MEETING MINUTES
October 7, 1999

The following revitalization projects were discussed with the Commission:
• NICHOLAS AND PRATT BOULEVARD CONSTRUCTION -
Landscaping work is anticipated to begin the week of October 11,
1999. Lighting underground work will begin October 25, 1999.
• SPUR TRACKS — Union Pacific Railroad has indicated that tracks are
abandoned as usage declines. Nancy Carlson noted that a short line
railroad would be an option for operating the spur line system. Major
carriers such as Union Pacific are concentrating on intermodal facilities
from which containerized shipments are made by truck to local
businesses.
The railroad has offered to attend a meeting and present the short line
railroad concept. The Commissioners felt this would be a good topic
for a future meeting.

• TELECOMMUNICATIONS FACILITIES— MCI WorldCom currently has
fiber optic lines north of Higgins and along Busse Road. The Village
can provide information on companies which have fiber optic facilities
in the Village. The business owner would need to contact these firms
for exact locations and:service availability.
The private sector programs for facade and building renovation were
discussed. The Finance Focus Group prepared a final recommendation for
Commission approval.
The fagade program would consist of the following:
Buildings < 20,000 square feet
$2,000 fagade grant
Prototype design
Buildings > 20,000 square feet
$2,000 fagade grant
$500 (maximum) Permit fee waiver
(Permit fees will be reimbursed to the Village through the
ICRC fund).
Annual allocation from ICRC fund would be $50,000 distributed on
a first come, first serve basis
Prototype designs for the building facades have been discussed with the
Jenkins Group. A preliminary design scope indicates that five (5) designs would be
sufficient. The design fee for this work would range from $10,000 to $12,000 dependent
on final scope. It is anticipated that prototype designs could be ready by April 2000.
The Finance Focus Group has targeted the end of the year for advertising the fagade
grant program.
The building revitalization program would consist of the following:
• Local Bank Loan Program offering a 1-percent below prime rate
with a fixed application fee.
• Bank loans would range from $25,000 to $250,000. Larger
loans would be considered on an individual basis.
• The Village would develop a listing of participatory banks and
advertise the program. A meeting with local banks is scheduled
for October 20, 1999.

• Businesses would submit an application to the Village for
approval in the ICRC Program. The business will have an
option to select a bank. In the event a selection is not made,
the Village will assign a bank on a revolving basis.
• The bank, not the Village, will do loan underwriting. Financial
incentives by the Village will not be offered for the bank loans.
• A permit fee waiver program for building renovations is still
under consideration.
The target implementation date for the facade grant and building
renovation program is the end of the year. The programs will require approval by the
Village Board. Mr. Porte made a motion to approve the programs. The motion was
seconded by Mr. Connelly and unanimously approved by the Commission.
The Commission was updated on the status of transit improvements. The
Lively Bus Stop project is under design. An application for funding through the Illinois
Department of Transportation — Division of Public Transportation, Operation Greenlight
Access to Transit Program was submitted for Busse Road sidewalk and bus stop
improvements.
Preliminary designs for the truck intrusion bay and driveway radii designs
were reviewed with the Commissioner. Additional studies will be conducted and
presented prior to recommendation of design criteria.
Trustee Lissner stated that he has had discussions of the street
numbering system with the Village Manager He was concerned over potential
difficulties with the post office due to the N, S, E, and W designation on the signs. He is
now comfortable with the proposed system and the Commission concurred to proceed
with the program.
The Commission elected to cancel the November 1999 meeting. The next
meeting of the ICRC is December 2, 1999.
