AN ORDINANCE ESTABLISHING A COMMUNITY SERVICES AND
MENTAL HEALTH FUND AND PROVIDING FOR THE ADMINISTRATION
Of SAME
NOW, THEREFORE, BE IT ORDAINED by the President and Board of
Trustees of the Village of Elk Grove Village, Counties of "ook and
DuPage, Illinois:
Section 1. That Chapter 7 of the Municipal Code of the Village
of Elk Grove Village is hereby amended by adding thereto the following:
"Article XI COMMUNITY SERVICES AND MENTAL HEALTH BOARD.
Si .1101. There is hereby established a Community Services
and Ment Health Board consisting of seven (7) members, two of whom
shall be Village Trustees and each of whdm shall be appointed by the
Village President with the content of the,Board of Trustees, for a
term of four (4) years from the date of appointment. The persons
first a0pointed shall have a term ending April 30, 1969.
Marc I of each year said board shall meet and elect a chairman
and secretary who shall serve as such until the last day of :ebruary
of the next succeeding year. No person shall be appointed to said
board unless he has demonstrated a sustained interest in community
services and mental health or has had professional training in said
field or a related field. Members of said board need not be residents
of the village. No member shall receive compensation for any service
performed. Said board shall appoint such committees as it may deem
necessary.
Section 7.1102. Functions. The Community Services and Mental
Health Board shall have the following functions:
A - To submit annually, prior to February 15 of each year, a
written program for community services and mental health together
with a recommended budget sufficient to carry out said program, in
a form satisfactory to the Village Manager.
B - Cause to be prepared such contracts as may be necessary to
instrument program submitted.
C - Upon the approval of the President and Board of Trustees
of the aforementioned program and budget, the Community Services
and Mental Health Board shall administer the Community Services and
Mental Health program for the Village of Elk Grove Village in
accordance with approved contracts and state law.
Section 7.1103. The Community Services and Mental Health Fund.
There is hereby established a Community Services and Mental Health
Fund. All funds allocated by the Yioi
and all funds donated to
the village for Community Servicest!6ntal Health shall be deposited
in a special fund to be known as the Community Services and Mental
Health Fund.
The Village Treasurer shall be custodian of said fund and shall pay
out said funds in accordance with the directions of the Community
Services and Mental Health Board as evidenced by an order of the
chairman of said board and upon a certification by the Village
Manager that said amount directed to be paid out is programmed,
budgeted and in accordance with the general directives of the
President and Board of Trustees. In the event that the Village
Manager shall refuse to certify the Village Treasurer shall not pay
out pending a directive from the President and Board of Trustees
directing him to pay out in accordance with the directions of the
chairman of said board.
Section 2. This ordinance shall be in full force and effect
from and after its passage and approval according to law.
