HomeMy WebLinkAboutPLAN COMMISSION - 11/28/1979 - HOLLANDERS SPECIAL USE MINUTES ELK GROVE VILLAGE PLAN COMMISSION November 28, 1979 The regular meeting of the Plan Commission was called to order by Chairman Kenna at 8:00 p.m. on Wednesday, November 28, 1979 in the Multi-Purpose Room of the Municipal Building, 901 Wellington Avenue. MEMBERS PRESENT: MEMBERS ABSENT: Edward W. Kenna, Chairman Leah'Cummins, Secretary John R. Glass Donna O. Farley George E. Mullen Frederick C. Geinosky Orrin J. Stangeland STAFF PRESENT: Stephen M. Feller, Administrative Assistant Docket 79-7: Hollanders Petition for Special Use Richard Hollander and Don Immekus were present to represent the petitioner. The petitioner was requesting a Special Use Permit to construct a Burger King Restaurant, as permitted under the Elk Grove Village Zoning Ordinance No. 842, Article 5, Zoning Districts, Section 5.85, Special Uses in all Industrial Districts, Paragraph B. The subject property is located approximately 178 feet south of the south- east corner of Pratt Boulevard and Busse Road. Glass repeated his concern expressed at the November 7, 1979 Public Hearing regarding the potential traffic problems that would be created as a result of the proximity of the proposed drive-thru lane to the Sambo's entrance on Busse Road. Immekus responded that he had conducted traffic studies of the area which indicated that the drive-thru would not create a traffic problem. Mullen pointed out that the property is zoned I-2; and that the alternative use would be an industrial facility which would present traffic problems as employees arrive to and leave from work. Mullen moved to recommend approval of the petition. Glass seconded the motion and all present voted 'AYE' . Landscaping and Sidewalk Plan for the Portion of Section 24 Which Abuts Meacham Road Joe Luciani, Director of Land Development for Centex Homes, was present to discuss a landscaping and sidewalk plan for Meacham Road in Section. 24. Luciani stated that he had discussed the Plan Commission's recommendations with a representative of the Cook County Highway Department. Luciani reported that the County would be reluctant to approve the installation of sidewalks along Meacham. Road through the flood plane area because of the entensive grading adjustments that would be necessary. Glass suggested that in lieu of the installation of sidewalks, Centex provide the Village with the funds required to install the . . . continued Plan Commission Munutes - 2 - November 28, 1979 Landscaping and Sidewalk Plan for the Portion of Section 24 Which Abuts Meacham Road (continued) sidewalks at such time that Meacham Road is widened. Luciani stated that he was willing to accept Glass's suggestion. Luciani agreed to submit a revised landscaping and sidewalk plan which reflects the changes required by the Plan Commission. Pre-Application Sketch Plan for Proposed Landmeier Road Subdivision Thomas Malato, Tom McCabe, and Dan Foster were present on behalf of U.S. Development to discuss a Pre-Application Sketch Plan for a proposed subdivision of 8.43 acres of property located along the north side of Landmeier Road, approximately 176 feet west of Lively Boulevard. The property owners chose to follow the Sketch. Plan procedures after learning that the past position of the village has been that access to this property should come from an extended Bonnie Lane cul-de-sac, and that no access would be permitted from Landmeier Road. Basically the Sketch Plan shows the property being subdivided into eight lots; with two lots having access to Landmeier Road and the remaining six lots receiving access through an extended Bonnie Lane cul-de-sac. Kenna noted that the operating departments reviewed the Sketch Plan and that the Police Department had expressed opposition to permitting any access to the property from Landmeier Road. Malato pointed out that access to Landmeier Road is a valuable marketing commodity. He asserted that a significant compromise had already been made on the Sketch Plan by providing that only two of the eight lots receive access to Landmeier Road. Malato continued by suggesting that other lots which front Landmeier Road in Elk Grove Village have received "reasonable access", and that some sort of compromise should be made to allow access to the subject property. Kenna remarked .that a suitable alternative might be to extend Bonnie Lane the entire length of the property to Landmeier Road. Kenna then directed the petitionercto submit several alternative Sketch Plans for consideration at the next meeting. Comprehensive Master Plan The consensus of the Plan Commission was that the next step in updating the Comprehensive Plan should be to hire a firm to prepare an Existing Land Use Inventory Map of Elk Grove Village and its environs. Schedule of Meetings The consensus of the Plan Commission was to cancel the regular meetings scheduled for December 19, 1979 and January 2, 1980; and to schedule a new meeting for Wednesday, January 9, 1980 at 8:00 p.m. in the Municipal Building.
