Home My WebLink AboutRESOLUTION - 55-86 - 7/22/1986 - COOK COUNTY HIGHWAY DEPT PERMITS RESOLUTION NO, 55-86 A RESOLUTION AUTHORIZING THE VILLAGE ENGINEER OF THE VILLAGE OF ELK GROVE VILLAGE TO EXECUTE COOK COUNTY HIGHWAY DEPARTMENT PERMITS WHEREAS, on or about June 17, 1986, the Village of Elk Grove Village forwarded a request to the Cook County Highway Deportment to grant its Village Engineer the authority to execute all Cook County Highway Deportment permits on behalf of the Village, o copy of which is attached hereto as Exhibit "A", which is, by this reference, incorporated herein; and, WHEREAS, the request forwarded by the Village of Elk Grove Village provided for the Village Clerk's notarization of the Village Engineers signature and the affixing of the Village Seal upon the permit as approved; and, WHEREAS, on or about July 1, 1986 the Village of Elk Grove Village received authorization from the Cook County Highway Deportment to grant its Village Engineer the authority to execute all Cook County Highway permits, pursuant to the provisions identified in the Village's request, o copy of said authorization being attached hereto as Exhibit "B", which is, by this reference, incorporated herein; and, WHEREAS, the Corporate Authorities of the Village of Elk Grove Village deem the passage of this Resolution to be in the best interest and in further- ance of the general welfare of the Village of Elk Grove Village. NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE, COUNTIES OF COOK AND DU PAGE, ILLINOIS, o home rule municipality, in the exercise of its home rule powers, as follows: SECTION ONE: The provisions of the preamble hereinbefore set forth ore hereby restated as though herein fully set forth. SECTION TWO: The President and Board of Trustees hereby authorize, empower and direct its Village Engineer, Alan J. Boffice, P.E., to execute Cook County Highway Department Permits for and on behalf of the Village of Elk Grove Village. SECTION THREE: The President and Board of Trustees hereby auth- orize, empower and direct its Village Clerk to notarize the Village Engineers signa- ture and to affix the sea/ of the Village to all Cook County Highway permits so executed by the Village Engineer. SECTION FOUR: That all Resolutions in conflict with the pro- visions of this Resolution ore, to the extent of such conflict, expressly repealed. con t'd... Clark Street Chicago, Illinois 60602 Attn: Mr.Gabriel Di tore SUBJECT: COOK COUNTY HIGHWAY PERMIT Dear Mr. Ditore: The Village of Elk Grove Village has recently been discussing the viability of having its Village Engineer execute County Highway Permits in lieu of its Village President. Our existing review/approval process requires the Engineering Department to review the Highway Permit and make a recommendation to the President and Village Board. The permit is then placed on the Village Board's agenda for authorization to execute the permit. Substantial approval delays con and have been encountered because the Village Board meets only once every two weeks. In addition, the execution of the Permit by the Vil- lage President is o somewhat perfunctory operation given the fact that his execution is Contingent upon the Village Engineers recommendation. The Village is requesting to change its highway permit approval process subject to the County's concurrence. The proposed approval process would consist of the following: 1. The President and Village Board would pass o resolution authorizing the Village Engineer to execute all Cook County Highway Permits on behalf of the Village. 2. The Village Clerk will notarize the Village Engineers signoture and offix.the Village seal to the permit. 4. The Permit will be forwarded to the Cook County Highway Deportment. If this procedure is acceptable to the Cook County Highway Deportment we would plan to pass the necessary Resolution at the next regularly scheduled Village Board meeting.
