A RESOLUTION ON STATE UNFUNDED MANDATES
WHEREAS, the Illinois General Assembly has approved many unfunded
programs , responsibilities and laws unto local governments; and
WHEREAS, the numerous responsibilities have placed tremendous fiscal
burdens on local governments; and
WHEREAS, the cumulative burden of programs, responsibilities and laws
have jeopardized the ability of local governments to provide essential
services without increasing property taxes or reducing services; and
WHEREAS, the residents of the State of Illinois voted overwhelmingly
to end unfunded State mandates in a referendum held November 1992 ; and
WHEREAS, the General Assembly has not acted to end unfunded mandates;
and
WHEREAS, "Unfunded Mandates Day" is to be held on October 27th to
raise public attention to the unfunded state mandate problem and its fiscal
impact on local governments, and ultimately the taxpayer.
NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees
of the Village of Elk Grove Village, Counties of Cook and DuPage, State of
Illinois as follows:
Section 1: That this Resolution be conveyed to Governor Jim Edgar,
Senator Peter G. Fitzgerald, Senator James Philip, Representative Terry R.
Parke and Representative Kathleen L. Wojcik.
Section 2: That this Resolution shall be in full force and effect
from and after its passage and approval as provided by law.
