A RESOLUTION AUTHORIZING RELEASE/RETENTION OF EXECUTIVE
SESSION MINUTES OF THE VILLAGE OF ELK GROVE VILLAGE
WHEREAS, the President and Board of Trustees of the Village of Elk
Grove Village have met from time to time in executive session for purposes
authorized by the Illinois Open Meetings Act; and
WHEREAS, as required by the Act, the Village Clerk has kept written
minutes of all such executive sessions; and
WHEREAS, pursuant to the requirements of Public Act 85-1355, the
President and Board of Trustees have met in closed session to review all
closed session minutes; and
WHEREAS, they have determined that a need for confidentiality still
exists as to the executive session minutes for certain meetings and that
they should not be released at this time; and
WHEREAS, they have further determined that the minutes of the meetings
listed on the attachment hereto no longer require confidential treatment
and should be made available for public inspection.
NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees
of the Village of Elk Grove Village, Counties of Cook and DuPage, State of
Illinois, as follows:
Section 1. That the Executive Session Minutes from those meetings
set forth on the attachment hereto are hereby released.
Section 2. That the Village Clerk is hereby authorized and directed
to make said minutes available for inspection and copying in accordance
with the standing procedures of the Clerk's office.
Section 3. That this Resolution shall be in full force and effect
from and after its passage and approval according to law.

Members met with Don Kontos, owner of the Where Else Lounge,
and his attorney, John Zimmerman, to discuss the 1983 Agreed
Order which included the annexation of the Kontos property
in addition to listing the closing hours for the Where Else
Lounge located on the annexed property.
Zimmerman indicated to members that Kontos may wish to
disannex if the Village does not allow him to maintain the
current closing hours of 4 a.m. on weekdays and 5 a.m. on
weekends.
Consensus was to take the matter under advisement.

LAND ACQUISITION
Members discussed the status of the parcel of land along
Rohlwing Road which is currently not being used as a park
facility by the Elk Grove Park District.
Consensus was to draft a letter to the Park District
Board asking what its intentions are for the subject site.

PERSONNEL
Members met with the project manager from Ernst and Young
to discuss the activities which will be taking place during the
review of the Village's Management Compensation Plan.
The Board asked the consultant to consider placing ranges
in the 75th percentile, and to advise whether further positions
should be studied due to compression between the department head
and next level supervisor.

The President presented the names of candidates
who had contacted him regarding their interest in filling
the vacant Village trustee position. In addition, the
Board members were also asked for any possible candidates.
The consensus of the Board was to appoint Nancy J.
Czarnik to fill the remaining term of the vacant trustee
position, and that Charles B. Henrici be appointed to
fill the Plan Commission position that will be vacated
by Ms. Czarnik.
Formal action will take place at the Village
Board meeting.
The meeting adjourned at 8:15 p.m.

PERSONNEL
The Committee members discussed the appointment of Police Sgt. Steven
® Schmidt to the exempt rank of Police Division Commander. Tne appointment was
made by the Police Chief and supported by the Village Manager. Sgt. Scnmict's
experience and qualifications were discussed.
Discussion ensued about the authority to appoint the Police Division
Commanders and the Deputy Fire Chief and whether such appointments should be
from any rank or the next lower rank, as had occurred in the past. Currently
the Municipal Code permits the Police Chief to appoint Division Commanders
and the Fire Chief, with approval of the Village Board, to appoint the
Deputy Fire Chief. A proposed amendment to the Code would vest the authority
for such appointments in the respective Chiefs with the approval of the
Village Manager.
The proposed Code amendment will be considered at the next regular
Village Board meeting on November 28, 1989• The Chiefs and Manager will
continue to advise the Village Board of future appointments to major positions
before they become effective.
It was moved by Trustee Bosslet, seconded by Trustee Tosto to adjourn
the Executive Session at 11:00 p.m. All Board members present voted in favor
of the motion and it carried 5-0 to adjourn.

LAND ACQUISITION
The Village Manager informed the Board of a 1.83 acre parcel,
located along the east side of Salt Creek just south of Arlington
Heights Road, which is being sold for delinquent taxes. The minimum
bid is $250.
it was the concensus of the Board to pursue the acquisition
of the site for use as open space. The Village Manager was authorized
to bid on the property during the public auction.
