NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees of the Village of Elk Grove Village, Counties of Cook and DuPage, State of Illinois: Section 1. - That the Rules and Regulations of the Fire Department, a copy of which is attached hereto and made a part hereof are hereby adopted and approved as the rules and regulations governing said fire department of the Village of Elk Grove Village. Section 2. - This resolution shall be in full force and effect from and after its passage and approval according to law. Turner Village Clerk FIRE DEPARTMENT RULES & REGULATIONS INTRODUCTION 1. These rules and regulations cannot, nor are they expected to provide a solution to every question or problem which may arise in an organization established to render emergency service. It is ex- pected, however, that they will be sufficiently comprehensive to cover either in a specific or general way, the obligations and duties of the members of the ELK GROVE VILLriGE FIRE DEPARTMENT. 2. They are not designed nor intended to limit any member in the exercise of his .judgment or initiative in taking the action a reason- able person would take in extraordinary situations. Much by necessity must be left to the loyalty, integrity and discretion of members. To the degree which the individual member demonstrates possession of these qualities in the application of a conscientious discharge of his F duty, and to that degree alone will the Fire Department measure up to the high standard required of the service. 3. Nothing in these rules and regulations shall be in conflict with village ordinances, nor shall they be construed as being such. -1- RULES & REGULATIONS OF THE ELK GROVE FIRE DF.PARTAUFITT ARTICLE 1 All applications for membership shall be turned over to the Chief and Police & Fire Commission, who shall investigate the fitness of said applicant and his qualifications, after such investigation by the Chief and Police & Fire commission, they shall recommend the acceptance or reliection of said applicant to the department. ARTICLE 2 Any member wishing; to resign must present his resignation in writing or in person, if he is physically able to do so, at a regular mmeting in order to become eligible for honorary membership in the department. ARTICLE 3 Drills or meetings are to be held every Monday or oftener when necessary at the option of the Chief of the department. Attendance at all drills is compulsory. Ahsence must be excused by one of the Chiefs. ARTICLE 4 When an alarm is sounded, all members must report to the fire station immediately, unless ordered otherwise. The member who first arrives at the Fire Station shall determine the location of the fire and shall be in command until the arrival of an officer. The senior officer present shall take command of the department. -1- ARTICLE 5 A member having any grievance, shall have the privilege of an appeal to the Police & Fire Commission, who shall investigate the matter and make a report to the Fire Chief, for a final decision. Any appeal to the Police & Fire Commission must have the approval of the Fire Chief. ARTICLE 6 Any member losing, through negligence, any part of his uniform, his key or badge shall pay the cost for replacing same. ARTICLE 7 The following ord;r of business shall be observed at all regular meetings of the department and Roberts Rules of Order shall govern the meetings: PLEDGE TO THE FLAG 1. Roll Call 2. February 7, 1963 -Z- RULES & REGULATIONS OF THE ELK GROVE FIRE DEPARTM11 T PREAMBLE: This Department consists of Volunteer Firemen. ',Phereas, the strict observance of order constitutes the basis and guarantees the success of an organization. Be it resolved, that we pledge ourselves to supxoort our officers ir.the discharge of their duties by being obedient to their orders and follow in every respect the rules and regulations of the Fire Department as herein after provided; SECTION 1. ELIGIBILITY 01" MEMBERS To be eligible for membership an applicant must be: 1. A male resident of the Fire District being physically capable, with proof of his 21 birthday, to 40 years inclusive. 2. Acquainted ;with and ,willing to abid,, by the rul-;s and regulations. SECTION 2. RETIHEYENT AGE 1. Any member of the department who has reached the age of 60 shall be replaced on the roster as an Honorary Member, with all the benefits accorded the active member. 2. Any member who has become permanently incapacitated, through sickness or accident shall be placed on the Honorary roster. -1- 3. Any member, after twenty years of service, may upon request be placed on the Honorary roster. SECTION 3. DISMISSAL JF MEMBEnS 1. For failure to comply to the rules and regulations, a member may be suspended from the department by the Chief. 2.. Any member absent from two consecutive, regular scheduled, meetings or drills, within a 1 month period, unle s excused by reason of sickness or permission of one of the chiefs, shall automatically be suspended from the department. 3. The Chief must notify the Police & Fire Commission within 24 hours after any suspension. 4. If a member so suspended should desire to have a hearing, he may make such a request in writing to the Police & Fire Commission within 30 days. SECTIO. 4. MEETINGS 1. The Department shall meet on the First Monday of each month, at a time set by the Chief. Special meetings may be called at the option of the Chief. The Secretary shall notify each member by postal card not less than (three) 3 days before any special meetings or drills. SECTION 5. PROPERTY OF THE DEPARTMENT ill property of the Department entrusted to members, -2- SECTI01 6. SECTION 7. SECTION 8. shall be kept in good order, and shall not be loaned to anyone who is not a member of the department. All property so entrusted is to be returned to the Chief or the Property Custodian immediately upon the hold=r ceasing to be a member. Conduct fire -extinguishment operations with primary regard for the protection of life and property. 2. Take nroper precattionary measures that the premises on which fires occur are left in such condition that they will not rekindle and further endanger life or property. 3. Respond to fire alarms and other related emergency calls and deploy fire apparatus and fire department personnel in the most advantageous manner for the control and extinguishment of fire and preservation of life 2nd property. 4. Insure proper management, discipline, and training of the members of the fire departm--int. 5. Establish suitable measures to put into effect the policies, rules add regulations and procedures necessary for the efficient operation of the fire ca.epartment. 6. Maintain a personnel roster for purposes of training records, work assignments, annual leave schedules, etc. 7. Frequently observe fir; department operations and see that they are carried out efficiently and in accordance with instructions. A. Maintain the rules and regulations and fire department library in an pp -to -date condition, readily available to all fire department personnel. 9. Prlaintain an accurate record of all basiness transacted by the fire department. 10. i.iaintain a complete record of fire a;:paratus and fire equipment in- cluding cost, maintenance and operating expense. 11. n"ai.ntain a complete record and cost of fire -station operating supplies, e.g., brooms, swabs, chamois, sponges, cleaning rags, soaps, polishes, etc. 12. Review official correspondence without delay and take action as re- quired and appropriate. 13. Submit to the village board an annual budget estimate for fire-fid_,hting equipment and supplies with supporting justification. 14. The chief shall designate the assistant chief who shall act for him in his abs-nce. -1- ASSISTANT CHIEFS 1. The assistant chefs shall put into effect the polices and procedures of the fire department. In the absence of the chief they shall be responsible for the fire department, performing duties and exercising; the authority of the chief. 2. They shall respond to glarms of fire and other emergencies as regmired by the chief, and assume command until the arrival of the chief. 3. They shall witness drills, supervise training;, make investigations, and shall keep themselves fully informed of conditions within their activity, heed all evidence of neglect or inefficiency and take corrective action as required. 1. They shall prepare and submit reports and records as required by the chief and perform other related duties as assigned. 5. In the absence of the regularly appointed captains, assistant chiefs, with the chief's approval, shall designate qualified members to act in their stead. -2- FIRE CAPTAINS L. Fire captains shall be in control of their respective vompanies while on duty 'Ind shall be responsible for putting in effect the policy, rules and rogulations, practices and procedures of the department. 2. Fire captains shall respond with their companies to all fire alarms :,nrl emergency calls as directed and wlen first to arrive shall assume com-sand until the arrival of a superior officer of the fire dep^'rtment. 3. Fire captains shall familiarize themselves with buildings, streets, hydrants, etc. 4. Firs captains shall use p;ood jL.dgment in the performances of their dtties, and at fires, they shall be particularly judicious in laying hose lines, placing ladders, spotting equipment, calling for assistance and in other operations necessary to the preservation of life and property. 5. In the absence of re-ularly appointed driver -operators or other rr;embers assigned to duties reguiring particular skill, fire captins, with the approval of their immediate superior, shall designate members, who, in their judgment are fully qualified and properly trained to act in such positions. 6. Fire captains shall not permit members to go off duty until properly relieved or until other arran.ements have been authorized by their immediate superior. 7. Fire captains shall not permit intoxicated or otherwise undesirable persons to remain in or about quarters at any time. Children will not be permitted in quarters unless accompanied by an adult. Loitering about ouarters by any unauthorized persors is prohibited. 0. Fire captains shall cause the assembly of their company personnel on tho apparatus floor for roll call at the chanp;e of working; shifts L,d at such other times :1s deemed necessary. 9. Fire captains shall cause fire alarm and other watch duty to be maintained in the manner prescribed by the fire chief. 10. Fire captains shall see that '+11 apparatus ,� d equipment assi�,ned to or stored in the fire department quarters are properly cared for and protected. 11. Fire captains shall assign member to work incidental to the cleaning and maintenance of quarters and apparatus, equalizing the duties -is nearly as possible. -3- FIRE C OTAINS CONIT. 12. 'hen two or more fire captains are located in the same quarters they shall corfer with each other in regard to repairs, supplies and upkeep of auarters. They shall share the responsibility equally. 13. Fire captains shall post on the bulletin board, for a period of 30 days, such communications as may require the further attention of the personnel. 14. Fire captins shall keep in the hack page of the lob; a correct record of date of assignments to their company, residence addresses, the telephone numbers arA other pertinent information concerning members of their company. 16. Fire captins shall require that due caution is exercised when leaving; quarters with fire apparatus. 1G. Acting; fire department officers shall assume the responsibilities and. be accorded all the privileETes of the office in which they are actir_fr. 2. No actin7 fire officer shall alter or annul the standing orders of the regular officer .without specific authority of a superior officer. 3. At fires or other emergencies re?ularly appointed fire officers shell have precedence in command over thosa acting in the same rank. -5- DRI Vi;R-0PL;iiL TORS 1, Dri-,­,,r-operators shall, at ill times, drive and operate apparatus in a m`inner consistent with safety. Due regard for the welfare of the oiablic `ind t:,e dep trtmer.t shall govern the operation of all apparatus. Driver -operators sha11, under t:cie supervision of their fire captains (ccm,,-)any com,ianders), be responsible for the condition and operation of apparatus to which they are assigned and be held strictly accountable for its readiness for service. 3. Driver -operators sha11 acquaint themselves with the topography, physical conditions, and other matters affecting response to emergencies on the fire activity. 4. Driver -operators shall familiarize themselves vrith practices -.nd procedures relative to water supply, fire streams, puma capacities, motor pump and other ops-,r-ttionc ,vhich will enable them to efficiently perform their duties. 5. Drivrl.r-operators shall possess a valid U.S. Gov,rnment Oner,torls Permit, shall know provisions of the vehicle code of the State and traffic regulations of the activity, ind shall be familiar with their responsibilities as drivers and pump np rators of fire department autn- motive equipment. 6. Driver-operltors of structural fire fighting motor apparatus shall observe the following safety precautions; A. Authorized riders. ',do person other than :member of the fire department shall be permitted to ride on fire apparatus, except ,vhen authorized to do so by the fire chief. B. `darning devices. 1) Red lights and sirens shall be used as emergency warning signals in responding to alarms. 2) Sirens on motor vehicles shall not be sounded except when responding to an .jlarm. C. Speed. 1) Yotor fire apparatus shall be driven at a safe speed under all conditions and shall not be driven in excess of safe miles per hour in responding to an alarm of fire. -6- DRIVER -OPERATORS CONtT. 2) Fire apparatus shall be slowed down and brought to a stop if necessary before crossing dangerous intersections or crossing streets against red traffic lights. D. Parking at the se'ane of fire Fire apparatus shall not be parked or left standing at the scene of alarms in such a manner as to unduly obstruct traffic and free flow of traffic shall be established as soon as possible. E. Returning to fire station 1) Motor fire apparatus, when retuning from an alarm of fire, shall be driven as nonemergency equipment and the drivers shall abide by all traffic regulations of the station, and of State and local laws off the station. 2) The fire apparatus shall not be backed into the fire station or backed un at any time except in emergency, without a man on the rear of platform or standing to the side and rear o:' apparatus to safely guide the driver. -7 - FIRS;EN 1. Firemen shall be under the immediate supervision of their captain. 2 They shall extinguish fires and take proper precautions to prevent rekindle thereof. 3. They shall respond with their units to all alarms and emergency calls and perform duties as required. 4. They shall keep apparatus, equipment, tools and their uniforms in a clean and serviceable condition. 5. They shall keep the station and premises neat, clean and in good order. 6. They shall perform related work as their superior officers may require. GENERAL RULES ALL METtBERS OF THE FIRE DEP �RTTL= al�LL: 1. Familiarize themselves with and be obedient to the station orders, rules and regulations of the fire department. 2. Attend i.11 Hires or alarms to 'nhich they may be assigned, detailed, or summoned rind exert their greatest energy and best ability to perform their full duty under any and Lill circumstances. 3. Exercise precautionary measures to avoid injury to themselves and others while in the performance of dtiy. 4. Exercise due caution to avoid unnecessary damage to or loss of department property. 5. Be responsible for the safe keeping and proper care of all department property in their charge. 6. Practice economy in the use of supplies and metered services and see that waste is avoided. 7. Accord obedience, respect, and courtesy to superior officers and those performing the duties of a higher rank. F. Ba courteous and respectful in their dealings with the public. 9. If relieved from duty under charges, promptly surrender all department property to their immediate superior officer, who will retain such property pending disposition of the case. 10. When assigned to act in hither rank, accept responsibility for the performance of the duties of that person. 11. Immediatel- report to their immediate superior officer any accidents, sickness, or injury occurring to themselves while on duty, no matter how trivial. 12. Keep their persons, uniforms and lockers in a neat and clean condition. 13. Promptly notify their immediate superior officer of all matters coming to their attention :affecting the interest and welfare of the department. 14. Participate in drills and other department training activities as directed, be thoroughly familiar with all equipment they may be required to use in the full performance of their duties and perform related work as required. -9- GENERAL RULES GONIT. 15. All regular members of the fire department shall be regarded as a part of the working force and may be required to perform such duties as circumstances of the service demand. 16. "!hen two or more members of ranks below captain find themselves in a position which requires initiative action, the senior member will assume command until relieved by a superior fire officer. 17. „o member shall, on or off duty, use the uniform, badge of the fire; department, for the purpose of personal gain. 18. Members shall not, by using the uniform, badge, or prestige of the fire department, attempt to influence the vote of any person for or against any candidate for public office. 19. Members shall avoid political or religious arguments in quarters or elsewhere while on duty. 20. No member shill conduct himself in a manner, or be a party to any act which vould tend to impair the good order and discipline of the fire department. 21. No information relative to the business ,affairs of the fire department shall be furnished persons not connected therewith, except as authorized by the fire chief and the commanding; officer of the station. 22. No member shall report for, or be on duty under the influence of any intoxic",ting liquor, drug, or compound; no': shall he absent himself from duty or render himself unfit to fully perform his duties for reasons ,attributable to or produced by indulgence in intoxicants. 23. No member shall be a party to any malicious gossip, report, or activity which would tend to disrupt- fire department morale or bring dis- credit to the fire department or any member thereof. 24. Fembers shall not use obscene, uncivil, or boisterous language ut fires, in quarters or while engaged in games in 1llhich the fire department is represented. Engagement in altercations under any circumstances is prohibited. 25. The falsification of records, the making of misleading entries or statements with intent tn deceive, cr the willful mutilation of any useful useful fire department record, book, paper or document will be considered a serious offence. 26.
