The Plan Commission unanimously nominated Cummins as Acting Chairperson and David Paliganoff as Acting Secretary. Members Present: Members Absent: Leah Cummins, Secretary John Glass, Chairman George Mullen Clark Fulton David Paliganoff Fred Geinosky Orrin Stangeland Others: Larry Dohrer, owner of Dohrer-Rizzi property Robert Swiglo, owner of Putt-Putt Sheldon Rubin, owner of property at southwest corner of Busse Road and Lunt Avenue Thomas Stratford, architect representing Rubin • Several unidentified residents The public hearing was called to order at 8:13 p.m. by Acting Chairperson Cummins. Docket 86-5: Dohrer-Rizzi Annexation and Rezoning R-1 to B-2 (1.166 acres on the north side of Devon Avenue just east of Putt-Putt) Tom Rettenbacher stated the village Board had requested that the Plan Commission hold a public hearing regarding revision of the Village's Comprehensive Plan. The revisions would change the planned zoning of all of the properties along Devon Avenue from Berthold's to Salt Creek to B-2. The change would make the zoning of this area consistent. Mr. Dohrer stated that he was requesting annexation and rezoning from R-1 to B-2. He said that an office building would be built in the center of the lot with parking provided in the front and back of the building. The purpose of the building would be general office, not retail. Dohrer said that he wanted to begin construction as soon as possible. David Paliganoff inquired why general offices would be the highest and best use of the land. Mr. Dohrer said that as an architech, he believed that general office usage would best suit the property at that location. He further stated that the office building would most likely be divided up to allow six tenants, for a total of 10,000 square feet. • Orrin Stangeland asked if there were future plans for expansion. Dohrer responded that he might add a second story to a portion of the building at a later date. He could add extra parking for the expansion Plan Commission Minutes - 2 - June 4, 1986 • Docket 86-5 (continued) because 20 feet along the western edge of this Iot is currently being used for parking by the adjacent Putt-Putt property. Be explained that Putt-Putt did not need the property to provide extra parking. Mr. Dohrer said that he also will seek a 20 foot variation from the Village's minimum width requirement because the lot is 20 feet short of the required 250' minimum width. Tom Rettenbacher stated that the Dohrer-Rizzi plans showed no loading space. Mr. Dohrer stated he had not real-ized that a loading space would be required and he will comply with Village requirements. A resident who owns a home near the property raised his concerns about storm water drainage from the property. The water runoff from his property runs across the Dohrer-Rizzi property. Dohrer stated he could legally alter the field tile drainage system. Following further discussion, the public hearing was closed at 9:02 p.m. Orrin Stangeland motioned to recommend approval of B-2 zoning and also recommended a variation of 20 feet from the minimum width requirements. The minimum width variation and the side yard variation are to be addressed in annexation agreement. David Paliganoff seconded the motion. The vote for approval was unanimous. Docket 86-6: Rubin Resubdivision • (1.44 acres located at the southwest corner of Lunt Avenue and Busse Road) The public hearing was called to order at 8:13 p.m. Mr. Rubin stated that he is requesting to rezone the property from 1-2 to B-3 to allow for business usage. The building constructed on the lot would accommodate four businesses, all related to automotive servicing. A muffler repair shop is planned for unit A of the proposed building. Rubin said that the property was leased to him with an option to buy, contingent upon receiving the rezoning. David Paliganoff inquired about other possible uses of the lot. Mr. Stratford responded that only auto service was planned. Auto service shops would serve as a draw to attract people to the businesses. He stated that this location is not good for a restaurant use because it is only accessible in one direction on Busse Road. Orrin Stangeland asked if there were any similar developments in the area. Stratford responded that there was a similar auto service business in Mount Prospect on Elmhurst Road. Leah Cummins inquired about the advantage of the requested zoning change. Mr. Stratford responded that due to the site size and the potential of the land, B-3 zoning is better than I-2. He stated that more sales tax could be produced and more employees could be hired with B-3. Leah Cummins stated that because 15,000 - 20,000 people drive to the industrial park each day, auto service type businesses were needed at that location. The public hearing was closed at 9:44 p.m. • Following further discussion, George Mullen motioned to recommend approval of rezoning to B-3 and David Paliganoff seconded it. The vote for approval passed unanimously.
