WHEREAS, the Village of Elk Grove Village has entered into an
agreement with the State of Illinois for the improvement of Arlington
Heights Road known as State Section 77WRS-86, Village Section 80-00030-
00-WR; and
WHEREAS, in compliance with the aforementioned agreement, it is
necessary for the Village to appropriate funds to pay its share of the
cost of said improvement.
NOW, THEREFORE, BE IT RESOLVED that there is hereby appropriated
the sum of One Hundred Eighty Seven Thousand and Five Hundred ($187,500.00)
or so much thereof as may be necessary, from any money now or hereafter
available to the Village, to pay its share of the cost of this improvement
as provided in the agreement.

AGREEMENT
THIS AGREEMENT entered into this Z3ILA day of SrmpTe-w%aBR. A.D. 1986
by and between the STATE OF ILLINOIS, acting by and through its DEPARTMENT OF
TRANSPORTATION, hereinafter called the STATE, and the VILLAGE OF ELK GROVE
VILLAGE, County of Cook, of the State of Illinois, hereinafter called the
VILLAGE.
WITNESSETH:
WHEREAS, the STATE, in order to facilitate the free flow of traffic and
ensure safety to the motoring public, is desirous of initiating Phase I
Engineering for improving approximately lineal feet of Arlington
Heights Road (F.A.U. Route 2626, STATE Section 77WRS-86 VILLAGE Section
86-00030-00-WR) from Illinois Route 72 (Higgins Road) north to Central Road in
the Villages of Elk Grove Village and Arlington Heights, to provide six (6)
lanes (with appropriate median) from Illinois Route 72 to Illinois Route 629
four (4) or six (6) lanes (with appropriate median) from Illinois Route 62 to
Central Road, full interchanoe at Northwest Tollway, auxiliary lanes on
Tollway and an enclosed drainage system, and by performing all other work
necessary to complete the improvement in accordance with the approved plans
and specifications; and
WHEREAS, the VILLAGE OF ELK GROVE VILLAGE is desirous of said improvement
in that same will be of immediate benefit to the VILLAGE residents and
permanent in nature;
NOW, THEREFORE, in consideration of the mutual covenants contained herein,
the parties hereto agree as follows:
1. The STATE agrees to preform or cause to be preformed all activities
including such items as aerial mapping, survey capacity analyses,
development of geometrics, roadway design, drainage concept plan,
right-of-way requirements and analysis of environmental impacts and
mitigation thereof, to complete Phase I.
2. It is mutually agreed by and between the parties hereto that the
estimated cost for Phase I Engineering is $750,000.00
PHASE I PARTICIPATION
Village Share 25% ($ 187,500.00)
Village of Arlington Heights 25%
STATE Share 50%
3. The VILLAGE agrees to reimburse the STATE for 25% of the actual
Phase I Engineering Costs. The total cost to the VILLAGE is
estimated to be $187,500.00
4. The VILLAGE has passed a resolution appropriating sufficient funds to
pay its share of the cost of this improvement, a copy of which is
attached hereto as Exhibit A and made a part hereof.
Prior to the STATE beginning this work and receipt of a STATE
invoice, the VILLAGE will pay to the Department of Transportation of
the State of Illinois in a lump sum, from any funds allotted to the
VILLAGE an amount equal to 95% ($178,125) of its obligation incurred
under this agreement and will pay to said Department the remainder
($9, 375 Est.) of its obligation in a lump sum upon completion of the
Phase I Engineering based upon final costs. Should the VILLAGE
share, based on final costs be less than the amount previously paid,
the STATE agrees to reimburse the VILLAGE for said difference.
The VILLAGE aorees to pass a supplemental resolution to provide
necessary funds for its share of the cost of this improvement if the
amount appropriated herein proves to be insufficient to cover said
cost.
5. The VILLAGE will have the right to review the Phase I Report. The
STATE shall keep the VILLAGE informed of progress and problems as
they occur, but not less than monthly. Participation and other
responsibilities in other phase of the work such as Phase II
(preparation of final contract plans and estimates) , land acquisition
activities, construction, etc. will be determined at a later date.

THIS AGREEMENT and the covenants contained herein shall become null and
void in the event Phase I Engineering has not commenced by July 1, 1989.
THIS AGREEMENT shall be binding upon and inure to the benefit of the
parties hereto, their successors and assians.
