A RESOLUTION DETERMINING THE APPROPRIATENESS FOR CLASS 6B STATUS
PURSUANT TO THE COOK COUNTY REAL PROPERTY CLASSIFICATION
ORDINANCE AS AMENDED FEBRUARY 15, 2006 FOR CERTAIN REAL ESTATE
LOCATED AT 930 LEE STREET, ELK GROVE VILLAGE, ILLINOIS
WHEREAS, the Village of Elk Grove Village desires to promote the development of
industry in the Village of Elk Grove; and
WHEREAS, the Cook County Assessor is operating under an ordinance enacted by the
Cook County Board of Commissioners, and amended from time to time, the most recent
amendment becoming effective as of February 15, 2006, which has instituted a program to
encourage industrial and commercial development in Cook County known as the Cook County
Real Property Classification Ordinance; and
WHEREAS, in the case of abandoned property, if the municipality or the Mayor and
Board of Trustees; finds that special circumstances justify finding that the property is
"abandoned" for purpose of Class 6B, even though _it has been vacant and unused for less than
24 months; that finding, along with the specification of the circumstances, shall be included in
the resolution or ordinance supporting and consenting to the Class 613 application. Such
resolution or ordinance shall be filed with the eligibility application. If the ordinance or
resolution is that of a municipality, the approval of the Board of Commissioners of Cook
County is required to validate such shortened period of qualifying abandonment, and a
resolution to that effect shall be included with the Class 6B eligibility application filed with
the Assessor; and
WHEREAS, the Petitioner has applied for or is applying for Class 6B property status
pursuant to said aforementioned ordinance, for certain real estate located at 930 Lee Street, in
the Village of Elk Grove Village, Cook County, Illinois, with the Property Index Numbers
08-22-102-146-0000 and 08-22-102-147-0000, has proven to this Board that such incentive
provided for in said ordinance is necessary for development to occur on this specific real
estate.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Board of Trustees of the
Village of Elk Grove Village, Counties of Cook and DuPage, Illinois:
Section 1: That the request of the Petitioner to have certain real estate located at 930 Lee
Street, Elk Grove Village, Cook County, Illinois, legally described as follows, and with the
Property Index Numbers 08-22-102-146-0000 and 08-22-102-147-0000 declared eligible for
Class 6B status pursuant to the Cook County Real Property Classification Ordinance as
amended February 15, 2006, is hereby granted in that this Board and the Village of Elk Grove
Village, Illinois, has determined that the incentive provided by the said Class 6B Tax Incentive
Ordinance is necessary for the said development to occur on the subject property:
LOT 57 (EXCEPT THE WEST 1.75 FEET THEREOF) ALL OF LOT 58 AND
THE WEST 31.75 FEET OF LOT 59 IN HIGGIN'S ROAD COMMERCIAL
UNIT NO. 3, A SUBDIVISION IN THE WEST V, OF SECTION 22, TOWNSHIP
41 NORTH, RANGE 11, EAST OF THE THIRD PRINCIPAL MERIDIAN, IN
COOK COUNTY, ILLINOIS.
Section 2: That the Special Circumstances as outlined by the petitioner are attached
hereto as Exhibit "A" and made a part thereof.
Section 3: That the Village of Elk Grove Village, Illinois hereby supports and consents
to the Class 6B Application and approves the classification of the subject property as Class 6B
property pursuant to the Cook County Real Property Classification Ordinance and the Class
6B tax incentives shall apply to the property identified as Permanent Real Estate Index
Number 08-22-102-146-0000 and 08-22-102-147-0000.
Section 4: That the Mayor and Village Clerk are hereby authorized to sign any necessary
documents to implement this Resolution.
Section 5: That this Resolution shall be in full force and effect from and after its passage
and approval according to law.

Dear Nancy:
As we discussed on the phone, Packaging Machines International, Inc. ("PMI") is
seeking a Class 6b Incentive for the above -referenced property. This property has been vacant
and unused for approximately one year, a -ad PMI plans to purchase and refurbish this property
for its own use. In addition, because the property has been vacant for less than 24 continuous
months, PMI will be seeking a Class 6b with special circumstances. Attached please find a brief
narrative discussing the need for the special circumstances.
Currently, the property consists of an existing 18,720 square foot building on a roughly -
one acre site. The site is in need of improvements, and therefore PMI has allotted approximately
$1 million to refurbish the existing facility. The development will create approximately 30
permanent full-time employees to the new facility in addition to the already existing PMI
employees. however, this is all contingent on PMI receiving a Class 6b Incentive.
PMI is an innovative manufacturer of high quality shrink bundling machinery and related
equipment. PMT offers the latest technology in packaging systcros at a competitive price.
Enclosed please fund some additional information on PMI. PMI is eager to work with the
Whigs. of Elk Grove to continue their already s'ucwssful relationship. Therefore, pletise review
this letter and the attached materials .and place PMI on the agenda for the next committee
meeting,

Special Circumstances

Packaging Machines International, Inc. ("PMI") is currently located in Elk Grove at 1260
Lunt Avenue, but must relocate in order to occupy a new space that will meet its growing needs.
PMI wishes to stay in Elk Grove and has found a new facility located at 930 Lee Street that is
large enough to meet PMI's growth. However, this new facility has only been vacant for
approximately 12 months and is in need of substantial rehabilitation. In addition, despite PMI's
wish to stay in Elk Grove and occupy the facility located at 930 Lee Street, they will not be able
to do so without a Class 6b Incentive on the property. In fact, without the Class 6b, PMI will
most likely be forced to move to nearby DuPage County or one of the other collar counties
which would provide a lower property tax.
It is PMI's wish to stay in Elk Grove and keep their long lasting relationship with. the
Village. The facility at 930 Lee Street, with much needed improvements and the Class 6b
Incentive, will be able to meet PMI's needs for the future. However, without the Class 6b, PMI
will not be able to occupy the facility. It is for these reasons that it is necessary to grant PMI the
Class 6b Incentive with Special Circumstances for vacancy.
