AD1,.1INTSTRAr'IVf AGREEMENT
THIS AGREEMENT, ENUERED INTO BET,1EE11 THE VILLAGE OF ELK GROVE
VILLAGE, ILLIiOIS herinafter called "FIRS^1 PARTY", and the
DEPARTAIF,NT OF PERS01=;EL OF Ti;E STATE OF ILLINOIS, herinafter
called "SECOND PARTY", WITNESSETH:
1. That this agreement is made pursuant to and by virtue
of Chapter 127, Section 63b119, 1961 Smith -Hurd Illinois Revised
Statutes.
2. That SECOND PARTY agrees to furnish services and
facilities of the Department of Personnel of the State of
Illinois to FIRST PARTY to ass_Lst in the administration of the
personnel program of FIRST PARTY on merit principles, to -wit,
to establish classification and pay plans, and rules therefor,
recruit, examine and certify employees appointed to positions
of employment under the superv:_sion of the FIRST PARTY'S Civil
Defense Director. Appointments to such positions will be made
by FIRST PARTY.
3. In addition, SECOND PARTY agrees to furnish the following
additional services f'or such positions: to maintain classifi-
cation plans, pay ply :s, rules and personnel records, and to
review and process payrolls rebating to such positions, and to
certify on such paypolls whether or not the persons named
thereon have been appointed and employed in accordance with the
provisions of the rul ^, class _fi.cation plan and pay plan
established by fAi:ZTY.
4. SECOND PARI'-:, in addition to establishing merit
system rules, further aF,,rees to interpret and arbitrate said
rules, also grievanccs, discipinary complaints, allocation
appeals; and to conduct such hearings as may be required to
carry out these responsibilities.
5. IN C01,TSIDERA_'IO'; of the foregoing service, FIRST PARTY
agrees to be bound lig �,.Tid to accept any and all plans, rules
and findings b�; ?CO`;D I' 1RTj', and to comply with these findings,
rules and regulations, as presented.
6. THE FIRST PARTY agrees to reimburse the SECOND PARTY,
not less often than semi. -annually, for the reasonable cost of
the services and facilities furnished as determined by the
Director of the Dei;artment of.' Personnel of the State of Illinois.
SECO'D PARTY agrees that rates to be charged will be for actual
costs only, and that no profit is to accrue to SECOND PARTY as a
result of services performed under the terms of this agreement.

RESOLUTION
RESOLVED: That in pursuance of Chapter 127, Section 63b119, 1961
Smith -Hurd Illinois Revised Statutes, the PRESIDENT OF THE
VILLAGE OF ELK GROVE VILLAGE, ILLI!',OIS is hereby authorized
to enter into an agreeraent with the Director of the Department
of Personnel of the State of Illinois for the furnishing of
services and facilities of said Department of Personnel to
assist in the administration of its personnel program on merit
principles, a copy of said agreement being annexed hereto and
made a part hereof .
CERTIFICATE
I hereby certify that the foregoing is a true and correct
