Chairman Petri reported that he had met with Department
Heads to help clarify their roles at Revitalization
Commission Meetings. He stressed the importance of staff
addressing issues brought up at these meetings.
Tom Farrell reported that he and several other bankers from
Elk Grove had met with Don Eslick to discuss ways that the
banks can be involved in the Revitalization program. A
second meeting is scheduled for November 10.
It was the consensus on the Commission to hold the January 8
regular meeting of the Commission without the consultant for
the purpose of reviewing the draft plan . Planning
Resources' agenda for January will be moved to February.

The Commission adjourned to Rooms ABC to continue the
meeting with the consultant.

Items Discussed:
1. The street signs were discussed. One of the Commissioners asked what the benefit of
coloring all of the street signs different colors would be? He expressed concern regarding
replacing the signs and having to make sure the signs are replaced correctly in terms of size
and color. Pete Pointner stated that the team had given more thought to the design of the
street signs as can be seen on the exhibits prepared by Planning Resources. The signs are
proposed to be the same color. However, arterial roadways, such as Busse Road, warrant
larger size signs for safety purposes and to meet state and federal guidelines.

2. The team will be meeting with the Elk Public Works Department to discuss:
a. Maintenance implications; and
b. Funding for the maintenance.
3. Kathy Meyerkord, Civiltech Engineering, Inc., gave an update of the various transportation
studies being conducted by the Illinois Department of Transportation (IDOT)which will
have great impact on Elk Grove Village and the study area. She stressed the importance of
the Village maintaining contact with'DOT in the future regarding the status of these studies
to promote recommendations which will be incorporated into the Master Plan.
4. Presentation and Discussion of Transportation Elements and Intersection Improvement
Concepts—Kathy Meyerkord explained the Intersection Level of Service (LOS)
determination used to assess intersections. Concepts for improvements were presented for
intersections which currently operate at LOS D,E or F. Examples of improvements include:
road widening; mad straightening; improved turning radii; and addition and elimination of
cross-overs on Tonne Road. By adopting improvement concepts and presenting them to
IDOT for funding assistance, the Village helps to ensure the likelihood that IDOT will
implements these plans in the future and assist in funding.
5. Several intersections were discussed and concepts for improvements were presented and
explained. Discussion ensued regarding the difficulty of westbound traffic on Landmeier
Road successfully getting through the traffic signal at Tonne when turning south onto Tonne
Road. Kathy Meyerkord will discuss the possibility of improving the timing at this
intersection with Cook County.
6. Pete Pointner, Planning Resources Inc., asked the Commissioners to think about what they
would like to see displayed on the monument entry signs: "Elk Grove Village", or "Elk
Grove Village Industrial Park". The limits of the industrial park have expanded beyond.the
original Centex development. Therefore, the title could be changed or added to (ie. "Elk
Grove Technology Center"). The water tower,which will be painted next spring, could
display the same title as the monument entry signs,in addition to a profile of the"elk".
7. Pete Poinmer presented slides showing a design concept alternative for a parkway treatment
opposite loading docks. This treatment would address the problem of narrow streets and
shallow loading bays by carving out an area within the parkway across the street, opposite
the loading dock, and installing reinforced precast pavers for a carriage walk the length of
the maneuvering bay. The advantage of this concept is that it can be applied at specific
locations where warranted by a combination of traffic and cramped loading bay access. It
was pointed out that there are some blocks where loading bays are continuous and may be

better addressed by street widening or reconfiguration of loading bays. This will provide for
truck turning movements in areas where there is existing difficulty.
-8. Presentation and Discussion of Landscape and Streetscape Design Alternatives for IL Route
83,Tonne Road and Key Intersections—Pete Poinmer and Keven Graham, Planning
Resources Inc. presented slides and exhibits displaying design alternatives. The alternatives
address the following areas:
a. Street signs;
b. Entry signs;
c. Concrete medians;
d. Pedestrian movement;
C. Bus shelters;
f. Mail drop-offs;
g. Landscape treatments between road and edge of right-of-way;
h. Boulevard along Tonne Road and Commonwealth Edison towers;
i. Employee common an.-as (pocket parks); and
j. Busse Road concepts i.'or various cross sections.
9. Pete Pointner explained the steps of t1;ie improvement plan:
a. Identify alternatives to be implemented;
b. Develop unit cost and total cost of improvement to implement in all applicable
locations;
C, Assign priorities;
d. Develop time frame; and
e. Balance funding with implementation plan.
Improvements to Busse Road/U_Route 83 should be integrated with the IDOT SRA
(Strategic Regional Arterial) study. When IDOT is ready to improve Busse Road/rL Route
83, the Village will be prepared with adopted improvement plans.
10. Pete briefly described the handout regarding the unincorporated parcels contiguous to the
industrial park. Any comments or questions can be addressed at the next meeting.
Follow-up
The next Commission meeting with the consultant team will be held Thursday, December 4, 1997 at
6!15 p.m. The focus of the meeting will be on the full draft plan document and locations for design
prototypes.
