RESOLUTION OF THE VILLAGE OF ELK GROVE VILLAGE,
COOK AND DUPAGE COUNTIES, ILLINOIS, CALLING FOR
A PROPOSITION OF WHETHER THE GENERAL ASSEMBLY
OF THE STATE OF ILLINOIS SHOULD BE ADVISED TO
CREATE A REGIONAL AIRPORT AUTHORITY TO BE SUBMITTED
TO THE VOTERS OF THE VILLAGE AT THE
ELECTIO14 TO BE HELD ON NOVEMBER 4, 1986
WHEREAS, the Village of Elk Grove.Village is a member
of the Suburban O'Hare Commission, which Commission is a joint
and cooperative organization representing the interests of
citizens effected by O'Hare International Airport; and
WHEREAS, the Village of Elk Grove Village as a member
of the Suburban O'Hare Commission is vitally interested in
matters pertaining to air traffic at O'Hare International
Airport and its effect on the residents of the Village of
Elk Grove Village; and
WHEREAS, the President and Board of Trustees of the Village
of Elk Grove Village are of the opinion that the General Assembly
of the State of Illinois should be ever mindful of the concerns,
interests and needs of the citizens of the Village of Elk
Grove Village and of the State of Illinois.
NOW, THEREFORE, BE IT RESOLVED by the President and Board
of Trustees of the Village of Elk Grove Village, Counties
of Cook and DuPage, Illinois, as follows:
Section 1: That the following proposition shall be submit-
ted to the voters of the Village of Elk Grove Village at the
non-partisan election to be held on November 4, 1986:
Snould the General Assembly of Illinois
be advised to create a Regional Airport
Authority to promote economic development,
to develop a new major airport, and to
work toward relieving the extreme noise,
pollution, air traffic congestion, and
increased risk to public safety caused
by the ever increasing number of flights
at O'Hare International Airport?
Section 2: That the election shall be held in the voting
precincts and that the polling places established by the County
Board of Cook County, Illinois, which county represents one

hundred (100%) percent of the registered voters of the Village
of Elk Grove Village.
Section 3: That the County Clerk of Cook County, Illinois,
shall give notice of the election in accordance with the General
Election Law by publishing notice thereof in one or more local
community newspapers published in and having general circulation
in the Village, the date of such publication to be not more
than twenty (20) days prior to the date of the election.
Section 4: A separate ballot shall be used to vote on
such question which ballot shall be in substantially the follow-
ing form:
Should the General Assembly of Illinois
be advised to create a Regional Airport
Authority to promote economic development, Yes
to develop a new major airport, and
to work toward relieving the extreme
noise, pollution, air traffic congestion, No

caused by the ever increasing number
of flights at O'Hare International
Airport?

Section 5: That the election shall be conducted by the
election judges appointed by the County Board to act in the
voting precincts at which said question will be submitted to
the voters of the Village.
Section 6: That the Village Clerk of the Village of Elk
Grove Village shall, not less than sixty-one (61) days before
the regularly scheduled non-partisan election to be held on
November 4, 1986, certify to the Cook County Clerk the proposition
as hereinabove set forth to be submitted to the voters of the
Village at said election. Such certification shall include
the form of the public question to be placed on the ballot,
the date on which the public question was initiated by the adoption
of this resolution, and a certified copy of this resolution.
Section 7: That said election shall be held and conducted
and the returns thereof duly canvassed, all in the manner and
time provided by law.
Section 8: That this resolution shall be in full force
and effect from and after its passage and approval according
to law.
