Foreign Fire Tax Board A November 6,1996 Meeting Minutes 1) Meeting of the EGVFD Foreign Fire Tax Board started @ 7:15pm at the fire administration building, with 9 members present. Present Abut John Forde Pat Beck (school) Peter Gurtmer Rick Krieger Hilda Ingebrigtsen Bob Stecki (family function) Rich Keyworth Jim MacArthur Al Mergens Scott Peterson Mike Rogers Randy Schlottman 1 guest, Howard Hall 2) A correction was made to the Oct 9 minutes, in Jim MacArthur's term. He is permanently on the board by nature of his position (fire chief) therefore, there is no term limit for him. The minutes incorrectly list him as 2 years. Hilda reported that as of Sept 26, 1996 the balance for the fund is: $372,622.25. This is from an additional 1889.04 in interest added to the original balance of$370,733.21. Hilda also reported that the new budget instruction book will be out Friday, Nov 8, 1996. Minutes from last 2 meetings have been sent to Village Clerk Pat Smith, as was the meeting schedule & the Fire Tax Board officer's. 3) John Forde requested that we set up an operating account for operating supplies. Scott Peterson suggested possibly opening an account at "Office Max" in the village, however Jim MacArthur stated that this has to be done via the budget process. John also stated that he had spoken to Bob Stecki and Bob had checked with the AFFI on the acceptable item's and the "questionable" item's from the list (schools, shoe's, nutritionist service & pavillion membership) that where being considered for the budget process. , The AFF1 responded that schools and shoes are an acceptable item. Shoes as long as they address a safety issue. Still checking on the other's. Hilda and Jim stated that the budget draft will be due to the village manager by Dec 17, 1996. 4) Per the ordinance governing the Board, a list of acceptable item's shall be submitted to the Village Manager for consideration (Page 2, Section H b). There was discussion on the acceptable item list as to how many of these item's will be sent to the Village Manager on a preliminary list. The purpose of this list is to let him know what the Foreign Fire Tax Board would like to submit in the budget proposal. Item's that are not on this list have not been eliminated from future consideration. Any item that is not submitted this year is do to not being feasible do to time constraints for this year. These item's will remain active on the acceptable list and considered for next year. Item's that have been approved by the Village Manager will then be researched and submitted in the proper budget proposal format. Item's that have been submitted in the past as part of the fire dept. budget will again be submitted in their proper category. If these are eliminated from that budget, then they may be considered by the Board for inclusion in our budget. Next meeting will continue discussion of the acceptable item's and how the Board will go about researching them. 4) No further business and the meeting was adjourned at 8:40pm.
