HomeMy WebLinkAboutORDINANCE - 590 - 1/21/1969 - SUBMISSION TO VOTERSORDINANCE NO. 590 AN ORDINANCE PROVIDING FOR TrIE SUBMISSION TO THE VOTERS OF TqE VILLAGE OF ELK GROVE] VILLAGE, COOK AND DU PAGE COUNTIES, ILLINOIS, TIE QUESTION OF ISSUING Y1.040,000_00 MUNICIPAL BUILDING BONDS AT A SPECIAL ELECTION TO BE HELD IN AND FOR SAID VILLAGE ON THE 15th DAY OF February 1969. WHEREAS, it has been determined and is hereby determined by the President and Board of Trustees of the Village of Elk Grove Village, Cook and Du Page Counties, Illinois, that it is necessary and in the public interest of the Village that two (2) municipal buildings be constructed in and for said Village on property now owned by said Village and located on Biesterfield Road just east of Wellington Avenue, one building to be a fire station and another to be a combination police station and Village Hall and said President and Board of Trustees have here- tofore estimated that it will cost not less than $ 1,040000.00. to build and equip said municipal buildings; and WHEREAS, sufficient funds are not available for said purposes W it will, therefore, be necessary to borrow money and in evidence thereof issue bonds of said Village for the purpose of paying the costs thereof, and before said bonds can be issued the questions of issuing said bonds must be submitted to the electors of said Village and be approved by a majority of the electors voting on said questions at an election called for that purpose: NOW, THEREFORE, BE IT ORDAINED by the President and -1- Board of Trustees of the Village of Flk Grove Village, Cook and Du Page Counties, Illinois, as follows: Section 1: That there be borrowed for, by and on behalf of said Village the sum of $_ 1,040,000.00 for the purpose of paying the cost of constructing two (2) municipal buildings in and for said Village on property now owned by said Village and. located on Biesterfi_eld Road just east of wellington Avenue, one building to be a fire station and one to be a com- bination police station and Village hall as described in the pre- ambles hereof, and that to evidence said loan, negotiable bonds of said Village be issued and that each of said bonds be desig-- nated "Municipal Building Bonds" and bear interest from date at the rate of not to exceed six per cent (6%) per annum. Section 2: That the question of issuing of said $ 1,040,000.00 Municipal Building Bonds, as hereinabove des-- cribed in Section 1, be submitted to the legal voters of said Village at a special election which is hereby called to be held in and for said Village on Saturday, the _ 1.5th day of February-, 1969, between the hours of 6:00 o'clock A.M. and 6:00 o'clock P.M. of said day. Section 3: That said election shall be held in seven (7) election precincts, the boundaries of which and the polling places for each shall be as set forth in the form of notice of election set forth in Section 4 hereof. Section 4: That the Village Clerk of said Village be and is hereby ordered and directed to cause notice of said election -2- NOTICE OF ELECTION PUBLIC NOTICE is hereby given that a special election 1, held in and for the Village of Elk Grove Village, Cook i i n P"e Counties, Illinois, on Saturday, the 15th day ' 1,r,taa: 1969, at which time there will be submitted electors of said Village the following question. Shall bonds in the amount of $ 1,O40,000.00 be issued by the Village of Elk Grove Village, Cook and Du Page Counties, Illinois, for the purpose of paying the cost of constructing two (2) municipal buildings in and for said Village on the property now owned by said Village and located or, Biesterfiel_d Road just east of 1;ellington F_venue, one building to be a fire station and one to be a combination police station and Village Hall bearing interest at the rate of not to exceed six per cent (6{,) per annum? ELECTION PRECINCT NUMBER 2 All that area of the Village of Elk Grove Village lying south of the center line of Oakton Street and east of a line described as follows: Commencing at the center line of Oakton Street and Arlington Heights Road, proceeding along the center line of Arlington Heights Road southwesterly to the center line of Landmeier Road; thence proceeding eastwardly along the center line of Landmeier_ Road to the center line of Tonne Roar.; thence proceeding southwardly along the center line of Tonne Road to the center lane of Devon Avenue, and all that part of the Village lying south of the center line of Devon Avenue. ELECTION PRECINCT NUMBER 3 All that area of. the Village of Elk Grove Village lying within an area defined by a line which commences at a point at the intersection of the center line of Arlington Heights Road and Salt Creek, thence northeasterly along the center line of Arlington Heights Road to its intersection with the center line of Landmeier Road, thence eastwardly along the center line of Landmeier Road to the center line of Tonne Road, thence southwardly along the center line of Tonne Road to the center line of Elk Grove Boulevard, thence IM westwardly along the center .line of Elk Grove Boulevard to the center line of Ridge Avenue, thence southwardly along the center line of Ridge Avenue to the north line of Brookhaven Drive, thence westwardly along the north line of Brookhaven Drive to Cypress Lane and continuing along the North extension of Brookhaven Drive to Salt Creek, thence northwardly along Salt Creek to the place of beginning. Polling place, Ridge Elementary School, 650 Ridge Avenue; Village of Elk Grove Village, Illinois. ELECTION PRECINCT NUMBER 4 All that area of the Village of Elk Grove Village lying within an area defined by a line which commences at a point at the intersection of the center lines of Elk Grove Boulevard and Ridge Avenue, thence eastwardly along the center line of Elk Grove Boulevard to the center line of Tonne Road, thence southwardly along the center line of Tonne Road to the center line of Clearmont Drive, thence westwardly along the center line of Clearmont Drive to the center line of Maple Lane, thence southwardly along the center line of Maple Lane, to the center line of Pinewood Drive, thence westwardly along the center line of Pinewood Drive to the center line of Aspen Lane, thence northwardly along the center line of Aspen Lane to the center line of Clearmont Drive, thence westerly along the center line of Clearmont Drive to the center line of Ridge Avenue, thence northwardly along the center line of Ridge Avenue to the center line of Elk Grove Boulevard (the place of beginning), also all -5- persons whose addresses are on Pinewood Drive. Polling place, Grant Wood Elementary School and Youth Center, Elk Grove Boulevard and Ridge Avenue, Village of Elk Grove Village, Illinois. ELECTION PRECINCT NUMBER 5 All that area of the Village of Elk Grove Village lying within an area defined by a line commencing at Salt Creek and the north line of Brookhaven Drive as extended thence, continuing eastwardly along the north line of Brookhaven Drive to the center line of Ridge Avenue, thence southwardly along the center line of Ridge Avenue to the center line of Clearmont Drive, thence eastwardl_y along the center line of Clearmont Drive to the center of Aspen Lane, thence southwardly along the center line of Aspen Lane to the center line of Pinewood Drive, thence eastwa.rdly along the center line of Pinewood Drive to the center line of Maple Lane, thence northwardly along the center line of Maple Lane to the center line of Clearmont Drive, thence east- wardly along the center line of Clearmont Drive to the center line of Tonne Road, thence southwardly along the center line of Tonne Road to Devon Avenue, thence westwardly, northwardly and westwardly along the Elk Grove Village limits to Salt Creek, thence northwardly along Salt Creek to the point of beginning, except persons whose addresses are on Pinewood Drive. Polling place, Clearmont Elementary School, Ridge Avenue and Clearmont Drive, Village of Elk Grcve Village, Illinois. ELECTION PRECINCT IUMBE'R 6 All that area of the Village of Elk Grove Village lying west. of Salt Creek and East of Arlington Heights Road. Polling place, Salt Creek Elementary School, Eden Road and John F. Kennedy Boulevard, Village of Elk Grove Village, Illinois. ELECTION PRECINCT NULvBER 7 All that area of the Village of Elk Grove Village lying west of Arlington Heights Road. Polling place, Richard E. Bryd School, Wellington Avenue and Somerset Lane, Village of Elk Grove Village. The polls at said election will be opened at 6:00 o'clock A.M. in the morning and will be closed at 6:00 o'clock P.M. on the date of the election. All persons qualified to vote at regular Village elections are qualified to vote on said questions, and electors must vote at the polling place designated for the election precinct within which they reside. By order of the President and Board of Trustees of the Village of Elk Grove Village, Cool, and Du Page Counties, Illinois. DATED this ATTEST: Village Clerk day of -7-- President 1969. Section 5: That for said special election, five (5) judges of election for each precinct will be appointed by the President and Board of Trustees. Section 6: That the ballot to be used at said election for the purpose of submitting the aforementioned question to the voters shall be substantially the following form: (Face of Ballot) OFFICIAL BALLOT QUESTION: TO ISSUE $ 1,040,000.00 MUNICIPAL BUILDING BONDS (INSTRUCTION TO VOTERS: Place a cross (x) in the square opposite the word indicating the way you desire to vote). Shall bonds in the amount of $1,040,000.00 be issued by the Village of Elk Grove Village, Cook and Du Page Counties, Illinois, for the purpose of paying the cost of constructing two (2) municipal buildings in and for said YES Village on the property now owned by said Village and located on Biesterfield Road just east of Wellington Avenue, one building to be a fire station and one to be a combination police station and Village Hall bearing interest at the NO rate of not to exceed six per cent (6%) per annum? (On the back of the ballot shall appear the following). OFFICIAL BALLOT Special Election held on the 15th day of February 1969, to vote on the question of issuing $1,040,000.00 in general obligation bonds for the purpose of constructing two (2) municipal buildings on property owned by the Village, one to be a fire station, the other a combination police station and Village 11all. Election Precinct Number Polling Place (Facsi.mi.le Si naturc) Village Clerk, Village of Elk Grove Village, Cool; and DuPage Counties, Illinois Section 7: That the Village Clerk is hereby ordered to cause a sample of the ballot to be published once in the Elk Grove Herald and once in the Du Page County Register not less than five (5) days prior to the date set for said election, said newspapers being newspapers published and having a general circulation in said Village, and to procure and prepare all necessary election material for holding and conducting said election.
