A RESOLUTION AUTHORIZING THE MAYOR AND VILLAGE MANAGER TO
EXECUTE A MEMORANDUM OF UNDERSTANDING BETWEEN THE VILLAGE
OF ELK GROVE VILLAGE AND THE ELK GROVE VILLAGE FIREFIGHTERS
ASSOCIATION, LOCAL NO. 2340 INTERNATIONAL ASSOCIATION OF
FIREFIGHTERS, AFL-CIO, CFC
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Board of Trustees of the
Village of Elk Grove Village; Counties of Cook and DuPage, State of Illinois:
Section 1: That the Mayor and Village Manager be and is hereby authorized to sign the
attached document marked:
"MEMORANDUM OF UNDERSTANDING BETWEEN THE VILLAGE OF
ELK GROVE VILLAGE AND THE ELK GROVE VILLAGE
FIREFIGHTERS ASSOCIATION, LOCAL NO. 2340 INTERNATIONAL
ASSOCIATION OF FIREFIGHTERS, AFL-CIO, CFC"
a copy of which is attached hereto and made a part hereof as if fully set forth and the Village
Clerk is authorized to attest said document upon the signature of the Mayor and Village
Manager.
Section 2: That this Resolution shall be in full force and effect from and after its passage
and approval according to law.

MEMORANDUM OF UNDERSTANDING
BETWEEN
VILLAGE OF ELK GROVE VILLAGE
AND
ELK GROVE VILLAGE FIREFIGHTERS ASSOCIATION, LOCAL NO. 2340
INTERNATIONAL ASSOCIATION OF FIREFIGHTERS, AFL-CIO, CFC
This Memorandum of Understanding modifies the Labor Agreement between the Village of Elk
Grove Village and the Elk Grove Village Firefighters Association, Local No. 2340, International
Association of Firefighters, AFL-CIO, CLC dated May 1, 2007 to April 30, 2012. Upon the
signing of this Memorandum, the Parties contract shall be modified to incorporate the changes
below.
A. Section 14.1. Firefighters Salaries, Section 14.2. Lieutenant Salaries and Merit
Adjustments, and Section 14.3. Possible Salary Adjustment for Fiscal Years 2010-2011
and/or 2011-2012 shall be amended as follows:
• On May 1, 2010, the pay increase for Firefighters and Lieutenants who are not
subject to section 14.9 shall be zero percent (0%). The parties shall continue to
utilize the May 1, 2009-2010 Fiscal Year salary schedule as contained on page 25
for Firefighters and page 29 for Lieutenants of the contract. The provisions of
Section 14.3. shall not be applicable to these pay ranges.
• On May 1, 2011, the pay range for Firefighters and Lieutenants shall be. the May
1, 2010-2011 Fiscal Year salary schedule (an increase of 3.25%).
• Any firefighter in the step plan, Section14.1., will continue to move up one step
on his/her anniversary date utilizing the May 1, 2009 salary schedule.
• Any Fire Lieutenant in the Defined Merit Plan, Section 14.2., will move up one
slot on his/her anniversary date utilizing the May 1, 2009 salary schedule.
• Any Firefighter promoted to Fire Lieutenant will obtain the starting salary for Fire
Lieutenant per the salary schedule for May 1, 2009.
• All other economic provisions remain unchanged.
B. Section: 12.4. Layoffs, the following language shall be added to the end.
• Notwithstanding, the language in the above paragraph, the Village agrees that it
will not layoff any bargaining unit member during the period May 1, 2010
through April 30, 2011 in consideration of the May 1, 2010 pay range provisions
within this Memorandum of Understanding.
C. New Section 14.9. Employees Retiring Between May 1, 2010 and April 30, 2011.
Any bargaining unit employee who becomes eligible for benefits under
Article 4 of the Illinois Pension Code shall continue to receive the previously
agreed to collective bargaining agreement salary due on May 1, 2010 subject
to the following conditions:
1. The employee shall, no later than April 30, 2010, provide the Human
Resource Office a notice of their desire to receive benefits under Article 4
of the Illinois Pension Code on or before April 30, 2011;
2. The employee shall have deducted an amount equal to 3.25% from other
non -salary compensation extending over the period beginning May 1,
2010 through a date ending two weeks prior to retirement.
D. New Section 14.10. January, 2011 Informal Discussion
At the Village's request, the parties agree to meet informally in late January of 2011 to
discuss the financial state of the Village.
E. To the extent that any new agreement is voluntarily reached between the Village and any
other non represented group of employees or collective bargaining unit, that results in
economic terms better than those set forth above for the period May 1, 2010 through
April 2011, then Local 2340 shall enjoy the same benefits.
F. To the extent that the Illinois Department of Insurance objects to the terms set forth in
Section C above the entirety of this agreement will be renegotiated.
The new amended provisions above shall be incorporated into the parties existing labor contract
May 1, 2007 to April 30, 2012 and shall be binding upon all parties through the contract's
duration.
