A RESOLUTION ADOPTING PROCEDURES FOR OBTAINING THE
WATER AND SEWER PERMITS BY THE VILLAGE OF ELK GROVE
VILLAGE.
NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees
of the Village of Elk Grove Village, Counties of Cook and DuPage, State of
Illinois:
Section 1. That the Village of Elk Grove Village by its President and
Board of Trustees do hereby adopt procedures for obtaining water and sewer
permits from the Village of Elk Grove Village, a copy of which is attached
hereto and made a part hereof as if fully set forth.
Section 2. This resolution shall be in full force and effect from and
after its passage and approval according to law.

PROCEDURE FOR DBTAINING WATER .AND SEWER PERMITS
The following procedure must be follewed. Any deviation from this procedure, unless
authorized by the Village Water and Sewer Department in writing, will constitute
sufficient grounds for the Village to cancel a water and/or sewer permit.
1. The prmperty owner will submit a plat plan showing location of the lot or lots
and the location of the building or buildings on the lot or lots.
2. On or attached to the above plat plan will be specified the size of the water
and sewer service and the size of the water meter required.
3. The property owner will submit a letter to the Metropolitan Sanitary District of
Greater Chicago providing the information necessary (see attached Exhibit I).
A copy of this letter will be sent to the Village Water and Sewer Department.
4. When construction is to begin, the property owner (or general contractor) will
apply for a temporary construction water permit.
A $20.00 refundable deposit is required for a hydrant adapter and wrench.
Construction water can be taken only from the hydrant nearest the building site.
Only a non -leaking, heavy duty type of hose may be used.
The property owner (or general contractor) is liable for damages to Village
property while using construction water.
5. A statement of charges for water and sewer tap fees, cost of meter required and
permit and inspection fees will be issued.
When this statement has been paid the Village will authorize the water and sewer
taps. No one not authorized by the Village is Permitted to tan water and sewer
mains.
6. The Village (or its agents) will install the water and sewer taps from Village
mains to the property line.
7. The property owners plumbing contractor will install water and cast iron sewer
lines from the property line into the building. A standard 48" Inspection Man-
hole is required to be installed on the sewer line outside of and within 5' to
61 of the building.

8. Any question regarding this procedure should be referred to the Water and Sewer
Department (439-3900).
9. The fee for permits and inspections is .125.00.
For your information, the Metropolitan Sanitary District requires from six to twelve
weeks to process an application.

1. Letter from property owner directed to:

Attn: Mr. Bourbaki
a. Letter to state the character of their sewer effluent.
b. Letter should include a statement of the operation of the company
and specifically mention what wastes will be discharged into the
sanitary sewer lines.
For example, if the operation will be strictly a warehouse or
offices, state that there will be no industrial waste and that
the waste will be sanitary only.
2. Plot Plan
a. Dimensions of building and location of building on the lot.
b. Dimensions of the lot.
3. Plumbing Details showing:
a. Size, type, and locat'on of sanitary sewer outlet from the
building.
b. Size, type, and location of water service outlet from the
building.
c. Size, type, and location of storm sewer outlet from the
building and storm drainage within the lot.

Vitrified Tile Sewer Pipe
1. Vitrified Tile Sower_Piue. All vitrified the sewer pipe
shall be of first quality, made of the beat materials,
thoroughly and perfectly burned of homogeneous texture
without cracks or imperfections, well glazed so that their
inner and outer surfaces shall be smooth, hard and even.
All vitrified sewer pipe shell conform to the "Standard
Specifications for Clay Sewer Pipe", Serial Designation
G -13-67T of the American Society for Testing and Materials
for standard -strength clay pipe and C -+2W -57T for extra -
strength clay pipe.
E. Laying Tile. Pipe shall be carefully inspected before being
laid and any cracked, broken, or defective pipe shall be not
aside and removed from the construction site at the expense
of the Contactor. Any defective pipe found on the site and
without apparent intent to be removed, may be broken or
otherwise destroyed. The destroyed pipe will be replaced at
the Contractor's expense. All pipe shall be laid true to
the line and grade. In all cases, the bell end of the pipe
will be laid upstream. The pipe shall be firmly and accurately
bedded on undisturbed ground, trimmed to fit the bottom quarter
of the pipe by hand work. If the trench bottom should, for any
reason, be dug lower than specified or lower that the established
grade, it shall be brought up to grade by the use of fine wand
or gravel. Backfilling shall be dos by hand to a depth of et
least one (1) foot above the pipe with at least one-half (j) of
diameter of the pipe being tamped firm by instrument or weight
Of man. The remainder of the backfilling may be accomplished
by machin, always under careful supervision of someone having
a clear view of the baokfill material and the open trench, so
that the machine operator may be advised of rocks or other objects
which could cause breakage of the pipe. Backfill must be brought
to at least its original grade and preferably to more than
original grade to allow for settling. If the backfill has settled
to below original grade while the Contreetor is still employed
under this contract, he shall suitably fill such voids or holes
at his own expense.
3. "Slibseal" Toluts. Pbr sewer pipe, joints may be made using
"sllpseal", or equal, bituminous, die-cast, tapered type joint.
This "factory made joint" shall consist of a formed and fitted
collar of bituminous compound molded on the spigot and socket
and of the pipe. The compound sball have a melting poidt of
240 to 270 degrees Y., and a penetration of 4 to 7 at 77 degrees
B. When laying the pipes, the lining and collar shall be first
Painted with a solvent, recommended by the mmu facturer, which
shall muse their surfaces to become plastic or sticky, and when
the pipes are shoved firmly together, the joint materials shall

finite and congeal becoming one homogeneous body. A careful
Inspection shall he made of the moulded "slipseal' joints before
they are used, to determine that the bituminous compound has not
been distorted or peeled from the vitrified pipe. If the
bituminous compound shows any cracks, peeling, or brittleness
the pips shall be discarded and removed from the construction
site. If the ground through which the pipe mast pass is found
to be water saturated, an additional seal beyound the "alipseal"
method shall be used. This will consist of a bituminous, mastic
compound placed on the outside of the joint so as to completely
seal the joint.
4, Mw2holea. All manholes shall have a forty-eight (48) inch
Internal diameter with a cone top. The manhole shall be of
concrete block or of precast concrete. If concrete blocks are
to be used, they shall conform in:aall respects to specifications
for concrete sewer pipe. Before laying of sewer pipe through
the structure area, a layer of concrete six (6) inches in depth,
either pre—cast or mixed on the site shall be laid. If a
concrete mixture is used, the mix shall be 1:2:3 in proportions.
After the pipe has been layed and the sides of the structure are
well for..e,., a:layer of mixed concrete shall be placed on the
floor of the structure to one—half (i1) the diameter (the spring
line) of the laid pipe with a alone toward the center of the pine
to allow no foreign mutter to accumulate. After this floor hos
hardened suffiei-nily, the top half of the pine ahLll be carefully
Drokin and removed from the structure. sides and ends of the
blocks mast be mortared, inside anu out, to prevent infiltrution.

over sixteen (16) inches un:rt. the top step shali not be more
than twenty—four (24) inches iron. the cover. The inion of the
structure shall be rubbea down to smooth the interior walls so
that no hardened mortar protrudna from the wall. -Che frame and
cover shall be as specified on the detail sheet.
5. Interior of Pipe. The interior of the pipe shall be carefully
freed of all dirt, cement, or superfluous material of every
description as the wtrk progresses. All sewer lines shall be
straight. If, by inspection, the sewe line is found not to be
strtight, or in any way impronerly lnstulled, aue to a fault of
the Contractor, the line will be dug up and properly replaced at
the-xnense of the Contractor,
6o Infiltr"tion. It shall be the intention of these specifications
to secure a sewer syst"m with a minimum amount of infiltratioa.
The mexinum arrount of infiltration shall not exceed 5W gallons
per mile per inch diameter per day for any sectioa:cf the system.
P. Unusual Loading Conuitious. Vxtra strength pipe, as motioned in
1. above shall be used whenever the soil cover of the pipe is less
than three (3) feet. Concrete encasement shall be used 1n this
case whereever the ground surface is normally subjected to motor
vehicle traffic such as driveways.
