HomeMy WebLinkAboutORDINANCE - 286 - 4/4/1963 - MUTUAL FIRE AID PROGRAM6/3/18/63 ORDL IME Noo1 yG AN ORDINANCE TO PROVIDE FOR A MUTUAL FIRE AID PROGRAM BETWEEN THE VILLAGE Or, EU[ GROVE VILLAGE AND NEIGHBORING MQNICIPALITIES BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE CF ELK GROVE VILLAGE: SECTION ONE: PURPOSE. The purpose of this ordinance is to provide for a program of mutual aid between the Village of Elk Grove Village and other municipalities whereby each such municipality will be obligated to come to the assistance of a neighboring municipal- ity in the event of a fire or other disaster therein of such magnitude that the fire -fighting equipment and personnel of the municipality cannot effectively cope with it. SECTION TWOS DEFINITIONS* For the purpose of this ordinance, the following terms are defined as follows: (a) "Municipality": A city or villagel (b) "Mutual Fire Aid Program": A plan or program as provided for in this ordinance whereby the munioipalities participating In the program agree to come to one another's assistance in case of fire or other disaster too large for local equipment and personnel to handle; (c) "Mutual Aid Area": The territery occupied by the muni- oipalities namely : Mt, Prospect, Elk Grove Villages Arlington Heights, Rolling Meadows, Palatine and Hoffman Estates; (d) "Participating Municipality": A municipality, in the mutual aid area, that participates in the Mutual Fire Aid Progrm by adopting an ordinance authorizing or approving the program and entering into an appropriate agreements (substantially as provided herein) with other participating municipalities for rendering and receiving aid in ease of fire or other disaster; (e) "Stricken Municipality": A participating municipality in which a fire or other disaster occurs that is of such magnitude that it cannot be adequately coped with by local fire fighting equlpsunt and personnel= persocLnel to fight any fire or to meet any emergency -ithir its o:,Tr boundaries ihat may reasonably* be anticipated. This tentative Mutual Fire Aid Program is set forth it a chart on file in the office of the Clerk of thi: Village and is subject to change or abrogation b;; action of the Ohief of ;he Fire Dc-partment pursuant to Section 9'1)ree thereof. SECTION THREE: AGREEMENT TO EFFECTUATE THE MUTUAL FIRE AID PROGRAM The President of the VillLge of Elk Grove Village is authorized on bs+half of this Village, to enter into and from time to time to alter and amend with the consent of the Village Board an agree- ment with any or all of the municipalities in the mutual aid area defining and putting into effect a Mutual Fire Aid Program providing generally " follows: (A) In the event that, in the judgment of the officer in charge of the fire department of a stricken municipality, the avail- able fire fighting equipment of that municipality is inade- quate effectively to cope with a fire or other disaster therein, said officer may call on a neighboring p c ticipating municipality to furnish fire fighting equipment and personnel (to the extent specified in the agreement) to the stricken municipality, for use, either (1) in combating the fire or other casualty or (2) as a standby reserve to meet other calls that may occur before the local fire fighting equipment is free to take care of them. (B)Eaah aiding munioipality furnishing fire fighting equipment to a stricken municipality shall have the right to call on another participating municipality for fire fighting equip- ment and personnel (to the extent specified in the agreement) as a standby reserve to take the place, in part, of the equipment furnished to the stricken municipality until such equipment shall be returned. (C) on receipt of a oall under paragraph (A) or (B) above, the aiding municipality called upon shall (to the extent provided 1* the agreement) furnish the equipment and personnel called for by the stricken municipality, or by the first aiding municipality; except that each aiding municipality may always be permitted to retain sufficient fire fighting equipment and
