HomeMy WebLinkAboutRESOLUTION - 68-82 - 11/23/1982 - PARTICIPATE IN NW COMM HOSPITAL RESOLUTION NO. 68-82 A RESOLUTION AUTHORIZING THE VILLAGE OF ELK GROVE VILLAGE TO PARTICIPATE IN THE NORTHWEST COMMUNITY HOSPITAL MOBILE INTENSIVE CARE UNIT (MICU) SYSTEM In compliance with the Illinois Department of Public Health Rules and Regulations and the EMS Act - PA 81-1518, this document is provided to reaffirm the commitment of the Village of Elk Grove and its Fire Department to continue participation in the Northwest Community Hospital Mobile Intensive Care System. The Elk Grove Village Fire Department provides a municipally funded and operated Advanced Life Support ambulance service. This service is provided 24 hours of every day and assures that at least two EMT-Ps function at the scene of all Advanced Life Support calls. This service also provides this staffing en route to the hospital . Provision of this service is done on a per need basis without regard to the patient' s ability to pay. Access to the service is gained primarily by emergency telephone (439-2121 ) . This number and the service attached to it is provided to telephone directories, community directories, community services and allied agencies as the number to call for emergency ambulance service. The Elk Grove Village Fire Department regularly provides public information programs to assure public knowledge of service availability and method of access. WHEREAS, the Elk Grove Village Fire Department is committed to and provides response times within the required 4-6 minute optimum. On the attached map, vehicle locations and coverage areas and times are provided. Dispatching of these units is provided through NWCDS with a local backup dispatch at our Station 7. Methods of dispatch, area coverage and mutual aid backup systems are provided for in standard operating procedures and appropriate signed agreements (copies attached) . WHEREAS, Mutual Aid coverage on an ambulance call is requested in one of our Mobile Intensive Care ambulances is not immediately available for response. This is in addition to the immediate response of one of our first response units (fire engine) . Choice of Mutual Aid company requested is based upon location of the call . WHEREAS, all ambulances operated by the Elk Grove Village Dire Department comply with Federal D.O.T. standards (KKK A-1822A) . The equipment, supplies, drugs and biologics required by the system Standard Drug and Supply list is maintained in each of two front line ambulances as well as the third backup unit. WHEREAS, these vehicles meet design and equpment standards as stated in KKK A-1822A D.O.T. standards. The requirements for rescue and extrication capabilities are met by simultaneous response of other Fire Department vehicles. These vehicles carry a full complement of rescue and extrication equipment and trained personnel . WHEREAS, communications equipment has two-way ambulance to hospital capability. Both mobile and portable radios are UHF 8 channel units utilizing the IDPH designated channels and tones. In addition, each ambulance has 8 channel UHF capability including NIFERN and Merci frequencies. WHEREAS, operators receive instruction and continuing education in the operation and utilization of all radio and communication devices. This training encludes utilization of proper radio technique, unit identification and conformance to standard operating procedures. WHEREAS, the EMT-Paramedic is required to establish communications with the resource or an associate hospital in order to initiate ALS treatment. In the event that communication cannot be established EMS personnel are committed to proceed with system SOP's as developed by the Project Medical Director. These SOP' s, the provisions of PA-81-1518, IDPH Rules and Regula- tions and the Northwest Community Hospital MICU System Policy Manual form the framework and guidelines of the Elk Grove Village Fire Department commitment to Mobile Intensive Care. WHEREAS, the Elk Grove Village Fire Department is committed to fulfilling the reporting and data collection requirements of the system. This includes filing of the appropriate EMS reports in accordance with Policy R-3 (system policy) and section 535.54 of IDPH Rules and Regulations. We will provide monthly data to the resource hospital . The Elk Grove Village Fire Department also agrees to participate in research studies and data accumulation as deemed necessary by the Project Medical Director. 2 WHEREAS, -Chief Charles B. Henrici is the administrator charged with responsibility and authority to assure compliance with the commitments and requirements for participating as a provider in the Northwest Community Hospital MICU system. His designate for providing maintenance of data requirements, changes in provider's plans and personnel is Lt. Bernard fvros-s. NOW" THEREFORE, BE IT RESOLVED by the President and Board of Trustees of the Village of Elk Grove Village, Counties of Cook and DuPage, State of Illinois, to continue participation in the Northwest Community Hospital Mpbile Intensive Care System. Section 1 : That this Resolution shall be in full force and effect from and after its passage and approval according to law. PASSED this 22nd day of November , 1982.
