally planned for 2020 will be in 2021: July 4 - Chris Daughtry (Rotary Green); July 13 - KC and the Sunshine Band (Town Center); July 20 - Bret Michaels (Town Center); and July 27 - The Beach Boys (Town Center). 22.
