HomeMy WebLinkAboutRESOLUTION - 67-72 - 8/8/1972 - URGING COMPLETION OF HIGGINS RD RESOLUTION NO. 67-72 A RESOLUTION URGING THE COMPLETION OF THE HIGGINS ROAD PROJECT BY THE STATE OF ILLINOIS WHEREAS, the Village of Elk Grove Village advocated widening Illinois Route 72 in concert with more than 200 industries, 20,000 residents and an untold number of Illinois motorists; WHEREAS the State of Illinois responded with a program to widen Illinois Route 72 in and near Elk Grove Village and did in fact award construction contracts to implement the program; WHEREAS construction, begun in January 1971 on 4.5 miles of the afore- mentioned roadway, was halted in 19'.71 to complete roadways not within Elk Grove Village; WHEREAS intensive efforts by the Village were turned aside by the State ill 1971 to resume and complete a vii:al segment of the project before December 1971 ; WHEREAS, the economic well being of 200 industries, 20 businesses and an unknown number of truckers and shippers has now reached intolerable proportions due to the extended and continuing delay in completing the Higgins Road project; WHEREAS more than 145 personal and property damage accidents have occured on Higgins Road because of the unfinished and unsafe state of construction; WHEREAS the construction season of 1972 is nearing an end without any evidence being demonstrated that Higgins Road will be finished thisl year; WHEREAS the contractor has unilaterally decided to terminate work from time to time under the contract and to release his equipment to another con- tractor on another job; NOW, THEREFORE , BE IT RESOLVED , that the President and Board of Trustees of the Village of Elk Grove Village , Counties of Cook and DuPage, Illinois hereby: Section 1 : Declare its official objection to the State of Illinois for failing to complete the Higgins Road project within a reasonable period of time; Section 2:. Declare its official objection to the State of Illinois for failing to require its Contractor to complete the Higgins Road project within a reasonable period of time; Section 3: Declare its official protest about the continuing ind ifference shown the public by the State of Illinois and the State' s Contractor. BE IT FURTHER RESOLVED by the President and Board of Trustees of the Village of Elk Grove Village: Section 1 : That the State of Illinois perform its obligations and responsibilities forthwith to complete the Higgins Road Project; Section 2: That the State of 111inois require its Contractor to complete the Higgins Road project by the end of August 1972; Section 3: That the continued incomplete status of Higgins Road is a clear and present danger to the public health, welfare and safety for which the State of Illinois is singularly responsible and accountable. BE IT FURTHER RESOLVED by the President and Board of Trustees of the Village of Elk Grove Village that a copy of this Resolution be transmitted to the following in order that they too may help eliminate a gross injustice to the public: Richard B . Ogilvie, Governor John A. Graham, Senator (State) .John Carroll , Senator (State) Mrs. Eugenia S. Chapman, State Representative David J. Regner, State Representative Eugene F. Schlickman, State Representative Robert S. Juckett Sr. State Representative Arthur E. SiMMOns, State Representative Charles H. Percy, U.S. Senator Adlai E. Stevenson III , U.S. Senator Philip Crane, U. S. Represencative. Robert McClory, U. S. Representative Harold Collier, U.S.Representative William F.
