HomeMy WebLinkAboutRESOLUTION - 67A-86 - 8/26/1986 - INTRA STATE FUNDING FORMULA OF RESOLUTION NO. 67A-86 A RESOLUTION OPPOSING THE PROPOSED INTRA-STATE FUNDING FORMULA OF THE ILLINOIS DEPARTMENT ON AGING WHEREAS, the Village of Elk Grove Village has a substantial older population age 60 and over with the need for services increasing with -',an_z;! ='_' WHEREAS, our older residents have contributed so much to our community; and WHEREAS, the State of Illinois administers Federal and State resources through the Suburban Cook County Area Agency on Aging for community based supportive and nutrition services for older persons and the Illinois Depart- ment on Aging has used a funding formula that substantially underfunds the efforts of local senior service providers for our community; and WHEREAS, the same Department on Aging is proposing a rule that would continue to allocate more resources for services to every other area of the state per older person than to the older persons in Suburban Cook County; and WHEREAS, the Suburban Cook County Area Agency on Aging has advocated for a fairer formula that provides for the 14% increase in the senior pop- ulation in the region as apposed to the 7.7% growth in the State; and WHEREAS, the Department on Aging is proposing to allocate only $12.85 per older person for services in Suburban Cook County while the State mean is $20.00 per older person with only three areas receiving less than $20.00 and several receiving $30.00 per older person or more. NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees of the Village of Elk Grove Village, Counties of Cook and DuPage, State of Illinois: Section 1: That the President and Board of Trustees oppose the proposed intra-state funding formula of the Illinois Department on Aging and encourages Governor Thompson to adopt a formula that takes into consideration population data reflecting the growth of the Suburban Elderly since 1980; to include a lower percentage for funds earmarked only to Rural Areas; and, to increase funds for those 75 and over, those age 60 and over who live alone, and those older persons who do not speak English in their home. Section 2: That this Resolution shall be in full force and effect from and after its passage and approval according in law. PASSED this 26th day of August 1986.
