A RESOLUTION IN OPPOSITION TO
PENDING DUPAGE COUNTY REVENUE LEGISLATION
WWEREAS, the County Board of DuPage County has voted to seek legislation
tNrat wrfluld authorize that Board to;
1. Allow Counties to impose a vehicle tax, including a tax on vehicles
for which a municipal tax already is being paid,
2. Change the present distrubution formula that gives Counties 10% of the
5% sales tax for sales taxes collected only in unincorporated areas to a
percentage of sales taxes collected countywide,
3. Change the distribution formula that shares a Rortion of state income
tax with counties based on the population of unincorporated areas to a formula
based on total population, thus insuring the County of a percentage of all
income taxes paid in the county in addition to its proposed per capita share,
and
4. Seek a 50% share of the 5% state utility tax collected in the county,
5. Seek a percentage share of the State inheritance taxes collected
throughout the county; and
WHEREAS, as was the case of the tax established with the Animal Control
Act, the County is again attempting to establish policies thatinfringeon the
rights and duties of other political bodies within the County; and
WHEREAS, these rights and duties and the revenue for performing them are
best carried out by local authorities who know best the needs and requirements
of their citizens; and
WHEREAS, the President and Board of Trustees of the Village of Elk Grove
Village herein protest and request that.thc Zounty Board of DuPage County remove
its authorization for such legislation as listed in this Resolution; and
WHEREAS, the Village Clerk shall send copies of this Resolution to the
DuPage County Board Chairman, to the Representatives in the General Assembly
District 3 and State Senator in District 3, as well as the Governor.
NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees of
the Village of Elk Grove Village, Counties of Cook and DuPage, State of Illinois,
that this resolution shall be in full force and effect from and after its passage
and approval according to law.
