A RESOLUTION AUTHORIZING THE VILLAGE PRESIDENT AND VILLAGE CLERK
TO EXECUTE AN AGREEMENT BETWEEN THE VILLAGE OF ELK GROVE VILLAGE
AND THE SUBURBAN BUS DIVISION (PACE) OF THE REGIONAL TRANSPORTATION
AUTHORITY (DIAL -A -RIDE)
NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees
of the Village of Elk Grove Village, Counties of Cook and DuPage, State of
Illinois as follows:
Section 1: That the Village President be and is hereby authorized to
sign the attached documents marked:
PACE PARATRANSIT LOCAL SHARE AGREEMENT
a copy of which is attached hereto and made a part hereof as if fully set
forth and the Village Clerk is authorized to attest said documents upon the
signature of the Village President.
Section 2: That this Resolution shall be in full force and effect from
and after its passage and approval according to law.

PACE PARATRANSIT LOCAL SHARE AGREEMENT
Village of Elk Grove
This agreement is made this 14th day of December , 1999 by and between the Suburban Bus
Division of the Regional Transportation Authority (RTA) operating under the name and hereinafter
referred to as "Pace", an Illinois municipal corporation, and the Village of Elk Grove, an Illinois
municipal corporation, hereinafter referred to as the "Village".
The parties, in consideration of the mutual promises hereinafter set forth, hereby agree to the following:
1. TERM - This agreement will be in effect beginning January 1, 2000 and ending December 31, 2000.
2. SERYICE SERVICEDESCRIPTIO - The Village will participate in the financial support of the
transportation service described in the attached Exhibit A. Exhibit A is hereby incorporated and
made a part of this Agreement.
3. REPORTING - Pace will provide to the Village on a monthly basis, a report with the following:
A. Number of one-way trips.
B. Total Vehicle service hours (provided for Dial -A -Ride service as outlined in Exhibit A of this
Agreement).
C. A billing for Local Share, determined as outlined in Section 4 of this Agreement.
4. LOCAL SHAR . FUNDING - Pace shall participate in the cost of funding only service provided
Monday through Friday. The Village agrees to reimburse Pace monthly for the Local Share incurred
in operating the service described in Exhibit A and for 100% of the cost of providing the non -Pace
funded service. The Village costs will be calculated in the following manner:
A. Service Not Funded by Pace - The Local Share shall be calculated by multiplying the number of
vehicle service hours provided by the contractor's hourly rate, minus fare revenue for such
service.
B. Service Funded by Pace -
1. The Total Expense of the project will be calculated by multiplying the actual number of
vehicle service hours delivered per this Agreement by the hourly rate charged to Pace by the
Contractor. Operating Deficit will be defined as Total Expense less fare revenue.
2. The Pace Contribution will be the lesser of 1) 75% of the actual Operating Deficit attributed
to a maximum of 7,030 vehicle hours of service, 2) $2.50 multiplied by the number of
one-way passenger trips, or 3) $81,900.
The Pace Contribution shall be calculated monthly on a year-to-date basis to adjust for actual
vehicle hours of service and ensure that the annual Pace Contribution is not depleted in
advance before the end of the term of this agreement.
The Local Share is the Total Expense, as described in Section 4.B.1., minus fares, minus the
Pace Contribution.
3. The Village shall pay Pace within thirty (30) days of receiving the monthly bill for service
costs for both Pace -funded services and non Pace -funded services.

4. In addition to the Local Share described above, the Municipality agrees to subsidize/reimburse
Pace for fare revenue associated with semi -scheduled service outlined in the Exhibit A service
description. The Pace minimum fare of $0.65 times the number of trips for semi -scheduled
service will be billed monthly with the Local Share.
5. AMENDMENT - This Agreement constitutes the entire Agreement between the parties hereto. Any
proposed changes in this Agreement shall be submitted to Pace for its prior approval. Except for
minor service changes, no modification, addition, deletion, revision, alteration or other change to
this Agreement shall be effective unless and until such changes are reduced to writing and executed
by the authorized representatives of parties hereto. Minor changes to semi -scheduled transportation
services, including times and days, are permitted subject to prior written notice being provided to the
Village regarding the service changes to be undertaken.
R ATION - This contract can be terminated upon thirty (30) calendar days written notice by
Pace, if: 1) sufficient funds have not been appropriated to cover the estimated requirements by Pace
or by any other agency funding the service; 2) Pace develops alternative public transportation services
which, as determined by Pace will better meet the transportation needs of the public; or, 3) the
Village fails to make payments as required by Section 4 of this agreement.
7. FAILURE TO PERFORM - Pace will not be responsible for any failure on the part of the
Contractor to provide service due to circumstances beyond the reasonable control of the Contractor
or Pace. Pace shall make every reasonable effort to have service restored as soon as practical under
the circumstances. No fees will be charged for service not performed.
IN WIIWESS WHEREOF, the parties hereto have caused this Agreement to be made effective and
executed as of the date first set forth above by their duly authorized officials.

EXHIBIT A
TRANSPORTATION SERVICES
VILLAGE OF ELK GROVE
TYPE OF SERVICE Curb -to -Curb Dial -A -Ride Bus Service
SERVICE OPERATED BY Pace will contract with a private carrier
TRIP RESERVATION METHOD 1 hour advance reservation
SERVICE AREA Service within the Village of Elk Grove, excluding the industrial park area. Service
to Woodfield Mall is available through transfer fixed route service #699.
Semi -scheduled service is also available between Senior Housing sites and the
Senior/Community Center, local grocery and shopping areas, and Stratford Square
Mall, as mutually agreed upon by the Village and Pace.
SERVICE HOURS Monday through Friday (Pace funded)
9:00am - 6:30pm
Saturday (Non -Pace funded)
9:00am - 4:00pm
Service will = operate on the following holidays:
• New Year's Day
• Memorial Day
• Independence Day
• Labor Day
• Thanksgiving Day
• Christmas Day
ONE-WAY FARE Fut? Fare $ 1.30
Reduced Fare $ .65
All fares are subject to change at the discretion of Pace.
FARE STRUCTURE The reduced fares category includes children ages 7-11, senior citizens age 65+, and
persons with disabilities who have an RTA Reduced Fare Card or an RTA ADA
Paratransit Services Card, and students (high school or younger with proper
identification) traveling to or from school only, during school hours. Children under
the age 7 can only ride when accompanied by a fare paying passenger (a maximum
of two children per fare paying passenger). The first two children under age 7 can
ride free with any additional children paying the reduced fare rate.

ADDENDUM
TRANSPORTATION SERVICES
VILLAGE OF ELK GROVE
SEMI -SCHEDULED TRANSPORTATION SERVICES
In addition to the regular dial -a -ride services described in Exhibit A of the Local Share agreement, the following
pre -scheduled service will be provided at the Village's request. These services are to be provided free of charge
to residents of the Village Grove Apartments and/or other senior housing complexes as may be identified and
mutually agreed upon by the Village and Pace. The Village will subsidize and reimburse Pace for the required
minimum fare for these trips.
Stratford Square Mall Shopping Trips:
Second and Fourth Wednesdays of each month
Pick ups beginning at 9:30am, return from Stratford at 3:00pm.
Reservations required the morning of the trip.
A minimum of four (4) individuals need to request service or trip will be canceled.
Monday Service:
Mallard Crossing Shopping Plaza
Pick ups beginning at 1:00pm, return at 3:00pm.
Tuesday Service:
Super K Shopping Plaza
Pick ups beginning at 10:00am, return between 11:30am and 12:00pm.
Thursday Service:
Elks Crossing Plaza & Elk Grove Town Center Plaza
Pick ups beginning at 10:00am, return trips at 11:30am and 12:00pm. (2 returns)
Week Night Service:
Elk Grove Senior Center (for meal/dinner program)
Call for ride to Senior Center, scheduled return at 5:45pm. For later return call.
