A RESOLUTION AUTHORIZING THE MAYOR AND VILLAGE CLERK TO
EXECUTE A LETTER OF UNDERSTANDING BETWEEN THE VILLAGE OF ELK
GROVE VILLAGE AND COOK COUNTY HIGHWAY DEPARTMENT
(IMPROVEMENTS TO VARIOUS INTERSECTIONS ALONG ARLINGTON
HEIGHTS ROAD)
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Board of Trustees of the
Village of Elk Grove Village, Counties of Cook and DuPage, State of Illinois as follows:
Section 1: That the Mayor be and is hereby authorized to sign the attached document
marked:
LETTER OF UNDERSTANDING
ARLINGTON HEIGHTS ROAD
ELK GROVE VILLAGE
a copy of which is attached hereto and made a part hereof as if fully set forth and the Village
Clerk is authorized to attest said documents upon the signature of the Mayor.
Section 2: That this Resolution shall. be in full force and effect from and after its
passage and approval according to law.

This Letter of Understanding, in duplicate, has been prepared to memorialize
recent discussions between the Village and Highway Department concerning
improvements to various intersections along Arlington Heights Road within the
Village. Accordingly, it is understood that:
Arlington Heights Road at Devon Avenue
a. The Village will secure Local STP Funding for engineering and
construction.
b. The Village will be the Lead Local Agency for preliminary
engineering, design, construction and construction engineering,
including right-of-way acquisition.
c. The County will fund the Local Match for preliminary engineering
and design engineering and have the opportunity to review and
approve engineering plans.
d. The County will fund the Local Match for right-of-way acquisition,
construction and construction engineering of the north, west and
east legs of the intersection.
e. The Village will fund or secure funding of the Local Match for right-
of-way acquisition, construction and construction engineering for
the south leg (non -Cook County jurisdiction).
Arlington Heights Road at Landmeier Road and Arlington Heights Road at
Oakton Street (combined project)

a. Non-federal funding will be used for the improvement of these two
intersections (engineering, construction and right -of way, if
needed).
b. The Village will be the (Lead Agency for design engineering and
right-of-way acquisition, if required.
c. The County will fund 100% of design engineering and right-of-way
acquisition costs for Arlington Heights Road at Landmeier Road,
subject to prior County review and approval of feestcosts.
d. The County will fund 100% of the construction and construction
engineering costs for Arlington Heights Road at Landmeier Road.
e. The Village will fund 100% of design engineering and right-of-way
acquisition costs for Arlington Heights Road at Oakton Street.
f. The Village will fund 100% of the roadway construction costs for
Arlington Heights Road at Oakton Street.
g. The County will fund 100% of the traffic signal costs for Arlington
Heights Road at Oakton Street.
h. Responsibilities for construction letting, award and construction
supervision will be mutually determined during the design phase.
Please indicate your concurrence to these understandings and return one (1)
original. We will then prepare an agreement to formalize our respective project
and cost responsibilities.
