October 23, 1996 Meeting Minutes
1) Meeting of the EGVFD Foreign Fire Tax Board started @ 7:OOpm at the
fire administration building, with 9 members present.

2) John Forde distributed a preliminary tally of survey's. 57 survey's where
returned, the result's where totalled. Survey's where divided into 2 category's,
"Positive" & "Not Buy" responses. We then discussed as to what fit the
definition of the ordinance, this being, "...appropriate expenditures for the
maintenance, use and benefit of the Fire Department. " (Page 2, Sec 11, b).
The item's from the survey that did not meet this definition have been deleted.
Some item's are questionable, with more research to be done on these. There
was considerable discussion on Retiree Insurance as this was an item that 46
survey's had a positive response on. However, this does not meet the
definition as stated in the ordinance. Bob Stecki has done some preliminary
research on this topic in contacting the Associated Firefighters of Illinois,
with the AFFI saying the retiree insurance does not meet the definition and
currently can not be done. Bob also indicated that the state will be monitoring
Elk Grove Village carefully do to the amount of money we have. Bob will
continue to do more research with the AFF] as to the technicality of the use of
item's that are in question.
More discussion on the surveys as to "ballpark" dollar amount's for items that
where approved.
Help will be needed in preparing the budget process for survey item's. More
discussion to take place at next meeting.
John Forde will re-type the final result's and distribute at the next meeting
with all of the additions & corrections made.
3) Minutes from previous meeting read & accepted. A sample budget
preparation guide from the Village was given to Jim MacArthur by Hilda
prior to the meeting. Jim passed this on to Scott Peterson for the files. Once a
current edition is available, this will be forwarded to the committee.
Meeting schedule for 1997 was established. Meetings will take place on the
3rd Wednesday of the month starting January, 1997. Same time, same place.
4) No further business and the meeting was adjourned at 9pm. Next meeting
Wednesday, Nov 6, 1996.

November 12, 1996
Pat, please make the following change: the 2 year term for Jim MacArthur should be
deleted. The ordinance for the Board includes the office of Fire Chief as a permanant
member.
