The Commission was updated on the status of ICRC projects:
• WILLOW CREEK BOX CULVERTS
All work on the box culverts at Lunt Avenue, Pratt Boulevard and Arthur Avenue
has been completed.
• LIVELY BOULEVARD— HOWARD STREET TO TOUHY AVENUE
The roadway construction has been completed with the exception of landscape
and punch list work items which will be performed in Spring 2006.
• DEVON AVENUE AND TONNE ROAD
Alliance Contractors are expected to begin work in late March or April 2006.

• LIVELY BOULEVARD— TOUHY AVENUE TO DEVON AVENUE
Preliminary design studies have been completed and design approval has been
received from the Illinois Department of Transportation. The Village is authorized
to begin right-of-way acquisition and design engineering for the project. A
meeting was held with the County to discuss funding participation for the
proposed work on Devon Avenue. In addition, the County will be coordinating
with DOT Rail to improve the rail crossing on Devon Avenue west of Lively
Boulevard.
• WELL SITE AND GATEWAY ENHANCEMENTS
Planning Resources is finalizing the design of the well site improvements and a
contract letting is anticipated in late February 2006. The gateway sign
improvements are undergoing final design modifications and a contract letting is
anticipated in March 2006.
• DECORATIVE TRAFFIC SIGN PROGRAM
The first phase of the traffic sign replacement program will be performed in the
area north of Higgins Road, and along Tonne Road. Existing traffic signs will be
replaced with decorative posts which match the Village's residential signage.
The project is targeted for a March 2005 letting.
• ARLINGTON HEIGHTS ROAD AND DEVON AVENUE
Preliminary design studies for the improvement of this intersection have been
initiated. The project has received STP funding and the project studies should be
completed by December 2006.
The Mayor updated the Commission on the status of the airport expansion. He also
discussed the Alexian Brothers International Cycling Classic — Tour of Elk Grove. The
bicycle race to be held on August 12th and 13th will promote the Business Park.
The ICRC FY '06/'07 Budget was presented to the Commission. The budget includes
twenty (20) Capital Improvement Projects representing ongoing project studies and
construction activities outlined in the ICRC Master Plan. The Commission was provided
a summary of revenues and expenditures for the ICRC program. Discussion items
included land acquisition, capital projects and the marketing program. The Commission
unanimously approved the ICRC FY '06/'07 Budget.

The Commission discussed several new business items. The Governors Hometown
Award sign should be mounted on Tonne Road north of Clearmont Avenue within the
center median. The sign should be erected by Public Works to match the Biesterfield
Road award sign.
Ron Behm requested the Commission consider two new business items. The first is a
study of the unincorporated areas adjacent to the Higgins RoadlTouhy Avenue/Elmhurst
Road intersection. The study should evaluate redevelopment opportunities for the area.
Second, high speed Internet service availability for businesses should be studied to
identify existing services, and address actions the Village may implement to assist in
enhanced service. These items will be discussed at the next meeting.
The meeting dates for the Commission fn 2006 are May 4th and October 5th.
