Absent: Ron Behm Jack Connelly, Jr. The following revitalization projects were discussed with the Commission: • NICHOLAS AND PRATT BOULEVARD CONSTRUCTION Underground and landscaping work was completed on schedule. Installation of light poles will be completed prior to February 25, 1999. • MAST ARM STREET SIGN PROGRAM - Bids were opened December 1, 1999 for the installation of street number signs on all traffic signals within the Business Park. Project completion is targeted for March 27, 2000. • DEVON AVENUE WIDENING. The design of the roadway widening to provide a 16 foot median from Busse Road to Elmhurst Road has been initiated. The anticipated contract letting for the project is October 2000. Page 2 • RAILROAD SPUR TRACKS - A meeting was held with the Union Pacific Railroad and DOT Rail Service. The Union Pacific is considering subcontracting spur line operations to a short line railroad. The action would result in improved service, cost efficiencies, and increased rail volume. The Commission will send a letter to the Union Pacific Railroad supporting the short line railroad. • PRIVATE SECTOR PROGRAM - The Board approved the Fagade Grant Program which provides for prototype designs, a $2,000 grant, and a $500 permit fee waiver for buildings greater than 20,000 square feet. The Bank Loan Program has been further developed and will include five (5) local banks. They will offer prime minus one percent loans for building revitalization projects. Brochures to advertise .these programs are being developed. The Commission reviewed improvements currently being developed for spring and fall 2000 implementation: • BENNETT. KING, LEE AND BOND - The area north of Higgins Road is scheduled for landscaping, lighting and street sign improvements in the spring 2000. • LIVELY AND HIGGINS INTERSECTION - Eastbound right turn lane and signal improvements are scheduled for a March 2000 letting. (DOT's resurfacing of Higgins Road has been delayed to March 2001. • HOWARD STREET(LIVELY TO BUSSE) - Landscaping is scheduled for the spring 2000. • TONNE ROAD (NORTH DEVON TO LANDMEIER) - Roadway improvements, including the south realignment, corner radii, crossovers and intrusion bays are scheduled for a June 2000 contract letting. Median landscaping along Tonne Road and Touhy Avenue (east of Tonne), as well as the north and south gateway treatments are scheduled for a fall 2000 letting. • LIVELY BOULEVARD (DEVON TO LANDMEIER) - The bus stop improvements, including sidewalk relocation along the east side of Lively, are targeted for a June 2000 letting. Page 3 Truck Access Route Program (TARP) funding is being applied for along Lively from Devon to Higgins. If received, the route would be reconstructed to provide a concrete pavement. • LIVELY BOULEVARD AND MARK STREET - Landscaping is scheduled for fall 2000. • UNITED AND PAN AM- Landscaping is scheduled for fall 2000. • GREENLEAF AVENUE (BUSSE TO ELMHURST) - Lighting and intrusion bays are scheduled for spring 2000. Landscaping would follow in fall 2000. • LANDMEIER AND ELMHURST - Gateway signage and landscaping along Landmeier Road from Higgins to Elmhurst is scheduled for a May 2000 letting. The gateway signage design prepared by Planning Resources was presented to the Commission. The sign would be metal with a dark bronze finish. The sign would be internally illuminated with white letters and a tan elk logo. An irrigation system will be installed for the proposed landscaping. The Commission concurred with the sign design. They requested that several items be considered in the final design. The use of ground cover rather than .sod should be evaluated. The installation of ornamental grasses should be considered at this location or possibly at the Tonne Road gateway. Finally, Planning Resources should review the incorporation of a color border or base. The next meetings of the ICRC are: January 6, 2000-Budget review February 3, 2000- Driveway and truck intrusion bay criteria VPS:pcd C: Revitalization Commissioners, President and Board of Trustees, Village Manager, Assistant Village Manager, Assistant to the Village Manager, Village Clerk, Economic Development Officer, Village Attorney, All Department Heads
