A'RESOLUTION ADOPTING AN AFFIRMATIVE ACTION PLAN
FOR THE VILLAGE OF ELK GROVE VILLAGE
WHEREAS, it is the policy of the United States Government to
insure the maximum participation of all available workers in
production, regardless of race, creed, sex,.age, color, religion,
national origin, disability (following the requirements of the
Americans with Disability Act), or ancestry; and
Whereas, it is the firm belief that the democratic way of
life within the Nation can be defended successfully only with
help and support of all groups within its borders, including the
Village of Elk Grove Village, by eliminating possible
discrimination in public and private employment; and
WHEREAS, it has been the policy of the Village of Elk Grove
Village to provide equal opportunity in employment to all
qualified persons; and
WHEREAS, the Village of Elk Grove Village has endorsed on
Equal Employment Opportunity Plan and Affirmative Action Program
to provide equal employment opportunities, and reaffirms this
policy and declares its commitment to support equal employment
opportunities through an Affirmative Action Plan, which is
attached to and part of this Resolution, by reference.
NOW, THEREFORE, BE IT RESOLVED THAT the corporate
authorities of the Village of Elk Grove Village, in furtherance
of this democratic objective, have enacted on the 27th day of
July, 1993, that it is an unlawful practice for any Department
Office or Commission to refuse to employ or to discharge any
person, otherwise qualified, on account of race, creed, sex, age,
color, religion, national origin, disability (following the
requirements of the Americans with Disabilities Act), or
ancestry;
AND, BE IT FURTHER RESOLVED THAT, in order to make the
citizens of Elk Grove Village aware of the Equal Employment
Opportunity policies of the Village of Elk Grove Village, the
Village Board of Trustees has designated the Village Manager as
the chief enforcement officer to investigate EEO complaints,
adjudicate offenders and disseminate information pertaining to
EEO policies and Affirmative Action.
THEREFORE, BE IT FURTHER RESOLVED by the President and Board
of Trustees of the Village of Elk Grove Village, Counties of Cook
and DuPage, State of Illinois:
Section 1. That the Affirmative Action Plan attached
hereto is hereby adopted.
Section 2. That this resolution shall be in full force
and effect from and after its passage and approval according to
law.

AFFIRMATIVE ACTION PLAN
Village of Elk Grove Village
I. Equal Employment Policy
It is the policy of the Village of Elk Grove Village to practice equal
opportunity in all employment policies and practices, including
recruitment, hiring, training, advancement, transfer, compensation, and
privileges. This policy shall be carried out for all employees regardless
of race, creed, sex, age, color, religion, national origin, disability
(following the requirements of the Americans,With Disabilities Act), or
ancestry.
II. General Objectives of the Affirmative Action Plan
A. To establish, maintain, and implement an Affirmative Action Plan
which promotes equal opportunity in every aspect of employment.
B. To prevent occurrence of arbitrary discriminatory practice relating
to employment or access to promotion within the Village of Elk Grove
Village.
III. Affirmative Action Plan
The following actions are or will be taken in order to implement the equal
opportunity employment practices of the 'Village of Elk Grove Village
Police Department.
A. The President and Board of Trustees have determined that the
Village's employment and promotion practices shall be based on
opportunities and qualifications to perform duties and
responsibilities.
B. An Affirmative Action Officer, who shall be the Personnel Officer,
will be responsible for the implementation, maintenance, and
improvement of the Affirmative Action Program. Toward that end, 'the
following duties shall be performed:
1. Determine the degree to which goals and objectives of the Plan
have been obtained, and advise the Village Manager of the
progress.
2. Assist in the identification and solution of problems in
fulfilling the program.
3. Design and administer auditing and reporting systems including
the maintenance of a log of applicants.
4. Serve as a liaison between the Village and external
enforcement agencies.
5. Keep management informed of the latest developments in the
equal opportunity area.

6. Evaluate the program at least semi-annually and initiate
corrective measures where necessary.
7. Provide an effective communication and educational program on
the requirements and progress of the Affirmative Action Plan.
B. Assist all Department Head in implementing and maintaining the
program.
C. Each Department Head is hereby assigned the responsibility of
implementing and maintaining the Plana
D. As vacancies occur in positions other than those in the lowest pay
ranges, every attempt is and will continue to be made to fill them
by promotion of present employees.
E. The Village does use its personnel rules and policies regarding
benefits, employment, promotion and rates of pay on a non-
discriminatory basis.
F. The Village does within its financial and budgetary limitations make
training and educational opportunities available to permanent
employees on a non-discriminatory basis .for individual . and
organization benefit.
Specific Goals
In order to decrease any deficiencies, Elk Grove Village will perform such
activities to encourage and increase the interest of women and those in
the "other" race category. This will be done through the use of
advertising and directing recruiting efforts toward those groups. It is
recognized, however, that there are many variable factors which could
affect the attainment of this goal, such as the need for personnel,
turnovers, hiring freezes, and the availability of applicants who are
interested and qualified for employment.
Work Force Recruitment Area
There shall also be a strive to seek qualified applicants from a much
larger geographic area as well as from colleges, universities, and social
organizations where women and those in the "other" race category
congregate.
Implementation
The Affirmative Action Plan is effective immediately upon its adoption by
the President and Board of Trustees.
