A RESOLUTION AUTHORIZING THE PARTICIPATION OF THE
VILLAGE OF ELK GROVE VILLAGE IN THE IMPLEMENTATION
OF THE NORTHWEST MUNICIPAL CONFERENCE SOLID WASTE
MANAGEMENT PLAN
WHEREAS, the Northwest Municipal Conference is a corporate organization
representative of municipalities and townships chartered within the State of
Illinois and the Counties of Cook, Lake and DuPage; and
WHEREAS, Article VII, Section 10, of the Constitution of the State of
Illinois, and Chapter 127, paragraphs 741 through 748, of the Illinois Revised
Statutes, authorize and encourage intergovernmental association and cooperation;
and
WHEREAS, the public officials of the Northwest Municipal Conference represent
33 units of local government and a population of over 850,0.00 Illinois residents;
and
WHEREAS, the issues and problems related to the disposal of municipal
solid waste in this jurisdiction impact all areas of the region; and
WHEREAS, the Village of Elk Grove Village recognizes that a cooperative effort
of multiple jurisdictions must address the solid waste disposal issue in the most
envirqnmernally sound, comprehensive and cost-effective manner; and
WHEREAS, the Northwest Municipal Conference Solid Waste Task Force reviewed
and studied the solid waste disposal alternatives over a two year period and
formulated a solid waste management plan for the disposal of municipal solid
waste until the year 2000; and
WHEREAS, the Northwest Municipal Conference unanimously endorsed the Solid
Waste Management Plan at a meeting on June 13, 1984; and
WHEREAS, the Village of Elk Grove Village likewise endorses the Solid Waste
Management Plan and desires to participate in the implementation of the plan.
NOW, THEREFORE, BE 17 RESOLVED, by the President and Board of Trustees of
the Village of Elk Grove Village that the Village of Elk Grove Village shall
participate in the implementation of the recommendations of the Northwest
Municipal Conference Solid Waste Management Plan;
BE IT FURTHER RESOLVED, that the Village of Elk Grove Village will have
two appointed representatives of the municipality to the Conference Solid Waste
Implementation Team.
BE IT FURTHER RESOLVED, that the financial contribution of the
Village of Elk Grove Village to the program shall be determined by the
participantsin the program;
BE IT FURTHER RESOLVED, that participation in the implementation
of the Solid Waste Management Plan by the Village of Elk Grove Village does
not commit or bind the municipality to membership in the Solid Waste
Management Agency to be created or to participation in any other element of the
Solid Waste Management Plan;
BE IT FURTHER RESOLVED, that a copy of this Resolution be forwarded to
the office of the Northwest Municipal Conference.
BE IT FURTHER RESOLVED, that this Resolution shall be in full force
and effect from and after its .passage and approval according to law.
