AN ORDINANCE AMENDING THE MUNICIPAL CODE,
ARTICLE IX CHAPTER 14. -RELATING TO BICYCLES
NOW, THEREFORE, BE IT ORDAIiNED by the President and Board of
Trustees of the Village of Elk Grove Village, Counties of Cook and
DuPage, Illinois:
Section 1 - That Chapter 14, Article IX of the Municipal Code of the
Village of Elk Grove Village is hereby amended to read as follows;
it ARTICLE IX BICYCLES
14.,4Q1 LICENSES REQUIRED.) No person who resides within this Village shall
ride or propel a bicycle on any street or upon any public path set aside
for the exclusive use of bicycles, unless such bicycle has been licensed
and a license plate or sticker is attached thereto as provided herein.
14.902 LICENSING OF BICYCLES.) (a) The owner or operator of a bicycle
shall obtain an annual license for each bicycle. Such licenses are not
transferable. (b) Licenses shall be obtained from the Village Clerk.
The fee for the first license shall be $1.00. (c) Annual relicensing of
same bicycle shall be at no additional cost. (d) Loss of license or
bicycle with license attached shall be reported immediately to the Chief
of Police.
14.903 ISSUAiNCE OF LICENSE PLATES OR STICKERS.) The Village Clerk shall
issue a license plate or sticker bearing the word "Bicycle", the license
number assigned to the bicycle and the name of the Village, to the owner
of said bicycle, if said bicycle meets the requirements of this ordinance
and the issuance of such license plate or sticker shall be the license to
operate such bicycle on the streets of this Village.
14.904 VILLAGE SERIAL NUMBER.) At the time said license plate or sticker
is issued, there shall be stamped into the frame of said bicycle a Village
code and serial number, and the Police Department shall keep an accurate
record of the Village serial numbers stamped upon all bicycles, together
with a record of the make of the bicycle, and type and color thereof, and
the manufacturer's serial number, if any.
14.905 ATTACHMENT OF LICENSE PLATE OR STICKER.) (a) The Police Department
shall cause the license plate or sticker, issued by the Village Clerk, to
be firmly attached to the rear mudguard or frame of the bicycle for which
issued, in such position as to be plainly visible from the rear. (b) No
person shall remove a license plate or sticker from a bicycle during the
period for which issued, except upon a transfer of ownership or in the event
the bicycle is dismantled and no longer operated upon any street in this
Village.

14.906 TRANSFER OF OWNERSHIP.) Upon the sale or other transfer of a
licensed bicycle, the licensee shall remove the license plate or sticker
and may, upon proper application, but without payment of additional fee,
have said plate assigned to another bicycle owned by the applicant.
14.907 BICYCLE DEALERS.) Every person engaged in the business of buying
or selling new or second-hand bicycles shall make a report to the Chief of
Police of every bicycle purchased or sold by such dealer giving the name and
address of the person from whom purchased or to whom sold, a description of
such bicycle by name or make, the frame number, and the number of the license
plate or sticker if any, found thereon, and, in case of a second-hand bicycle,
the serial number of the Village stamped on the frame.
14.908 SAFETY EQUIPMENT.) (a) Light. It shall be unlawful to operate a
bicycle on any street or sidewalk during the period from one-half hour
after sunset to sunrise, which bicycle is not equipped with at least one
lighted lamp firmly secured to the front mudguard or handlebars of the
bicycle showing a white light visible at least five hundred (500) feet in
the direction toward which the bicycle is proceeding and at least one
lighted lamp showing a red light visible at least five hundred (500) feet
in the opposite direction. (b) Signalling Devices. It shall be unlawful
to operate a bicycle on any street, sidewalk, or other public place, which
bicycle is not equipped with a signalling device in good working order and
audible at a distance of not less than one hundred (100) feet when sounded,
except that no bicycle may be egiApped with or make use of any gong, siren,
or mechanical whistle. (c) Brakes. Every bicycle shall be equipped with
a brake adequate to control the movement of and to stop such bicycle when-
ever necessary. Such brake or brakes shall be maintained in good working
order at all times. (d) Requirement of License. No license plate or
sticker will be issued for any bicycle which does not meet the above safety
equipment requirements, except that if a bicycle is not to be operated after
dark and a signed note to this effect by the bicycle owner or, if the owner
is a minor, by his parent or guardian, is placed on file with the Chief of
Police; then the requirement concerning lights is waived. It is further
required that to be eligible for a license, a bicycle must meet these addi-
tional safety standards: (A) Tight handle grips, (B) Adjusted and tight
seat, (C) Good pedals and pedal action, (D) Proper chain slack (one inch),
and safe chain condition, (E) Adjusted and tight handle bars, (F) Tight wheel
cones --wheels must not wobble, (G) No broken spokes, and (H) Good properly
inflated tires.
14.909 RIDER'S PERMIT REQUIRED.) No person who resides within this Village
shall ride or propel a bicycle on any street or upon any public path set
aside for the exclusive use of bicycles, unless such rider has been issued
a rider's permit as provided herein.
14.910 RIDER'S PERMIT ISSUANCE.) A permanent Rider's Permit will be issued
by the Chief of Police or his designated agent to any person demonstrating
(a) an adequate knowledge of the Laws of this Village relating to safe

bicycle operation, and (b) sufficient skill to operate a bicycle safely in
accordance with the law. There is to be no charge or fee for any Rider's
Permit.
1/4.911 TRAFFIC LAWS APPLY TO PERSONS RIDING BICYCLES.) Every person operating
a bicycle upon a roadway shall be subject to the provisions of the traffic
ordinances of this Village applicable to the driver of a vehicle, and except
as to special regulations in this ordinance and except as to those provisions
of the ordinance which by their nature can have no application.
14.912 OBEDIENCE TO TRAFFIC CONTROL DEVICES.) (a) Any person operating a
bicycle shall obey the instructions of official traffic signals, signs and
other control devices, applicable to vehicles, unless otherwise directed by
a police officer. (b) Whenever authorized signs are erected indicating that
no right or left or "U" turn is permitted, no person operating a bicycle
shall disobey the direction of any such sign except where such person dis-
mounts from the bicycle to make such turn, in which event such person shall
obey the regulations applicable to pedestrians.
14.913 RIDING ON BICYCLES.) A person operating a bicycle shall not ride
other than upon or astride the permanent and regular seat attached thereto,
nor carry any other person upon such bicycle other than upon a firmly attached
and regular seat thereon, nor shall any person ride upon a bicycle other than
as above authorized.
14.914 SPEED.) No person shall operate a bicycle at a speed greater than is
reasonable and prudent under the conditions then existing.
14.915 RIDING ON RIGHT.) Every person operating a bicycle upon a roadway
shall ride as near to the right hand side of the roadway as practicable,
exercising due care when passing a standing vehicle or one proceeding in the
same direction.
14.916 EMERGING FROM ALLEY OR DRIVEWAY.) The operator of a bicycle emerging
from an alley, driveway or building shall, upon approaching a sidewalk or the
sidewalk area extending across any alley -way, yield the right-of-way to all
pedestrians approaching on said sidewalk or sidewalk area, and upon entering
the roadway shall yield the right-of-way to all vehicles approaching on said
roadway.
14.917 CLIiDGING TO VEHICLES.) No person riding upon any bicycle shall attach
the same or himself to any vehicle upon a roadway.
14.918 RIDING IN A GROUP.) Persons operating bicycles upon a roadway shall
ride single file except on paths or parts of roadways set aside for the
exclusive use of bicycles.
14.919 CARRYING ARTICLES.) No person operating a bicycle shall carry any
package, bundle or article which prevents the rider from keeping both hands
upon the handle bars.

14.920 PARKING.) No person shall park a bicycle upon a street other than upon
the roadway against the curb or upon a sidewalk in a rack to support the
bicycle, or against a building or at the curb in such manner as to afford the
least obstruction to pedestrian traffic.
14.921 RIDING ON 31DEWALK3,j (a) No person shall ride a bicycle upon a
sidewalk within a business district. (b) The Chief of Police is authorized
to erect signs on any sidewalks or roadways prohibiting the riding of bicycles
thereon by any persons, and when such signs are in place, no person shall
disobey same. (c) Whenever any person is riding a bicycle upon a sidewalk,
such person shall yield the right-of-way to any pedestrian and shall give
audible signal before overtaking and passing such pedestrian.
14.922 PARENT'S RESPONSIBILITY.) The parents of any child and the guardian
of any ward shall not authorize or knowingly permit any child or ward to
violate any of the provisions of this Article, and any parent or guardian
authorizing or knowingly permitting such violation shall, upon conviction
thereof, be guilty of a misdemeanor and shall be punished by imposition of
the penalties provided for herein.
14.923 DEFINITION OF THE TERM "BICYCLE".) Every device propelled by human
power upon which any person may ride, having two tandem wheels, either of
which is sixteen (16) inches in diameter or greater.
14.924 PENALTIES.) Any person found guilty of violating any of the provisions
of this ordinance shall be fined not less than one dollar ($1.00) nor more
than fifty dollars ($50.00) for each violation.
14.925 REPEAL.) All ordinances or parts of ordinances in conflict herewith
are hereby repealed."
Section 2 - That this ordinance shall be in full force and effect from
and after the passage, approval and publication, according to law.
