A RESOLUTION AMENDING THE PERSONNEL RULES AND REGULATIONS
SECTION 3.2 CITIZENSHIP AND RESIDENCY AND SECTION 3.12
PROBATIONARY PERIOD, OF THE MUNICIPAL CODE OF THE VILLAGE
OF ELK GROVE VILLAGE
NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees
of the Village of Elk Grove Village, Counties of Cook and DuPage, State of
Illinois:
Section 1: That the President and Board of Trustees do hereby authorize
the amendment to the Personnel Rules and Regulations of the Village of Elk
Grove Village by amending Section 3.2 entitled, "Citizenship and Residence"
and Section 3.12 entitled "Probationary Period", copies of which are attached
hereto and made part hereof as if fully set forth.
Section 2: That this Resolution shall be in full force and effect from
and after its passage and approval according to law.

3. 2 Citizenship and Residency
I . Citizenship :
A. General Personnel : For permanent full time
and permanent part time general personnel ,
United States Citizenship will not be considered
to be a requisite for Village employment .
However, aliens must be in full compliance
with prescribed Federal Law and they must
move with the utmost dispatch to become
naturalized citizens within the minimum
period prescribed by Federal Law. Proof
of an alien employee' s action , in this
respect , may be required by the Village
Manager at any time. If at any time during
employment with the Village , the alien
employee is not in compliance with the
Federal Law, then he/she shall be subject
to dismissal by the Village Manager.
B. Sworn Personnel : United States citzenship
is required of all regular, full time
and regular part time sworn personnel in
the Police and Fire Departments. An
applicant for either a sworn Police or
Fire position must be a legal citizen of
the United States at the time of appointment .

II .. Residency
A. Any applicant who is hired to fill either
a regular full time or regular part time
position, on or after November 1 , 1984 ,
must become a bonafide resident of the
Village of Elk Grove Village within eighteen
( 18) months of their employment date.
A bonafide resident shall be defined as the
establishment of physical presence in
the Village with an intention to establish
at a permanent home , apartment , townhouse
or condominium or in such similar housing
structure. All positions contained in the
Village' s Position Classification Plan
of Chapter 4A of the Municipal Code shall be
subject to this Section ( 3.2 ) of the Personnel
Rules and Regulations and shall include all
general personnel and sworn personnel .
B. The establishment and continued residency in
the Village shall be a condition of
continued employment . Failure to comply with
this continued residency requirement shall result
in immediate termination from the Village.
C. All personnel employed by the Village , prior to
November 1 , ' 1984 , are exempt from the above
Residency Rule , except , however, sworn personnel
employed prior to November 1 , 1984 are required
to be bonafide residents of an area within a
fifteen (15) mile radius of- the Village Hall ,
901 Wellington Avenue , Elk Grove Village ,
Illinois .
D. Personnel who are promoted to any of the following
positions , after the effective date of
November 1 , 1984 , regardless of their initial
date of employment with the Village of Elk Grove ,
shall become a bonafide resident in the Village
of Elk Grove Village within eighteen ( 18)
months of said promotion.

Assistant Village Manager
Building Commissioner
Chief of Fire
Chief of Police
Coordinator of Community Services
Coordinator of Health
Director of Finance
Director of Public Works
Village Clerk
Village Engineer
The establishment and continued residency shall
be a condition of promotion and continued employ-
ment . Failure to comply with this residency
requirement shall result in termination of
employment from the Village or reassignment to
a lesser position. The Village Manager shall
make the reassignment only if a lesser position
is vacant .
3. 12 PROBATIONARY PERIOD. Regular full time
employees and regular part time employees ,
hired on or after November 1 , 1984, are
required to serve an eighteen (18) month
probationary period commencing on their date
of employment. Effective November 1 , 1984 ,
the probationary period will be comprised of
two (2) periods of time as follows :
A. Regular full time and regular part time
general personnel shall serve a six (6)
calendar month probationary period which
shall be referred to as Performance
Probation, and an additional twelve (12)
calendar months probationary period which
shall be referred to as Residency Probation.
The total period of probation for both
periods shall be eighteen ( 18) calendar
months.
B. Regular full time and regular part time
sworn personnel shall serve a twelve (12)
calendar month probationary period which
shall be referred to as Performance
Probation and an additional six (6)
calendar months probationary period which
shall be referred to as Residency
Probation. The total period of probation
for both periods shall be eighteen (18)
calendar months .
C. During the Performance Probationary Period,
the employee has the obligation to demonstrate
proper attitudes and abilities for the
position for which employed. The employee
may be dismissed without prior notice,
hearing or cause during the Performance
Probationary Period. Employees who are
certified by their Department Head to have
successfully completed the Performance
Probationary Period shall be immediately
placed into the Residency Probationary
Period upon the approval of the Village
Manager. At the time the employee is placed
in the Residency Probationary Period, his/her
wage shall be advanced to the Minimum of
the Salary Range of that position, as provided
in Section 7.4 of the Personnel Rules and
Regulations.
D. The Residency Probationary Period shall be
for the purpose of determining compliance
with Section 3 . 2 of these Personnel Rules
and Regulations. An employee who fails to
comply with such Section (3. 2) shall be
subject to dismissal without prior notice ,
hearing or cause. Upon compliance with the
Residency Probationary Period requirement ,
the employee will be certified as a permanent
employee.
