Director Community Revitalization Absent: Ron Behm Jack Connelly Tom Farrell Scott Golbeck George Johnson A presentation was made to the Commission regarding the availability of intemet services within the Business Park. Mr. Mitch Ferris of DataFlo discussed the available internet services that business owners may utilize. DataFlo provides intemet services that meet or exceed the capabilities of a T1 line. The cost of the service is comparable to the business rates of DSL service. The Mayor updated the Commission on the 2006 Alexian Brothers Tour of Elk Grove and outlined proposals for the 2007 event. The Commission viewed a Power Point presentation of the race highlights and a video of the Elk Grove Village Business Park commercial that aired during the race broadcast. The race has become recognized as a premier world-class cycling event within the United States. The race provided local, regional and international exposure for Elk Grove Village, and was enjoyed by thousands of residents and business representatives. Planning is underway for the 2007 event. Alexian Brothers have pledged increased funding support for the race, a grant has been requested from the Illinois Tourist Bureau, and additional corporate sponsors are signing on. The Mayor requested the Commission's consideration of providing additional funding for the Tour of Elk Grove as a contingency plan in the event State funding is less than anticipated or sponsorship goals are not met. While it is very unlikely that this will happen, the Village must plan for the worst case scenario. The Commission approved the request to use ICRC funds as a contingency plan. Page 2 The Commission was updated on the status of ICRC projects: • DEVON AVENUE AND TONNE ROAD INTERSECTION The final surface course for the roadway is being placed this week, and traffic signs and pavement markings will be completed next week. The traffic signal and roadway lighting installations will not be completed until late November due to delays in ComEd pole relocations. • LIVELY BOULEVARD— TOUHY AVENUE TO DEVON AVENUE Crews from Central Illinois Railroad have begun the reconstruction of the rail crossing along Lively Boulevard from Devon Avenue to Touhy Avenue. The Arthur Avenue and Pratt Boulevard crossing have been completed. A total of six crossings will be reconstructed. Contract plans have been finalized and right-of-way acquisition is underway for the reconstruction of Lively Boulevard. The project is scheduled for a January or March 2007 letting.: Construction would be completed in one season. • DEVON AVENUE AND ARLINGTON HEIGHTS ROAD INTERSECTION The preliminary geometric design has been completed for the intersection improvement. The proposed plan provides for dual left tum lanes on Arlington Heights Road, and the addition of right tum lanes on all legs of the intersection. A public meeting for the project will be held on November 9, 2006 following the State's approval of the project design report. Construction is targeted for Spring 2008. • BUS SHELTER IMPROVEMENTS Contract plans are being developed for the installation of ten (10) new bus shelters within the Business Park. The locations are along Higgins Road at the northeast comer of King Street, northeast comer of Martin Lane, and southeast corner of Lively Boulevard, and on Devon Avenue at the northwest and southwest comers of Arthur Avenue, northeast and southeast comers of Lively Boulevard, north side of Devon Avenue west of Busse Road, and the northwest and southwest comers of Delta Lane. The project is scheduled for a March 2007 letting and is funded at a 70 percent level through the State's Traffic Control Measure program. • BUSSE ROAD LIGHTING Federal funding for the project has been approved and the design of an arterial lighting system from Mark Street to Howard Street has begun. The project will be implemented in sections as funding becomes available. Page 3 • MEACHAM ROAD AND NERGE ROAD ARTERIAL LIGHTING The design of arterial intersection lighting is underway with a contract letting scheduled for January 2007. • FACADE GRANT PROGRAM A facade grant was approved for work at 2149 Pratt Boulevard by Sonoscan, Inc. • WELL SITE AND GATEWAY ENHANCEMENT PROGRAM A contract was awarded to Peerless Fence for the installation of chain link and ornamental fencing, as well as brick columns at five (5) well site locations within the Business Park. The landscape work, including the pocket parks at Greenleaf Avenue and Touhy Avenue, was deleted from the contract bid. The fence construction is scheduled to be completed in November 2007. The contract bid for the construction of gateway signs and landscaping was unsuccessful. Interest was expressed in the bid for the gateway signs however; no landscape contracts bid the project. The Commission discussed options for rebidding the project. it was agreed that separate contracts would be let for the signs, brick pavers and landscaping. The Commission discussed the traffic operations along Arlington Heights Road at the Elk Crossing Shopping Center. Traffic movements will be reviewed to identify potential improvements along this section of Arlington Heights Road. The route is under the jurisdiction of the Cook County Highway Department. The replacement of the Devon Avenue rail crossing west of Lively Boulevard was discussed. The Commission approved funding 50 percent of the cost for the replacement of the crossing. The next scheduled meeting of the Commission is February 1, 2007. The meeting will focus on the approval of the 2007-2008 ICRC budget.
