HomeMy WebLinkAboutPLAN COMMISSION - 01/15/1986 - SWIATEK PROPERTY/REZONE Minutes • ELK GROVE VILLAGE PLAN COMMISSION Date: Wednesday, January 15, 1986 Location: Council Chamber Municipal Building 901 Wellington Avenue The meeting was called to order by Chairman Glass at 8:09 p.m. Members Present: Members Absent: John Glass, Chairman Leah Cummins George Mullen Orrin Stangeland Clark Fulton Fred Geinosky, Acting Secretary David Paliganoff Staff Present: Earle Kracht, Building Inspector Supervisor Robin Weaver, Administrative Assistant John Coakley, Administrative Intern Testimony was presented on behalf of the developer by the following: • Joseph Ash, Attorney Patrick Daly, Architech/Real Estate Developer Norman Toberman, Civil Engineer Edith Yu, Architech Bonnie Flock, Traffic Engineer, Barton-Aschman Associates, Inc. Don O'Hara, Traffic Engineer, Barton-Aschman Associates, Inc. Robert Brown, Real Estate Director for Jewel Food Stores Others: Approximately 40 unidentified persons in the audience. Swiatek Property - Rezonin Mr. Ash presented the preliminary site plan to the Plan Commission. The plan indicates that the 22.81 acre development will consist of a 62,000 square foot food/drug store, a 74,250 square foot home improvement center, and 48,240 square feet of smaller retail units. Additionally, four outlying buildings, 5,000 square feet each, will be constructed for use as banking facilities and/or restaurants. Patrick Daly stated that his architectural firm had previously developed over 400,000,000 square feet of commercial property or 220 shopping centers in 20 states. These figures include a 350,000 square foot shopping center in Palatine and a 225,000 square foot shopping center in Hickory Hills. Mr. Daly further noted that the properties surrounding the • parcel were zoned, as follows: single-family R-3 to the east, commercial B-2 and A-2 to the north, residential R-4 to the west, and commercial O-T and B-1 to the south. Plan Commission Minutes - 2 = January 15, 1986 • Swiatek Property - Rezoning (continued) Mr. Brown stated that Jewel/Osco had already signed a lease with Patrick Daly for a 60,000 - 62,000 square foot facility in the development. The lease at Jewel's current location in the Grove Mall will end in the fourth quarter of 1986. Jewel wants a larger facility for a Jewel/Osco store. Norman Toberman discussed his feasibility study. He explained the access to water and sewer service and discussed water retention and drainage for the development. Bonnie Flock presented traffic study results. She stated that the traffic which would come to the shopping center would be 32% from the west, 38% from the east, 23% from the south, and 15% from the north. She made recommendations for the installation of the following: an exclusive right-turn lane on Arlington Heights Road to Biesterfield Road; a free-flow, left turn lane on Biesterfield Road west of Arlington Heights Road; and five access drives controlled by stop signs (the access drive immediately north of Biesterfield Road will be a right turn, in and out only). Ms. Flock stated that since traffic at the intersection was already heavy, no additional problems will be created by the traffic generated by the shopping center. The right-turn lane southbound on Arlington Heights Road to Biesterfield Road is recommended even if this property is never developed. Mr. Ash responded to a question from George Mullen by stating • that with Jewel in the shopping center as an anchor, there would be no problem leasing the additional units. Mr. Paliganoff asked Mr. Daly to explain why this development is the highest and best use of the land. Daly responded that market needs exist in Elk Grove Village for a grocery store, bank, and home improvement center. He further said that no fiscal impact survey had been done as yet but that one would be presented at the next meeting. Mr. Ash told the Plan Commission that the developer might wish to develop the 15 acre parcel on the east side of the property first and then develop the 7.5 acre parcel on the west side later. He further explained that this process might be necessary to meet a commitment with Jewel to break ground in the spring. Patrick Daly responded to a question from Clark Fulton, stating that only employees would have access to the entrance in the rear of the building. Don O'Hara responded to another question from Clark Fulton by stating that rush hour traffic backup near the proposed shopping center could be reduced with the addition of a right-turn lane on Arlington Heights Road and a change in the timing of the lights at the intersection. Discussion of traffic patterns followed. Fred Geinosky inquired why the developer changed his request from B-1 to B-2 zoning. Joseph Ash replied that the change was in regard to requirements for parking and setbacks. The petitioner will meet all B-2 requirements. Fred Geinosky expressed concerns regarding the Grove Mall becoming vacant if the stores move or go out of business due to • the new shopping center. He then asked if market surveys showed Plan Commission Minutes - 3 - January 15, 1986 • Swiatek Property - Rezoning (continued) that a home improvement center and drug store could be successful across the street from the same. Mr. Brown responded that while studies showed that the new shopping center would be successful, he could not speak for the competition. He noted, however, that in his experience, older shopping centers tend to recycle and improve rather than die. Fred Geinosky asked if the Village staff had reviewed the plat. Robin Weaver replied that the plat had been submitted on January 13 and was currently under staff review. Mr. Brown responded to another question from Fred Geinosky, saying that the hours of operation for Jewel will depend upon market needs but would be 8:00 a.m. - 10:00 p.m. weekdays to start with and perhaps increase later on. John Glass asked several questions regarding the access drives. He pointed out that the future driveway of the property to the north might create problems with the proposed shopping center access drive on the north side. Mr. Ash replied that possibly the shopping center and the north property could share a driveway. John Glass asked if Cook County had any problems with the three curb cuts along Arlington Heights Road. Patrick Daly replied that the County had no objection but that the developer had not yet applied for a Cook County permit. • (At 9:15 p.m. , there was a ten minute recess. ) Several members of the audience addressed the Plan Commission. Jim Dixon, resident at 893 Wellington Avenue and a Board member of his Homeowners Association, expressed concerns regarding the impact on property values, drainage and water retention, people cutting across the lawns, and the visual impact of the shopping center. Mr. Daly responded to these concerns, stating that the developer would work with the residents surrounding the parcel in an attempt to accommodate their demands. Doug Winters of 873 Wellington Avenue and Treasurer of the Homeowners Association, raised concerns regarding the proximity of the parking lot to his home and noise from the shopping center. Mr. Daly stated that he would meet with the Association. The Public Hearing was closed at 10:10 p.m. Chairman Glass announced that the next meeting regarding the Swiatek property would be on February 5, 1986 at 9:15 p.m. , following other Plan Commission business. WIllow Woods Following brief discussion, George Mullen motioned to approve the screening plan for Willow Woods Condominiums and David Paliganoff seconded it.
